AGENDA

A. Old Business:

1.   Motion from the General Education Committee to defer application of the new general education system for certain transfer students (Mr. Edgerton; Ms. Hildebrand). Item B.1. from the agenda of 16 January 1986:

MOVED that item e. of the General Education motion passed by the Senate on 12 January 1984 be modified to read: "that students from Michigan community colleges who enroll there by the fall of 1984 and enroll at Oakland University before the fall of 1987 with more than 30 accepted transfer credits be allowed to choose to meet the earlier General Education requirement as presented in the 1984-85 Undergraduate Catalog." [new language underlined]

B. New Business:

1. Motion from the College of Arts and Sciences to amend its constitution with regard to new standing committees (Mr. Copenhaver):

MOVED that the Senate recommend to the President and the Board of Trustees that Article IV, v, of the Constitution of the College of Arts and Sciences be amended to read as follows:

Article IV. v. In addition to the standing committees provided for herein, the Assembly, in consultation with the Dean, shall establish such other standing committees as it deems necessary. Motions to establish standing committees must have two readings, on two separate meeting days, before the Assembly and require a two-thirds majority vote of all Assembly members for passage. Motions to abolish or to alter the composition or charge of any standing committee created by the Assembly under this provision must have two readings on two separate meeting days before the Assembly and require a two-thirds majority of all Assembly members for passage.

Article IV. vi. Same as present Article IV. v.

First Reading: Not eligible for final vote at this meeting. Senate procedures hold that constitutional changes may be debated on the floor but not amended. if changes are needed, the motion is referred back to the sponsoring unit with appropriate recommendations.

Comment: The Faculty Assembly of the College of Arts and Sciences approved (4 December 1984), and last year the faculty ratified, a proposed amendment to the College constitution, empowering the Assembly to create additional standing committees as it sees fit without having to amend the Constitution in each case. The current standing committees (Executive, CAP, Instruction, and Elections) would remain unchanged and cannot be modified without a separate constitutional amendment.

The constitutions of other schools in the university now provide for the establishment of standing committees without constitutional change. The above amendment is consistent with these procedures. However, the above amendment has somewhat more restrictive procedures for establishing or changing new standing committees than those required in the other schools. This amendment requires two readings and a two-thirds majority vote of the entire Assembly in either action where others require only a simple majority.

2.  Motion from the School of Economics and Management requesting a change of name for that unit (Mr. Horwitz):

MOVED that the Senate recommend to the President and the Board of Trustees that the name of the School of Economics and Management be changed to the School of Business Administration.

 First Reading:  Debatable, amendable, but not eligible for final vote at this meeting.

Comment: This change, requested by the faculty of the School of Economics and Management, has been reviewed by the Academic Policy and Planning Committee, which supports the proposal. The APPC professes itself satisfied that appropriate external and internal groups have been consulted and that the change will be beneficial.

3.  Motion from the University Committee on Undergraduate Instruction to modify the present policy on catalog applicability (Ms. Eberwein):

MOVED that the catalog applicability policy for undergraduate students (1985-86 Undergraduate Catalog, p. 25) be modified to read:

General Rule: The graduation requirements for an undergraduate student shall be those stated in the university catalog extant at the time of graduation unless the student specifies an earlier catalog(s) under the following conditions:

Condition A: A student may graduate by satisfying all requirements in the catalog in effect at the time of admission to a program of the university (matriculation) provided that catalog is not more than six years old at the time of graduation, except for students who have changed their major from another Oakland University school or college, or from undecided status, or who have been readmitted to the university (such students should see Condition C below).  In this connection, a change from re-major to major standing does not constitute a change of major.

Condition B: A student may graduate by satisfying university requirements and general education requirements for his/her major from an earlier catalog while satisfying requirements for the major itself from a later catalog as long as neither catalog is more than six years old at the time of graduation and neither predates the one in effect during the first semester or session of the student's matriculation at Oakland University.

Condition C:  Some students enter majors from another Oakland University school or college or from undecided status. Any school or college may, at its option, limit such students to completing requirements for the major according to the catalog in effect at the time of such entry or to any subsequent catalog which the student selects. Spring or summer graduates may not elect a later catalog than the one in effect for the academic year in which they graduate (for these purposes, the academic year runs from the fall semester through the summer session).

Concentrations and Minors
In addition to traditional programs of study, concentrations or minors in certain studies are also offered by many academic schools or departments within the university. Students intending to satisfy requirements for a concentration or minor must complete a written plan of work approved by the coordinator of that program. Satisfactory completion of that plan of work constitutes completion of the concentration or minor (in this connection, completing a major after a minor in the same subject area has also been completed results in awarding of the major only).

First Reading:  Debatable, amendable, but not eligible for vote at this meeting.

Comment: The current catalog applicability policy for undergraduate students was approved by the Senate, 8 April 1982, at a time when general education requirements were still linked to the academic major. The reason for refining policy at that time was to allow certain academic programs to introduce new requirements in their majors. With the introduction of our new university-wide general education program this fall, it became apparent to academic advisers and, through them, to UCUI that this catalog policy was being interpreted in seriously conflicting ways by the various colleges and schools (see the attached report from the UCUI Subcommittee on Catalog Applicability Issues). An UCUI subcommittee has been exploring issues related to this conflict and now proposes this revised policy in an attempt to clarify options available to students, whether they persevere in one academic program throughout their academic careers or change majors and schools. It also introduces a policy regarding graduation requirements in concentrations and minors. The intent of the policy is to allow academic units to introduce up-to-date requirements as promptly as possible for students majoring in their programs without causing students to forfeit general education credits already earned. It is the intention of UCUI and the Steering Committee that a student who switches between schools while following a catalog that linked general education to the major has the option of following the new general education program or the one established for his/her new major within that earlier catalog.

4.  Motion from the Steering Committee regarding membership on the Academic and Career Advising Committee (Mr. Downing):

MOVED that Ann Pogany be confirmed as replacing Floyd Willoughby on the Academic and Career Advising Committee for the winter 1986 semester.
