ISSO Guidelines



 1)      APPOINTMENTS Scheduling, Changing, & Coming to Appointments

a.       MEETINGS with International Advisors (David Archbold or Petra Knoche)

                           i.      Change of Visa Status (COS) – BRING the following documents:

1.       Passport with Visa (if no Visa, bring “USCIS Status Sheet”)

2.       I-94 U.S. Admission card (white, stapled in passport)

3.       I-797 (H visa holders)

4.       OU Admission Letter or current SAIL registration (for change from H to F-1)

5.       I-20 (F-1 students)

6.       DS-2019 (J-1 students & scholars)

7.       Optional:  Michigan Driver’s License (if you have one)

8.       Optional:  Social Security Card (if you have one)

                         ii.      CPT (Curricular Practical Training:  Jobs during studies) – 30 minutes, David OR Petra

1.       NO morning app’ts for CPT scheduled during first two weeks of any semester (only 1:30-4:00 pm)

2.       Proof of insurance must be provided before or at the CPT app’t – BRING required documents

                        iii.      ESL Concerns (English as a Second Language) – 30 minutes, Petra

                       iv.      Emergency Document Replacement (I-20, DS-2019, I-94) – Wednesday Walk-In or 30-minute app’t, David OR Petra

                         v.      Extension of Stay (I-20 or DS-2019) – Wednesday Walk-In or 30-minute app’t, David OR Petra
BRING the following documents:

1.       ISSO Form:  “Extension of Stay” signed by Academic Advisor

2.       DS-2019 (J-1 students & scholars)

3.       I-20 (F-1 students)

4.       Current SAIL registration (all students:  F-1 & J-1)

                       vi.      F-2 & J-2 Dependents Immigration Application  - BRING the following documents:

1.       Completed ISSO form

2.       Copy of official bank statement showing funds of $5,950 per dependent

3.       Copy of original marriage certificate and English translation

                      vii.      Financial Documentation1 hour, Petra AND David

                    viii.      Health InsuranceNo app’t necessary, 9 am-2:30 pm (avoid 1:00-1:30 pm), Patti

                       ix.      J-1 Concerns – 30-45 minutes, Petra OR David

                         x.      New Arrivals (Mid-Year J-1 Scholars or Students) – Personal Orientation:  1 hour, Petra OR David

BRING the following documents:

1.       Passport w/ visa

2.       I-94 card

3.       DS-2019 (J-1 Scholars & Students only)

4.       I-20 (F-1 Students only)

                       xi.      OPT & OPT STEM (Optional Practical Training:  Jobs after graduation) – 1 hour, Petra OR David

1.       NO app’ts for OPT or OPT STEM scheduled during first two weeks of any semester

2.       Insurance proof must be shown before or at the first OPT application app’t – BRING required documents

                      xii.      Tax ID/Tax Concerns – 30-45 minutes, David

1.       NO tax app’ts scheduled during first two weeks of any semester (except emergencies)

2.       If employed or receiving scholarships or other U.S. income, “Tax Returns” are due on April 15 every year


                           i.      ISSO Receptionist or Student Workers receive all calls

                         ii.      ISSO Advisors return their calls/messages or Staff/Student Workers return calls to schedule appointments

                        iii.      Questions are handled only by email or by appointment

                       iv.      Phone appointments are NOT for currently enrolled students, but are available ONLY for long-distance (out of state) OPT STEM and prospective students/scholars

                         v.      Phone Call Guide

1.       Make your own appointments

2.       Pronounce your name slowly and clearly; if asked, spell your name or give your G#

3.       Give your phone number every time for any follow-up

4.       I-20 Questions:  ask for Dorenthea

5.       Health Insurance Questions:  ask for Patti


                           i.      Every question does not require an appointment or a Walk-In visit

1.       FIRST check your Orientation folder info & the ISSO website –

2.       General questions may be sent by email to the ISSO email address –

                         ii.      NO “SAME DAY” APP’TS (except for new students during first two weeks of school, with half-hour advance notice)

                        iii.      Schedule as early as possible; appointment times fill up quickly

                       iv.      Cancel appointments at least 24 hours in advance

                         v.      Prepare BEFORE making app’t – Obtain any necessary signatures from your Academic Advisors; bring a copy of your current list of registered classes for any processing request; complete & bring ALL necessary documents

                       vi.      Come to your app’ts on time & with all documents completed to avoid rescheduling and delayed processing

                      vii.      SIGN IN @ ISSO Reception Desk Log every time student/scholar comes with questions or for appointments


                           i.      Every Wednesday morning (unless otherwise notified by email)

                         ii.      9:00 am to 12:00 pm (come by 11:45 am to be seen before noon)

                        iii.      30 minutes or less

                       iv.      General questions ONLY

                         v.      No processing of paperwork (except I-20 Extension of Stay)


2)      REQUESTS – Letters & Signatures

                           i.      Submit requests one business day in advance

                         ii.      Pick up documents any time or day after 4:00 pm the next business day

                        iii.      ALL REQUESTS must be submitted with a copy of current registration (from SAIL or Registrar)

                       iv.      TRAVEL SIGNATURES (I-20 or DS-2019)

1.       No app’t necessary; Leave DS-2019 (J-1) or I-20 (F-1) for pick-up after 4:00 pm next business day

2.       All students must also submit a copy of current SAIL registration)

                         v.      LETTERSFor each request, submit ISSO Letter Request Form with current list of registered classes

1.       Visitation Letter for the visa application of your family or friends to visit you for any reason

2.       Secretary of State Second Address Verification Letter (for Driver’s License or Michigan ID Card application); Note: The necessary Social Security “Ineligibility Letters” for Secretary of State applications are available ONLY at the Social Security Administration Pontiac Branch Office (not ISSO)

3.       Social Security Eligibility Letter (only with Employment Offer Letter for Social Security Card application)

d.      ISSO Fan Page on Facebook – for all information-sharing among international students/scholars
(ex: needed or offered roommates, apartments, cars, furniture, transportation, services, events, etc.)

e.      Talk with other OU international students, but confirm immigration and university requirements with ISSO
