Continuing Certification

In the summer of 2011, the State of Michigan passed several school and tenure reform bills. The Michigan Department of Education then created new administrative rules to comply with the new laws. The updated rules will impact all levels of teacher certification. View the revised Teacher Certification Code in its entirety . Please note that all provisional renewals, applications for the professional certificate, and professional renewals are now processed exclusively through the Michigan Department of Education.

Applying to Oakland University

The application process varies by program. OU has no application or enrollment fees. Applications are online. 

Students who want to add an additional undergraduate endorsement to their teaching certificate (i.e. Option 1 from "Approved Planned Program Options 1-4" available at oakland.edu/sehs/certrenewal) should follow these steps to apply:

  1. Go to the online application.
  2. For "Application Type" choose "9e. Addl Endr to Teacher Cert."
  3. In the "Essay" section of your application, write in what type of teaching certificate you hold (i.e. elementary or secondary) and the endorsement you plan to pursue.
  4. You are welcome to log back in to the online application system to track your status, or request a status check by calling the Office of Undergraduate Admissions at (800) OAK-UNIV.
  5. Once admitted, you will receive instructions on how to activate your ID and register for classes using SAIL.

NOTE: Students who are admitted to OU under this (U4) status are not eligible to qualify for Financial Aid.

Students who want to enroll in RDG 510 should follow the steps in the "The 'additional' reading diagnostics requirement – implementation PA 32" section of this page.

Getting started: What holders of a Michigan Provisional Certificate need to know

You have the option to either renew your Provisional Certificate or apply for your Professional Education Certificate

  • You are not required to renew your Provisional Certificate before applying for your Professional Education Certificate.
  • You are encouraged to apply for your Professional Education Certificate when you have met the requirements. However, if you are currently teaching please make this decision in consultation with your district.
  • Go to the "First Time Provisional Certificate Renewal" or "Applying for the Professional Education Certificate" sections for next steps. 

The "additional" reading diagnostics requirement – implementation PA 32
The Michigan Department of Education (MDE) has required since July 1, 2009 that anyone applying for a Professional Education Certificate to complete at least 3 semester credit hours in the diagnosis and remediation of reading disabilities and differentiated instruction.

You have satisfied this “additional” reading requirement if:
  1. You earned a 2.8 grade minimum in RDG 331, RDG 333, and 414 in fall 2007 or after as a student in Oakland University’s Elementary Education teacher certification program,
  2. You successfully completed RDG 500, 632, and 633 as a student in OU’s MAT in Reading and Language Arts,
  3. You successfully passed a course from MDE’s list of approved reading diagnostics courses, or
  4. You successfully completed RDG 510 at OU. If you do not have 1,2, or 3 as listed above, you are advised to take RDG 510.

    Please see the "Academic Standing" section of OU's Graduate Catalog for policies governing minimum grade requirements for graduate-level RDG coursework. 

    You may renew your Provisional Certificate before completing the additional reading requirement, but you must have a grade in the course before you are eligible for the Professional Education Certificate.

    If you are a current graduate student at OU, you may register for RDG 510 using SAIL.  If you are not a current graduate student at OU and want to take RDG 510, follow these steps to apply to OU:

    1. Go to oakland.edu/grad/nondegree
    2. Read and follow the information listed.
    3. For “Select an Application Type,” choose “Grad – Professional Development.”
    4. For “Program Applying To,” choose “Reading and Language Arts.”
    5. In response to the question “What course(s) do you plan to take as a professional development student?” write in “I want to take RDG 510 only.”

    You are welcome to log back in to the online application system to check your status by visiting Graduate Admissions.

    Once admitted, you will receive instructions on how to activate your ID and register for classes using SAIL.

    NOTE: Students who are admitted to OU to only take RDG 510 are not eligible to qualify for Financial Aid. Please see the tuition charts available from oakland.edu/tuition for cost information.


