B. Approval of the minutes of the October 16, 2003 meeting.
C. Old Business
1. Motion from the Steering Committee to exempt second degree students from Oakland University�s undergraduate writing requirement. (Mr. Tracy, Mr. Blume)
MOVED that second degree students from an accredited institution be exempt from Oakland University�s undergraduate writing requirement.
Second reading: Debatable, amendable, and eligible for final vote at this meeting.
Comment: This proposal has been endorsed by the Rhetoric program and the University Committee on Undergraduate Instruction.
D. New Business
1. Motion from the Steering Committee to accept the proposal for the renewal of general education at from General Education Task Force II and to approve the new General Education program. (Mr. Lepkowski)
MOVED that �A Proposal for the Renewal of General Education at Oakland University" from General Education Task Force II be accepted and that the new General Education program be approved.
First reading: Debatable, amendable but not eligible for final vote at this meeting.
Comment: During the past four years, over thirty faculty and staff have worked as members of General Education Task Forces I and II to create a plan for renewing Oakland University�s general education program. At its April 2003 meeting, the University Senate accepted the conceptual framework presented in the report of General Education Task Force II and directed the Task Force to �develop a proposal for a revised General Education program by December 15, 2003 based on the approved framework. That proposal, now being presented, is the culmination of the work of many faculty members who have provided input and consultation during the process of creating this program.

2. Procedural motion from the Steering Committee to appoint representatives to attend Board of Trustees meetings. (Mr. Licker).
MOVED that Senators Kathleen Moore (Chemistry) and James Cipielewski (Education) be appointed as Senate representatives to attend Board of Trustees meetings through summer term, 2005
Procedural motion: Debatable, amendable, and eligible for final vote at this meeting.
3. Procedural motion from the Steering Committee to appoint replacement members on the General Education Committee. (Mr. Licker)
MOVED that the following faculty members be appointed to the General Education Committee: Tomas Giberson (Education) 2003-2005 (replacing Sherman Folland) and Andrea Eis (Art History) winter 2004 (replacing Stacey Hahn).
Procedural motion: Debatable, amendable, and eligible for final vote at this meeting.

Senate motions: To ensure that motions accurately reflect the intent and wording of the mover (and to make life easier for the Secretary) all motions from the floor should be given to the secretary in written format prior to the meeting or when the motion is presented to the Senate.
Senate Rules of Operation:
1. Agendas be organized similar to those of the Board of Trustees with reports followed by a roll call to determine if a quorum is present followed by items requiring votes.
2. Votes on all Senate actions be recorded for the minutes and public record.
a. Yes votes be recorded for all Senators present for unanimous votes.
b. Senators voting no or abstaining be noted for votes with small numbers in those classes and votes for all other Senators present being recorded as yes votes.
c. Roll call votes be taken whenever there is a significant division.
