MINUTES
Senators Present: Arnold. Blatt, Butterworth, Coffman, Coon, Eberwein, Evans, Felton. Ghausi, Goudsmit, Grossman, Hampton, Hohauser, Holladay, Howes, Johnson, Jones, Kleckner, Kohn, Krompart, Matthews, McKay. Merz, Obear, O'Dowd, Ozinga, Pogany, Riley, Rogers, Scherer, Stanovich, Stransky, Torch, Tower, Twietmeyer
Senators Absent: Allvin, Bantel, Barry, Boulos, Braun, Burke, Cherno, Dement, Doherty, Edgerton, Halsted, Heubel, Hildum, Hovanesian, Jackson, Moeller, Osthaus, Russell, Schwartz, Seeber, Wargo, Weiner, Williamson
Mr. O'Dowd presided.
Mr. O'Dowd commented as follows:
1. The Board has authorized expenditure of an additional $100,000 for instructional equipment; Mr. Obear is in process of allocating the monies to various academic units.
2. The Honeywell computer is installed and working: about 50 terminals will be available; about 35 of which will be for '"public" use.
3. COB II construction is slightly ahead of schedule, due for occupancy Fall, 1980. It might come in a little sooner: Mr. Coffman voiced some skepticism on this point.
4. 1979-80 appropriation prospects, Mr. O'Dowd guessed that new state expenditures would be in the 6 to 10% range as contrasted to last year's (1978-79) increase of 12%; tuition increases, if any, would be within the 7% national guidelines; Mr. O'Dowd hopes we will be able to carry over from this fiscal year to next about $250,000.
5. Enrollments likely will be level from 1978-79 to 1979-80.
Mr. McKay queried about snow removal. Mr. Coffman described the system of priorities in use and the methods of snow removal. Some unhappiness, particularly in regards to various parking lots around Vandenberg Hall, was expressed. Ms. Eberwein inquired whether notification regarding possible University closure because of snow applied to week-ends as well as week days. Mr. Coffman replied affirmatively. Mr. Kohn pointed to the difficulty of some students who made it in to campus only to discover their instructor didn't; could not some communications system be devised to avoid such inconvenience? Some discussion of the difficulties followed.
Mr. O'Dowd called the meeting to order at 3:45 p.m.
The minutes of the meeting of December 7, 1978 were approved as distributed by voice vote upon motion of Mr. Ozinga, seconded by Mr. Kohn. Attention was then directed to the Agenda.
A. Old Business
1. Motion unamended concerning approval of a revision of the Constitution of the School of Engineering (Jackson/Hetenyi).
Mr. McKay observed that constitutions ought to include statements recognizing that such instruments must be approved not only by an assembly but by the Senate and the Board as well.
Motion carried by voice vote without opposition.
2. Motion unamended from the University Committee on Undergraduate Instruction concerning a change in the Writing Proficiency requirement (Kleckner/Hetenyi).
Motion adopted by voice vote without further discussion as follows:.
MOVED THAT THE UNIVERSITY SENATE RECOMMEND TO THE PRESIDENT THE FOLLOWING ADDITION TO THE WRITING PROFICIENCY LEGISLATION PASSED APRIL 21, 1977; THIS LEGISLATION APPLIES TO INCOMING STUDENTS ONLY UNDER THE 1973-1979 AND SUBSEQUENT CATALOGS, EXEMPTING STUDENTS WHO HAD ENTERED OAKLAND UNIVERSITY BEFORE THE FALL OF 1978.
3. Motion unamended from. the University Committee on Undergraduate Instruction concerning extension of double undergraduate degree requirements to additional degrees (Kleckner/Heubel).
Motion adopted by voice vote with one nay heard and without further discussion as follows;
MOVED THAT THE UNIVERSITY SENATE RECOMMEND TO THE PRESIDENT THAT:
TO RECEIVE AN ADDITIONAL BACCALAUREATE A PERSON WHO ALREADY HOLDS A BACCALAUREATE MUST:
A. RECEIVE WRITTEN APPROVAL FROM THE COLLEGE OR SCHOOL (AND WHERE APPROPRIATE FROM THE DEPARTMENT) CONCERNED
B. MEET ALL REQUIREMENTS FOR THE NEW DEGREE PROGRAM AS STIPULATED BY THE COLLEGE OR SCHOOL IN WHICH THE PERSON IS A CANDIDATE,.
C. COMPLETE A MINIMUM OF THIRTY-TWO ADDITIONAL CREDIT HOURS OF WORK IN RESIDENCE AT OAKLAND UNIVERSITY.
A STUDENT HOLDING A BACCALAUREATE FROM OAKLAND UNIVERSITY CANNOT HAVE HIS OR HER UNDERGRADUATE G.P.A. MODIFIED BY ADDITIONAL WORK NOR CAN THE STUDENT BE A CANDIDATE FOR UNIVERSITY OR DEPARTMENTAL ROTORS.
B. New Business
None.
C. Good and Welfare: Private Resolutions
Mr. O'Dowd called for private resolutions; none were offered.
D. Informational Items
The recent action of the Graduate Council concerning The Graduate School of Oakland University was noted.
Upon proper notion duly seconded, the meeting adjourned at 4:00 p.m.
