D. Election: Steering Committee Replacement Election (Senate Elections Committee)
Comment: Robert Christina has resigned from the Steering Committee, thereby necessitating the election of a senator to replace him for the rest of the academic year. Members continuing to serve are Geoff Brieger and Kevin Andrews (College), Linda Hildebrand (Library), Buck Dillon (SBA), and Eleanor Reynolds (AP). The Senate constitution prohibits election of more than two Steering Committee members from any one organized faculty, therefore, given the current membership of the Steering Committee no senator from the College is eligible to serve.
The Steering Committee normally meets twice a month Tuesdays from 1-3 to set the Senate agenda, refer business to Senate committees and receive reports from those bodies and advise the Vice President for Academic Affairs on governance issues; it also meets occasionally during the spring and summer. If you wish to nominate someone please establish in advance that the person is willing to serve and can meet on Tuesdays from 1-3 p.m during the winter 1997 term
E. Old Business
1. Motion from the Steering Committee (Mr. Dillon, Ms. Gilroy)
MOVED that the Senate recommend to the President and the Board that Oakland University apply to the NCAA to move to Div.I-AAA.
Second reading: Debatable, amendable and eligible for final vote.
2. Motion from the Steering Committee regarding Charter Schools (Mr. Bricker, Mr. Brieger)
MOVED that the Senate adopt the following process for developing its recommendation to the President and the Board on public school academies:
a. The recommendations of the Charter Schools Committee to award new charters will be forwarded to the Senate Planning Review Committee and the Senate Budget Review Committee for their recommendations.
b. The Senate Steering Committee receives recommendations from these committees and places recommended public school academies on the agenda of the University Senate for Senate recommendation to the President.
c. Since the chartering process is ongoing throughout the year and it subject to external time constraints, the committees will be notified by the Steering Committee of the external time constraints so that the internal reviews can be conducted in a timely fashion.
Second reading: Debatable, amendable and eligible for final vote.
Comment: The Senate Planning Review Committee recognizes the chartering process will be ongoing throughout the year and is prepared to review and advance applications as they are received. We note that the Senate may need to revise its meeting schedule in order to perform its vital role in the consultation process and to allow recommended academies to receive timely notification.
F. New Business
1. Motion from the Senate Planning Review Committee regarding public school academies (Mr. Dillon)
MOVED that the Senate recommend to the President and Board the approval of the three public school academies listed below:
1. Detroit Academy of Arts and Sciences;
2. Michigan Academy of Global Entrepreneurship;
3. Dove Academy
First reading: Debatable, amendable but not eligible for final action.
Comment: This motion is contingent upon the approval of the previous motion establishing the process wherein the Senate will review and make recommendations concerning public school academies. Summaries of the public academy applications are attached; the recommendations of the Senate Planning Review Committee and the Senate Budget Review Committee will be forthcoming. Copies of the complete applications may be viewed in the Office of the Vice President for Academic Affairs. Due to time constraints, if a second reading of this motion is necessary, it will take place at an additional meeting of the Senate on January 23, 1997 at 3:10 in a location to be announced.
