New Students

Recertification

It is highly recommended to request certification by the following timeline in order to ensure timely processing between OU and the VA. We will accept requests after the suggested dates, but this may delay when you receive your benefit from the VA. Please keep in mind that we are here to assist you throughout the process but you must also take ownership of our benefits.

  • Fall Semester: July 15
  • Winter Semester: November 15
  • Summer Semester: March 15

You will initially be certified by the number of classes you are taking. At the end of the add/drop period, we again certify you with the tuition amount based on your schedule.

  • For Chapter 30, 1606, 1607 and 35, tuition will be paid directly to you.
  • For Chapter 31 and 33, tuition is paid to OU. Please keep in mind if your Chapter 33 benefits are less than 100% you are responsible for the remaining balance. It is encouraged that you consider all your options, such as a payment plan, FAFSA and OU grants and scholarships.

Remember, you are required to notify Veteran Certification every time you add or drop a class. Failure to do so may result in adjustment to your certification that you may not realize. If you have questions, please let us know and we can discuss this with you before you adjust your schedule.

Transferring
Credits

Oakland University is a U.S. Department of Veterans Affairs approved school that accepts transfer credits including College Level Examination Program credits (CLEP), DSST, and military education courses based on American Council on Education (ACE) recommendations.

If transferring from another institution or changing your major, you must notify the VA by filling out the Change of Program form, 22-1995 (22-5495 for Chapter 35 recipients). This form can be picked up at the Office of the Registrar or the application can be completed online. Submit this form to the school to which you are transferring your benefits or to the Office of the Registrar.

For more information regarding transferring credits, please contact your academic adviser or the Office of the Registrar or visit the Undergraduate Admissions Transfer page. Note, OU accepts a maximum of 60 credits for CLEP or DSST.

OU also accepts transfer coursework completed in the U.S. Armed Forces and U.S. Armed Forces Institute with the following conditions:

  • Course content must be comparable to those for which OU typically grants transfer credit.
  • The American Council on Education (ACE) must recommend credit grants for particular courses.
  • Credits must be acceptable to the appropriate academic department at OU.
  • Request Joint Services Transcripts (formerly AARTS and SMART transcripts) from https://jst.doded.mil.
Benefits

National Guard and Reserves Education Benefits (chapter 1606)

Eligibility: Must have a six-year contract with the Guard or Reserves and have completed your basic training. Note: You must currently be in the Guard or Reserves to receive your education benefits.

To apply for Chapter 1606 benefits, students need to fill out an Application for VA Educational Benefits, 22-1990. 

If transferring from another institution or changing your major, you must notify the VA by filling out the Change of Program form, 22-1995 (22-5495 for Chapter 35 recipients). This form can be picked up at the Office of the Registrar or the application can be completed online. Submit this form to the school to which you are transferring your benefits (changing schools) or to the Office of the Registrar. 

Also, a copy of the veteran’s Notice of Basic Eligibility (NOBE), a Request for VA Enrollment Certification Form, a signed 0.0 Reporting Form and an OUVA Student Record Form as well as a signed plan of study needs to be provided to the VA certifying official in the Office of the Registrar.

NOTE: Students returning to Oakland University and continuing to utilize benefits should complete a Request for VA Enrollment Certification Form, provided all other information is on file.

Reserve Educational Assistance Program (chapter 1607)

Eligibility will be determined by the Department of Defense or Department of Homeland Security as appropriate. Generally, a member of a reserve component who serves on active duty on or after September 11, 2001, under title 10, U.S.C., for at least 90 consecutive days under a contingency operation is eligible. National Guard members also are eligible if their active duty is under section 502(f), title 32 U.S.C. and they serve for 90 consecutive days when authorized by the president or secretary of defense for a national emergency and is supported by federal funds. Note: You must currently be in the Guards or Reserves to receive your education benefits.

To apply for Chapter 1607 benefits, the student needs to fill out an Application for VA Educational Benefits, 22-1990 or if changing schools or benefits, 22-1995 form and print “Chapter 1607” on the top of the VA form.

Active Duty Education Benefits (chapter 30)

Eligibility: Must have completed at least a two or four year contract with any branch of the military services. If you are not sure if you qualify, please call the Veteran Services Office at (888) 442-4551.

To apply for Chapter 30 benefits, the student needs to fill out an Application for VA Educational Benefits, 22-1990. 

If transferring from another institution or changing your major, you must notify the VA by filling out the Change of Program form, 22-1995 (22-5495 for Chapter 35 recipients). This form can be picked up at the Office of the Registrar or the application can be completed online. Submit this form to the school to which you are transferring your benefits (changing schools) or to the Office of the Registrar.

Post 9/11 GI Bill Education Benefits (chapter 33)

Eligibility: Must have completed a minimum of 90 days’ active duty after September 10, 2001, with any branch of the military services. If you are not sure if you qualify, please call the Veteran Services Office at (888) 442-4551.

To apply for Chapter 33 benefits, students need to fill out an Application for VA Educational Benefits, 22-1990.

If transferring from another institution or changing your major, you must notify the VA by filling out the Change of Program form, 22-1995 (22-5495 for Chapter 35 recipients). This form can be picked up at the Office of the Registrar or the application can be completed online. Submit this form to the school to which you are transferring your benefits (changing schools) or to the Office of the Registrar.

Transfer of Education Benefits: The Post-9/11 GI Bill allows service members (officer or enlisted, Active Duty or Selected Reserve), on or after August 1, 2009, to transfer unused education benefits to immediate family members (spouse and children). Dependent Education Benefits (chapter 35)

Eligibility: To be eligible for Dependent Benefits you must be the child or spouse of a veteran who is either deceased or 100% disabled due to military related injuries.

 

To apply, students need to fill out an Application for Survivors and Dependents Educational Assistance Form 22-5490. 

If transferring from another institution or changing your major, you must notify the VA by filling out the Change of Program form, 22-1995 (22-5495 for Chapter 35 recipients). This form can be picked up at the Office of the Registrar or the application can be completed online. Submit this form to the school to which you are transferring your benefits (changing schools) or to the Office of the Registrar. 

Also, a copy of the Letter of Eligibility issued by the VA, a Request for VA Enrollment Certification Form, a signed 0.0 Reporting Form and an OUVA Student Record Form as well as a signed plan of work needs to be provided to the VA certifying official in the Office of the Registrar. In addition, dependents and survivors need to know their VA claim number prior to applying.
