 AGENDA

A. Old Business:

1. Motion from the Research Committee to modify membership (Mr. Brown; Ms. Gerulaitis):

MOVED that the membership of the Research Committee be:
    Eight faculty appointed by the Senate;
    Two faculty appointed by the Graduate Council; and
    The Director of Research and Academic Development (ex-officio and non-voting).

Second Reading: Debatable, amendable, and eligible for final vote at this meeting.

2. Motion from the Steering Committee regarding members of certain standing committees (Mr. Edgerton; Mr. Eberwein):

MOVED that the Senate adopt a policy that disqualifies any member of a standing committee from applying to that committee for funds during his/her period of service.

Second Reading: Debatable, amendable, and eligible for final vote at this meeting.

B. New Business:

1. Motions from the Steering Committee modifying charges and membership of certain standing committees: a. Motion regarding the Academic Policy and Planning Committee (Mr. Downing):

MOVED that the Senate approve the following charge and membership specifications for the APPC.

Charge:

1. To recommend to the University Senate regarding academic policies and procedures relating to both graduate and undergraduate students;
2. To recommend concerning any changes affecting the academic organization of the University (i.e. schools, centers);
3. To receive reports on proposed new programs, program revisions, and reviews from UCUI, the General Education Committee, and the Graduate Council and to advise these bodies on the impact of program innovations or revisions on the University as a whole;
4. To work with the President and the Provost in the development and updating of University academic plans, goals, objectives, role, and mission;
5. To review proposals for introduction or revision of any academic programs in which students simultaneously pursue undergraduate and graduate degrees and to make appropriate recommendations to the Senate;
6. To receive from the Provost reports on the allocations of resources to the various academic programs and to advise the Provost on the priorities for such allocations; and
7. To advise the Senate and its committees (UCUI, the Graduate Council, the General Education Committee) on the University-wide academic and budgetary implications of proposed new academic programs or the dis-continuance or major reorganization of existing academic programs as may be proposed.

Membership: 6 faculty-at-large (but no more than 2 from any one organized faculty) one of whom shall be chair; one administrative-professional; two students, one of whom shall be the President of the University Congress (or designee); the Vice Provost and Dean of Graduate Studies; the Associate Provost for Undergraduate Studies; all of the above being voting members. In addition, the following shall be ex-officio and non-voting members: the Vice President for Finance and Administration (or designee), the Dean of the Library (or designee); the Director of Computer and Information Systems (or designee), and the Director of Institutional Research.

First Reading: Debatable, amendable, but not eligible for final vote at this meeting.

COMMENT: This motion and the two corollaries that follow respond to requests last year from both the APPC and UCUI for clarification of their duties, avoidance of overlap, and re-organization of UCUI to provide a greater measure of independence. The Steering Committee recommends assigning responsibility to the APPC for broad university-wide academic planning and policy issues to UCUI for academic matters concerning undergraduate instruction. If these motions carry, UCUI will no longer be a subcommittee of the APPC but a separate Senate committee, reporting directly to the Senate, with its faculty members elected by the Senate rather than designated by committees on instruction. The third motion in this passage is intended to clarify the role of UCUI with respect to the General Education Committee. Both the APPC and UCUI have been consulted about these revised charges and given their approval. A copy of the current APPC, UCUI, and General Education charges and membership is attached to this Agenda.

b. Motion regarding the University Committee on Undergraduate Instruction (Mr. Splete):

MOVED that the Senate approve the following charge and membership specifications for UCUI.

Charge:

1. To recommend to the University Senate academic policies and procedures concerning undergraduate education and, when necessary, seek advice from other appropriate bodies concerning the impact of these policies and procedures;
2. To review petitions of exception regarding University-wide undergraduate academic requirements;
3. To make recommendations to the University Senate and to the Associate Provost for Undergraduate Studies regarding proposed and existing undergraduate programs, including recommendations for program modification, suspension, or discontinuance;
4. To advise the Academic Policy and Planning Committee concerning proposed new undergraduate programs;
5. To cooperate with the General Education Committee in overseeing under- graduate instruction throughout the University;
6. To ensure review of all undergraduate programs in timely fashion and report findings to the APPC and the University Senate;
7. To evaluate ongoing and proposed undergraduate programs for their consistency with University academic policies and mission and to monitor catalog copy to ensure compliance with all such policies; and
8. To advise the Senate on all matters that body may refer to it concerning undergraduate instruction and the general requirements within which the specifics of undergraduate degree programs function.