    First-time Provisional Certificate renewal
    If you are completing your first-time Provisional Certificate renewal ON or AFTER Sept. 1, 2013, the following guidelines apply.
    1. You are not required to renew your Provisional Certificate before applying for your Professional Education Certificate. You are encouraged to apply for your Professional Education Certificate when you have met the requirements.  However, if you are currently teaching please make this decision in consultation with your district.
    2. To renew your Provisional Certificate for the first time, you need to have completed either:
      • 6 semester credit hours in an approved planned program after the issuance of your initial Provisional Certificate and within the three years preceding application. At least 4 of your 6 planned program credits must have been taken at OU, or
      • 180 State Continuing Education Clock Hours (SCECHs), formerly known as State Board Continuing Education Units (SB-CEUs) appropriate to the grade level and content endorsement(s) of your certificate since the issuance of your initial Provisional Certificate AND within the three years preceding application, or
      • A combination of semester credit hours and SCECHs (30 SCECHs equals 1 semester credit hour) since the issuance of your initial Provisional Renewal and within the three years preceding application.
      • The credits and/or SB-CEUs you use to renew your Professional must have been completed after the issuance of your most recent provisional certificate and must not be more than three years old.
      • A master's degree earned prior to issue date of initial Provisional certificate can no longer be used to renew a Provisional Certificate.
      • Consult the Approved Planned Program Options to review your choices.
      • State Continuing Education Clock Hours (SCECHs) cannot be used for Provisional Certificate renewal prior to September 2, 2013.
      • Once you have completed the requirements for Professional Education Certificate renewal, go to michigan.gov/moecs and apply for your new certificate.

      Second-time Provisional Certificate renewal 
      If you are completing your second time Provisional Certificate renewal AFTER September 1, 2013, the following guidelines apply. 

      1. You are not required to renew your Provisional Certificate before applying for your Professional Education Certificate.  You are encouraged to apply for your Professional Education Certificate when you have met the requirements.  However, if you are currently teaching please make this decision in consultation with your district.
      2. To renew your Provisional Certificate for the second time, you need to have completed either:
        • 6 semester hours in an approved planned program since the issuance of your FIRST Provisional Certificate Renewal and within the three years preceding application. At least 4 of your 6 planned program credits must be taken at OU, or
        • 180 State Contintuing Education Clock Hours (SCECHs) appropriate to the grade level and content endorsement(s) of your certificate since the issuance of your FIRST Provisional Certificate Renewal AND within the three years preceding application, or
        • A combination of semester credit hours and SCECHs (30 SCECHs equals 1 semester credit hour) since the issuance of your FIRST Provisional Certificate Renewal and within the three years preceding application.
      3. The credits and/or SB-CEUs you use to renew your Professional must have been completed after the issuance of your most recent provisional certificate and must not be more than three years old.
      4. A master's degree earned prior to issue date of initial Provisional certificate can no longer be used to renew a Provisional Certificate.
      5. Consult the Approved Planned Program Options to review your choices.
      6. State Continuing Education Clock Hours (SCECHs) cannot be used for Provisional Certificate renewal prior to September 2, 2013.
      7. Once you have completed the requirements for Professional Education Certificate renewal, go to michigan.gov/moecs and apply for your new certificate.

      Applying for the Professional Education Certificate 
      You are not required to renew your Provisional Certificate before applying for your Professional Education Certificate. You are encouraged to apply for your Professional Education Certificate when you have met the requirements. However, if you are currently teaching, please make this decision in consultation with your district.

      If you need to renew your Provisional or apply for your Professional, please read the appropriate section on this page.

      To apply for your Professional Education Certificate, you need to have completed the following four requirements:

      A. Credit requirements: Eligibility requires completion of one or a combination of the following:

      • 6 semester credit hours in an approved planned program since the issuance of the most recent Provisional Certificate.
      • 150 State Continuing Education Clock Hours (SCECHs) appropriate to the grade level and content endorsement(s) of your certificate since the issuance of the most recent Provisional Certificate held.
      • 150 annual District Provided Professional Development (DPPD) hours in accordance with Michigan School Code Sections 380.1527
      • Or a combination of semester hours, SCECHs, and DPPD hours. 25 SCECHs equals 1 semester hour; 25 DPPD equals 25 SCECHS or 1 semester hour.
        Please note, credits earned in RDG510 will not count towards the 6 semester credit hours. State Continuing Education Clock Hours, formerly known as State Board Continuing Education Units (SB-CEUs), cannot be used to advance to the Professional Education Certificate before September 2, 2013. See the approved planned program choices.The credits and/or SB-CEUs you use to renew your Professional must have been completed after the issuance of your most recent provisional certificate and must not be more than three years old.

