Second Meeting

AGENDA

A.  Old Business:
        None

B.  New Business:

1. Motion from. the Academic Policy and Planning Committee to shorten late-add periods (Ms. Rosen):

MOVED that Senate legislation of 16 February 1978 establishing a four-week period at the beginning of each semester during which courses may be added (two weeks during spring and summer terms) be repealed and replaced by the following (old language lined out):

A.  That during fall and winter semesters the last date for adding a regular course be the end of the fourth week of classes 20th calendar day after the first day of classes,

B.  That during spring and summer terms the last date for adding a regular course be the end of the second week of instruction 7th calendar day after the first day of classes,

C.  That during fall and winter semesters all dates governing the adding, dropping and grading of half-semester courses be patterned according to the spring/summer calendar.

First reading: Debatable, amendable but not eligible for final vote at this meeting.

Comment:  Senate legislation in effect between 1961 and 1972 provided that courses could be added only through the second week of each semester.  In 1973 the policy was liberalized and the concept of late adds introduced: i.e. courses could be added after the second week, but a late-add fee was imposed.  In 1978 the Senate adopted the current four-week deadline for late adds of courses.

The APPC's motion requires students to commit themselves to a set of courses earlier in the semester and to organize their studies accordingly.  The later a student adds a course, the greater the likelihood that he or she will experience difficulty catching up with students who had the benefit of attendance from the beginning of the semester The motion will also provide more time to work with financial aid students (who late-add courses and thereby change their aid eligibility) prior to established deadlines for having tuition and fees paid. Making registrations final before tuition and fee payment deadlines will reduce the number of instances in which financial aid payments do not track tuition and fees, usually to the detriment of students.

The proposed modification has the support of the University Congress and the Advising Network. It is intended that the Registrar's Office, when implementing this legislation, give special consideration to students who can demonstrate hardship owing to vagaries of the calendar or the weather, for instance students in evening classes meeting once weekly but missing a meeting due to the occurrence of Labor Day or inclement weather closure of the University. (Such action would he consistent with the implementation of current add/drop policy.)

2.  Motion from the Academic Conduct Committee to increase committee membership (Ms. Tripp):

MOVED that the membership of the Academic Conduct Committee be modified by the addition of two (for a total of three) faculty alternates.

First Reading: Debatable, amendable, but not eligible for final vote at this meeting.

Comment: Current membership specifications for the Academic Conduct Committee stipulate six faculty and an alternate; two students and an alternate; and the Vice President for Student Affairs (or designee), who shall be ex officio and voting. Difficulties in gathering sufficient of these members to hold hearings have prompted the Committee to request expansion of its membership by two additional faculty alternates.

3.  Motion from the Steering Committee nominating certain faculty members to fill vacancies on Senate standing committees (Mr. Pettengill):

MOVED that the faculty nominated below be confirmed as appointed to committees and terms as specified:

a. Academic Policy and Planning Committee 
        Ronald Olson to replace Sharon Bostick (1987-88)
        Robert Payne to replace George Coon (1987-88)

b.   General Education Committee
        Daniel Braunstein to replace Pamela Hilbers (fall 1,087)
        David Mascitelli to replace Bonnie Abiko (1987-88)

c.  University Committee on Undergraduate Instruction
        John Cowlishaw to replace David Downing as representative of the College of Arts and Sciences (1987-88)

Procedural motion:  Debatable, amendable, and eligible for vote at this meeting.

4.  *Motion from, the Steering Committee to name additional members to the Academic Conduct Committee (Mr. Hough):

MOVED that the faculty nominated below be confirmed as elected to the two additional alternate positions on the Academic Conduct Committee:
        John Halpin
        Floyd Willoughby

*Anticipating that the Senate--in its zeal to expedite the work of the Academic Conduct Committee--may choose to waive a second reading of motion C.2 above, the Steering Committee is prepared to advance this motion. It will , of course , be withheld until the December meeting, if its companion motion awaits a second reading. Rather than allowing a situation to develop in which all three faculty alternates serve concurrent terms and leave the committee simultaneously, the Steering Committee proposes drawing lots to assign one of these nominees to a one-year term, and the other to a two-year term.