Membership: The Associate Provost for Undergraduate studies, who presides as chair and shall also represent UCUI on the APPC; one faculty member from each organized faculty*, appointed to staggered two-year terms by the Senate upon nomination

*Although not yet officially organized to the extent of having a constitution approved by the University Senate, the Health Sciences faculty now offer undergraduate degree programs and are in the process of organization; it is the intention of the Steering Committee that Health Sciences be included in the membership of this committee (bringing the at-large faculty membership to 6) by the Steering Committee, each of whom shall represent UCUI to the Committee on Instruction or equivalent group in her/his academic unit; the Director of Academic Advising, and two undergraduate students designated by the University Congress; the above to be voting members. In addition, the following shall serve ex officio and non-voting: The Vice President for Student Affairs (or designee) and the Registrar (or designee).

First Reading: Debatable, amendable, but not eligible for final vote at this meeting.

COMMENT:  The new membership specification designates an academic administrator, the associate provost for undergraduate studies, as the chair of the reorganized UCUI. This arrangement is parallel to that of the reorganized graduate council and responds to the need for administrative support that the reorganized UCUI will need if it is to carry out its charge, particularly in the areas of program evaluations, monitoring university academic policies, and reviewing catalog copy. This administrative position would be a new one, projected to start during 1984-85. In addition to those duties connected with serving as chair of UCUI, the incumbent will be assigned other responsibilities in the general area of undergraduate program development.

c. Motion regarding the General Education Committee (Ms. Eberwein):

MOVED that the Senate's charge to the General Education Committee be expanded to read: "To recommend to the Senate general policies and requirements for undergraduate general education, to function as a curriculum committee for a university-wide program of general education, and to respond to petitions of exception relating to that program, in accordance with Senate authorizations."

 First Reading: Debatable, amendable, but not eligible for final vote at this meeting.

C. Good and Welfare: Private resolutions.

D. Information Items:
Projected extension of Senate calendar: Business yet to come this year includes a proposed M.S. program in Exercise Science and a move to School-status for the Center for Health Sciences. Accordingly, the Steering Committee is scheduling an additional Senate meeting for Monday, April 23. A poll of the Senate will be taken at today's meeting to establish the time of day for the April 23 meeting.

CURRENT SENATE COMMITTEE CHARGES & MEMBERSHIP

Academic Policy and Planning Committee

Charge: To recommend to the University Senate in conjunction with the University Committee on Undergraduate Instruction academic policies and procedures concerning undergraduate education and in consultation with the Graduate Council to coordinate undergraduate with graduate policies and procedures where necessary. The APPC shall receive and consider regular reports from the organized faculties and duly constituted equivalents. To recommend to the University adoption of new degree programs and the discontinuance or major reorganization of existing degree programs; to advise the Senate on the academic and budgetary implications of any academic program brought to the Senate for approval, discontinuance or reorganization; to oversee the development and updating of short-range (1-5 year) University academic plans, goals, and objectives; to evaluate (with the assistance of the Graduate Council where appropriate) on-going and proposed degree programs for their consistency with those goals and objectives and with long-term (5-15 year) University plans; to prepare and disseminate general budgetary reports on all existing academic programs.

Membership: Five faculty at-large (but no more than three from any one organized faculty) one of whom shall be chairperson of the APPC and member of the (University Planning Committee) and one of whom shall be chairperson of the University Committee on Undergraduate Instruction; one administrative- professional; four students, one of whom shall be the President of the University Congress (or designee); the Provost and Vice President for Academic Affairs (or designee) and the Vice President for Student and Urban Affairs (or his/her designee); all of the above being voting members. In addition, the following shall be ex-officio and non-voting members: the Vice President for Finance and Administration (or designee), the Dean of the Library (or designee), the Dean of Continuing Education (or designee), the Director of Institutional Research.

University Committee on Undergraduate Instruction Charge: (The UCUI is a permanent subcommittee of the APPC created by the University Senate and charged by it to report to the APPC.)

Charge: To initiate recommendations concerning undergraduate academic policies and procedures of university-wide scope and to receive and consider reports from the various college/school committees on instruction or duly constituted equivalents; to oversee the general requirements within which the specifics of undergraduate degree programs function, to evaluate and monitor such university- wide concerns as the undergraduate grading system, review of petitions of exception, undergraduate residence requirements and such other matters as the APPC may request; to act as the academic governance committee for programs administered by the Office of the Provost.

Membership: One at-large faculty who shall also be a member of the APPC and who shall be chairperson; one faculty designated by each committee on instruction or duly constituted equivalent; one administrative-professional; four under- graduate students designated by the University Congress, the above to be voting members. In addition, the following shall serve ex-officio and non-voting; the Dean for Student Services (or designee), the Registrar (or designee), and the Provost (or designee).

General Education Committee

Charge: To recommend to the Senate general policies and requirements for undergraduate general education and to function as a curriculum committee for a university-wide program of general education in accordance with Senate authorizations.

 Membership: Six faculty, one student.
