Does Michigan have a Plan for Renewable Energy?        

 

!!! Recent Developments - May 18, 2004 !!!:  MPSC Directs Consumers Energy to Fund Renewable Energy Resource Program, Directs Staff to Develop a Net Metering Program for Implementation in Michigan

Timeline:  In June of 2000, the Customer Choice & Reliability Act 141 was enacted.  It directed the MPSC to "establish the Michigan renewables energy program.  The program shall be designed to inform customers in this state of the availability of using renewable energy generation and the potential of reduced pollution. The program shall also be designed to promote the use of existing renewable energy sources and encourage the development of new facilities."   Renewables were defined as "energy generated by solar, wind, geo­thermal, biomass, including waste-to-energy and landfill gas, or hydroelectric.”

In April 2001, the MPSC kicks off proceedings to establish a Michigan renewable energy program (MREP).  View the initial order.   Or the entire case U-12915.  During April and May of  2001, the MPSC received comments on the MREP initiative.  In August of 2002, the MPSC orders their staff to provide a report by November 18, 2003 to the Commission.

The dedicated MPSC staff who produced this report did not receive any additional manpower or financial resources for this program, but still managed to produce a superb, professional report.

 

!!!! May 18th, of 2004 brings some welcome activity from the MPSC !!!!  In Case U-12915, the Commission orders various positive developments:

  • The MPSC staff’s proposed 2003 annual MREP report is approved.

  • The MPSC staff should file its 2004 annual MREP report by November 30, 2004, wherein the directives outlined in this order are to be addressed such as NET METERING and many other items.

  • Regulated utilities with more than 250,000 customers in Michigan should issue requests for proposals for renewable energy resources or for agreements with the third-party suppliers who provide green power turnkey operations.  Consumers Energy would be exempt from this requirement because it will be implementing a renewable resources funding mechanism.
