B. New Business:

1. Motion from the University Committee on Undergraduate Instruction regarding credit awarded for courses numbered 000 to 099 (Ms.
Eberwein):

MOVED that course numbers 000 to 099 be designated for skill development courses specially designed to aid incoming students who have significant deficiencies in their academic background to prepare for courses numbered 100 and above. Credits earned in these courses may not be presented to satisfy minimal graduation requirements in any academic program. These courses are included in the student's GPA.

Any changes involving the numbering of courses in the range 000 to 099 are subject to the approval of the University Committee on Undergraduate Instruction.

This policy is to be implemented in the 1987-88 academic year, with the University using the intervening time to inform area high school and community college personnel of the new policy.

First Reading: debatable, amendable, but not eligible for final vote at this meeting.

Comment: This motion, offered in response to a recommendation referred by the Steering Committee to UCUI from last year's Commission on University Excellence report, would revise the current academic policy Included in the Undergraduate Catalog on page 31:

Course numbers 000 to 099 are for courses specially designed to enrich academic skills. Not more than 16 credits in such courses and in tutorial work may count toward graduation requirements.

It would also involve rewording of degree requirements within individual programs to stipulate that a student must complete "a minimum of 124 (all the way to 162) credits." These credits actually counted as fulfilling graduation requirements would be at the 100-level or above. Those students who have taken such skill-development courses prior to September 1987 will, of course, gain graduation credits. A report from the subcommittee that prepared this motion is attached to the agenda to clarify background and reasoning.

        1. In accordance with the Constitution of the Senate, the Steering Committee has created an ad hoc committee with the following charge
and membership. Ad Hoc Committee on Emeritus Faculty Rank

Charge:
The Committee shall develop recommendations to the Senate and through it to the President and the Board of Trustees concerning: 

a. Criteria for award of the rank of Professor Emeritus(a),
b. Procedures for formulating formal recommendations to the Provost and the President for the award of the rank of Professor Emeritus(a),
c. Appropriate ceremonial recognition for recipients of this rank,
d. Perquisites, beyond those pertaining to retired faculty generally, which are appropriate to the rank of Professor Emeritus(a).