        B.
         Initial reading requirement: Holders of an Elementary Teaching Certificate applying for a Professional Education Certificate must have completed a minimum of 6 semester credit hours in reading methodology (i.e. methods of teaching reading), while holders of a Secondary Teaching Certificate must have completed this requirement with a minimum of 3 semester credit hours. This requirement is typically completed during one’s initial teacher preparation program.  

        Graduates from one of OU’s initial teacher preparation programs satisfied this requirement with:
        • RDG 331, 333, and 414 or RDG 502 and 503 in OU’s Elementary Education teacher certification programs, or
        • RDG 338 or 538 in OU’s Secondary Education teacher certification programs.

        C. Additional reading requirement:  The Michigan Department of Education (MDE) has required since July 1, 2009 that anyone applying for a Professional Education Certificate to complete at least 3 semester credit hours in the diagnosis and remediation of reading disabilities and differentiated instruction.

        You have satisfied this “additional” reading requirement if:
        1. You earned a 2.8 grade minimum in RDG 331, RDG 333, and 414 in fall 2007 or after as a student in Oakland University’s Elementary Education teacher certification program,
        2. You successfully completed RDG 500, 632, and 633 as a student in OU’s MAT in Reading and Language Arts,
        3. You successfully passed a course from MDE’s list of approved reading diagnostics courses, or
        4. You successfully completed RDG 510 at OU. If you do not have 1,2, or 3 as listed above, you are advised to take RDG 510.

        D. Experience requirement: You must have completed a minimum of three years of satisfactory teaching experience within the grade level and subject area of your teaching certificate in order to qualify for the Professional Education Certificate. The teaching experience must have been completed after the issuance of your initial provisional certificate.  With regard to substitute teaching experience:

        • 1 1/2 hours or more is counted as a 1/2 day
        • 1/2 day is counted as a full day
        • 150 days of subbing is counted as 1 year

        If you are using substitute teaching experience for this requirement, only experience that matches your teaching certificate will count. For example, if you have an Elementary Certificate for K-5 all subjects only, substitute teaching in a middle school or high school classroom will not count towards the requirement.  Your Experience Verification form must be completed accordingly with each blank (including "grades" and "subjects") filled in.  For this reason, writing "all grades" on an Experience Verification form is problematic unless your certificate allows you to teach all grades.

        Once you have completed the requirements for Professional Education Certificate renewal, go to michigan.gov/moecs and apply for your new certificate.


        Renewal of a Professional Education Certificate

        If you need to renew your Provisional or apply for your Professional, please read the appropriate section on this page.

        Renewal of your Professional Education Certificate requires one or a combination of the following:

        1. 6 semester credit hours of appropriate coursework from an accredited Michigan higher education institution (including accredited community colleges).
        2. 6 semester credit hours of appropriate coursework from an out-of-state university that has a state-approved teacher preparation program,
        3. 150 State Board – Continuing Education Units (SB-CEUs),
        4. 150 annual District Provided Professional Development (DPPD) hours in accordance with Michigan School Code Sections 380.1527
        5. Or a combination of semester hours, SCECHs, and DPPD hours.  25 SCECHs equals 1 semester hour; 25 DPPD equals 25 SCECHs or 1 semester hour.

        The credits and/or SB-CEUs you use to renew your Professional must have been completed after the issuance of your Professional and must not be more than five years old.

        Oakland University’s Office of Professional Development offers many courses for Professional Education Certificate renewal.

        Once you have completed the requirements for Professional Education Certificate renewal, go to michigan.gov/moecs and apply for your new certificate.


