C. Old Business:
1. Motion from the Graduate Council to recommend approval of a Ph.D. program in Biomedical Sciences. (Mr. Andrews, Mr. Downing)
MOVED that the Senate recommend to the President and Board the approval of a program leading to a Doctor of Philosophy Degree in Biomedical Sciences with a specialization in Biological Communication.
Second Reading: Amendable, debatable and eligible for final vote.

D. New Business:
1. Motion from the Steering Committee to amend the motion previously adopted in November, 1999 proposing an amended Senate Constitution to the Faculty, the President and the Board (Mr. Riley)
MOVED that the Senate Constitution proposed in November, 1999 be amended to give a total Senate composition consisting of 50 elected faculty senators.
First reading: Debatable, amendable but not eligible for a final vote.
Comment: After intensive discussions, the Provost has every reason to believe that the Board will approve the version of the Senate Constitution proposed by the Senate in November provided that the above change is made and assuming that the Faculty vote to approve the proposed Constitution. The Board will not approve any other version and will not consider or propose any other changes. The Board has been presented with all the arguments about the composition issue and has decided that given the existence of the other two governance bodies this particular voting composition for the Faculty Senate is appropriate for the governance structure at Oakland. A copy of what the Constitution would look like if the amendments are approved by the Faculty and the Board, e.g. "a clean copy", can be found here.
2. Procedural motion from the Steering Committee to staff Senate standing committees (Mr. Schwartz)
MOVED that the persons listed below be appointed to Senate standing committees for the terms specified:
UNIVERSITY COMMITTEE ON ASSESSMENT
Keith Berven (Department of Biological Sciences) to replace Isaac Eliezer (Department of Chemistry), Winter, 2000
Ishwar Sethi (School of Engineering and Computer Science) to replace Andrew Rusek (School of Engineering and Computer Science) Winter, 2000
