1. Procedural motion from the Steering Committee to fill vacancies on the Honorary Degree Committee (Mr. Andrews )

MOVED that the individuals listed below be appointed to the Honorary Degree Committee for the terms specified:

Estela Moreno-Mazzoli (Assistant Professor of Spanish) March 1997-Aug. 1998
Barry Turett (Professor of Mathematical Sciences) March 1997-Aug. 1998
Robert Kleiman (Associate Professor of Finance ) March 1997-Aug. 1999
Martha Zingo (Assistant Professor of Political Science) March 1997-Aug.1999
Richard Rozek (Associate Professor of Health Sciences) March 1997-Aug. 2000
Daniel Braunstein (Professor of Management) March 1997-Aug. 2000

2. Motion from the Graduate Council (Mr. Goslin)

MOVED that the University Senate recommend to the President and the Board of Trustees the approval of a Master of Arts degree in Training & Development.

First reading: Debatable, amendable but not eligible for final vote at this meeting.

Comment: An abridged copy of the proposal along with related memos from the Senate Planning Review and Senate Budget Review Committees are attached. (Appendix A) The complete proposal is available for perusal in the Office of the Vice President for Academic Affairs. 

3. Motion from the Graduate Council (Mr. Goslin)

MOVED that the Senate recommend to the President and the Board of Trustees that students in the School of Education and Human Services receive university endorsed administrative certification if they meet the same academic requirements formerly maintained by the State of Michigan for a certificate as principal, central office administrator or superintendent of schools.

First reading: Debatable, amendable but not eligible for final vote at this meeting.

Comment: Beginning in 1989 the State of Michigan required that candidates for defined administrative positions complete a prescribed academic program in order to achieve certification. After several years the program was changed from a mandatory program to an optional program. As of June 30, 1996 administrative certification was dropped as a function of the State Department of Education. Current students in programs designed to prepare educational leaders, especially those who were in the middle of these programs when this change was made, are concerned that they will be disadvantaged if they must compete for administrative positions against individuals who have certification under the previous program. Having university confirmation that they meet the previous standard will help redress this perceived disadvantage. All universities in the state are responding to this problem as identified by their students in one way or another.

4.   Motion from the Senate Planning Review Committee regarding public school academies (Mr. Dillon)

MOVED that the Senate recommend to the President and Board that the public school academy listed below be chartered:
    1.  Turtle Island Learning Circle

5.   Motion from the Senate Planning Review Committee regarding public school academies (Mr. Dillon)

MOVED that the Senate recommend to the President and Board that the public school academy listed below not be chartered:
   1.     Lucy Craft Laney Institute of Learning

First reading: Debatable, amendable but not eligible for final action.

Comment:  Summaries of the public academy applications are attached; the recommendations of the Senate Planning Review Committee and Senate Budget Review Committee will be forthcoming.  Copies of the complete applications may be viewed in the Office of the Vice President for Academic Affairs.  Due to time constraints, if a second reading of these motions are necessary, a special Senate meeting will be called for this purpose.
