B.     Old Business

1.  Motion from the Senate Planning Review Committee (Mr. Chipman)

MOVED that the Senate endorse the transfer of the Honors College from the College of Arts and Sciences to the office of the Vice President for Academic Affairs and that: 1)the director of the Honors College and its Council members be appointed by the Vice President of Academic Affairs; 2) the Honors College Council continue to function in terms of admissions and curriculum processes as it currently does; 3) the responsibility for reviewing proposed curriculum changes in the Honors College rests with the University Committee on Undergraduate Instruction.

Second reading: Debatable, amendable, and eligible for final vote at this meeting.

C.    New Business

1.  Motion from the Senate Planning Review Committee (Mr. Chipman)

MOVED, that the Senate endorse the Oakland University Strategic Plan: 1995-2005 as Oakland University's  governing planning document for the next decade. It recommends that the President proceed with its implementation and encourages all members of the university community to assist in accomplishing its goals.

First Reading:  Debatable, amendable, but not eligible for final vote at this meeting.

Comment: With this motion the Senate is asked to endorse the planning efforts begun during the Winter semester of 1993.   Materials accompanying this agenda are provided to indicate the relationship of the document which the Senate is asked to support now with the materials submitted by the Strategic Planning Steering Committee and reviewed by the Senate last May.  The first item is an edited version of the original Preamble.  The second item is Part Two from those materials, the Detailed Strategic Plan, which contained specific tactics and recommendations for implementing the strategies described in the Preamble.  As is indicated in the current document and as would be inherent in the Senate's support of this motion, it is assumed that these tactics and recommendation will be given first priority as specific steps are developed to achieve the goals set for Oakland University over the next decade.  As specific steps proceed to final implementation they would be subjected to traditional governmental and administrative review and approval procedures.  In succeeding years, the Senate would be kept apprised of the implementation's progress and successes by the Senate Planning Review Committee. 

2.   Motion from the Library to approve the revised Library Constitution. (Ms. Frankie)

MOVED that the Senate approve the Library Constitution.

First reading: Debatable, but not eligible for final vote at this meeting. Senate protocol holds that constitutions may not be amended on the floor. If corrections are needed, this document should be referred back to its sponsors.

Comment:  A copy of the current revision of the Library Constitution, approved by the Library Faculty on Nov. 1, 1994 and a listing of the changes made from the previous version are attached to the agenda.