          Adding an endorsement to your certificate
          1. Oakland University offers undergraduate- and graduate-level endorsement options:
            • The Education Advising Office evaluates the transcripts of individuals who want to add an undergraduate elementary endorsement to their Elementary Teaching Certificate (only). These endorsements are listed under Option 1 in the approved planning program optionsThe Secondary Teacher Education Program Chief Faculty Advisers evaluate the transcripts of individuals who want to add an undergraduate secondary endorsement to their Secondary teaching certificate. 
            • School of Education and Human Services (SEHS) faculty advisers evaluate the transcripts of individuals who want to add a graduate endorsement to their teaching certificate.  These endorsements are listed under Option 2 and 4 in the approved planning program options.
          2. Adding an endorsement to your certificate requires you to:
            • Pass all coursework required for the endorsement, and
            • Pass the corresponding Michigan Test for Teacher Certification (MTTC).  When you register for the MTTC exam (mttc.nesinc.com), you must have your official score sent to OU.
          3. Once you have met these requirements (all grades must be posted),
            • Go to michigan.gov/moecs to apply for your new certificate, and
            • Send in a photocopy of your completed program plan via fax to (248) 370-4245, email PDF attachment (edadvise@oakland.edu), or mail (address listed below).  If you completed an endorsement in Autism, Learning Disabilities, Emotional Impairment, Early Childhood, Reading, or Reading Specialist, a program plan is not required but submitting one will speed up processing time.
            • Your application will be processed within eight weeks from the date you submitted it on MOECS.
          4. If any of the credits needed for your endorsement were completed at another institution, you will need to drop off an official transcript in a signed, sealed envelope or mail it to:

          Applying for the Administrative Certificate

          You are eligible for the Administrative Certificate with the Building-level endorsement (Principal) if you have completed either the:

          • Master of Education (M.Ed.) in Educational Leadership, or
          • Education Specialist in Leadership (Ed.S.) program

          If you have not completed either of these programs but have been told that you qualify for the Administrative Certificate, please confirm with Dr. Caryn Wells (cmwells2@oakland.edu).

          Once you have completed the requirements for the Administrative Certificate (all grades must be posted), go to michigan.gov/moecs to apply for your new certificate. 

          Your application will be processed within eight weeks from the date you submitted it on MOECS.


          Renewal of an Administrative Certificate

          The requirements for renewal of an Administrative Certificate are different from those needed for Administrative Certificate application. If you need to apply for your Administrative, please return to oakland.edu/sehs/certrenewal and click on the “Applying for the Administrative Certificate” link.

          To renew your Administrative Certificate, you need to have completed:

          1. 6 semester credit hours of appropriate coursework from an accredited Michigan higher education institution (including accredited community colleges),
          2. 6 semester credit hours of appropriate coursework from an out-of-state university that has a state-approved teacher preparation program,
          3. 180 State Board Continuing Education Clock Hours (SBCECHs), or
          4. a combination of semester credit hours of appropriate coursework and SBCECHs. Six semester credit hours are equivalent to 180 SBCECHs. 30 SBCECHs are equivalent to 1 semester credit hour.

          The credits and/or SBCECHs you use to renew your Administrative must not be more than five years old.

          Oakland University’s Office of Professional Development offers many courses for Administrative Certificate renewal.

          Once you have completed the requirements to renew your Administrative Certificate (all grades must be posted),

          1. Go to michigan.gov/moecs to apply for your new certificate, and
          2. Send your completed Record for Continuing Education Credits for School Administrators form via fax (248) 370-4245, email PDF attachment (edadvise@oakland.edu), or mail (address listed below).
          3. Your application will be processed within eight weeks from the date you submitted it on MOECS.

          If any of the credits needed to renew your Administrative were completed at another institution, you will need to drop off an official transcript in a signed, sealed envelope or mail it to:

          State Continuing Education Contact Hours (SBCEHs)
          1. State Board Continuing Education Contact Hours (SBCEHs) cannot be used for Provisional Certificate renewal or Professional Education Certificate application until after September 1, 2013. At that time, applicants may use semester credit hours, SCECHs, or a combination of credit hours and SCECHs to renew their provisional or move to the professional. Please see the "First Provisional Renewals", "Second Provisional Renewals," and the "Professional Certificate after September 1, 2013" sections on this page for information. 
          2. SBCEHs may be used for renewal of the Professional Education Certificate and/or Administrative Certificate. Please see “Renewal of a Professional Education Certificate” and/or “Renewal of an Administrative Certificate” sections on this page for details.
          3. The conversion for SBCEHs to semester credit hours and vice versa is as follows:
            6 semester credit hours = 180 SCECHs
            30 SCECHs = 1 semester credit hour
