MINUTES


Senators Present: Arnold, Barry, Burke, Cherno, DeMent, Evans, Gardiner, Ghausi, Hampton. Heubel, Hohauser, Holladay, Kleckner, Matthews, Obear,
O'Dowd, O'Leary, Schwartz, Torch, Tower, Wargo and Williamson
Senators Absent: Allvin, Bantel, Blatt, Boulos, Braun, Butterworth, Coffman, Doherty, Easterly, Eberwein, Edgerton, Felton, Grossman, Hetenyi,
Hildum, Hovanesian, Howes, Jackson, Johnson, Jones. Liboff, Merz, Moeller, Orton, Osthaus, Ozinga, Pogany, Randolph, Riley, Russell, Seeber, Sloane, Stransky, Torongeau, Ward and Weiner

Mr. Obear presided.

The meeting was called to order at 3:25 p.m.

Minutes of the meetings of April 20 and 27 were held over.

Attention was directed immediately to the agenda.

B. Special Business

1.  Motion from the Steering Committee moved by Mr. Tower and seconded by Mr. Heubel.

Attention was directed to 3 and 4 of the motion.

After some discussion of the need for off-campus extension centers, of the status of "formula budgeting" and the question of moving to a three-credit per course system, Mr. Hampton expressed the feeling that, since the recommendations (4. of the motion) had only just been distributed, the meeting should recess to allow members time to study the materials.  Accordingly Mr. Hampton moved to recess, seconded by Ms. O'Leary but the motion by voice vote failed to carry.

Some discussion followed concerning the projected Ph.D. program(s) in Arts and Sciences, but questions concerning the meaning of ''endorse in principle" developed into discussion regarding the procedure for debate on the University Planning Document: Mr. O'Dowd explained that he envisioned a continuous discussion and modification throughout the coming year; but he also pointed out that the planning document was the core of  the institutional self-study to be offered NCA in fall and that some Senate action would be desirable before the end of May. Mr. Tower pointed out that planning was a continuous process, that discussion on UPD-78 would not so much change it, as guide the Planning Committee as it developed UPD-79 and so on. But since it was necessary to start direct Senate involvement in the process somewhere, UPD-78 would be the starting point.

Mr. DeMent, seconded by Mr. Gardiner then offered an amendment to the main motion such that the  phrase:

AND THAT FULL DISCUSSION OF THESE DOCUMENTS WILL BEGIN WITH THE SEPTEMBER 1978 MEETING OF THE UNIVERS1TY SENATE

The DeMent/Gardiner motion to amend carried by voice vote.

Further discussion as to the role of the Senate in the planning process and the meaning of "endorse in principle"' ensued.

Mr. Williamson, seconded by Mr. Arnold moved to amend the main motion as amended by DeMent/Gardiner such that the phrase:

ACCEPT AS INITIAL PLANNING DOCUMENTS FROM THE UNIVERSITY PLANNING COMMITTEE THE FOLLOWING

would be substituted for the phrase ". . .endorse in principle"  the set of related documents from the University Planning Committee as follows:. . ."

The Williamson/Arnold motion to amend carried by voice vote.

The main motion as amended by DeMent/Gardiner and Williamson/Arnold now reads:

MOVED THAT THE UNIVERSITY SENATE ACCEPT AS INITIAL PLANNING DOCUMENTS FROM THE UNIVERSITY PLANNING COMMITTEE THE FOLLOWING:
1. The Role and Mission of Oakland University; redraft of the statement dated March, 1978.
2.University Five-Year Goal Statement
;1978 through 1982; redraft of statement dated January, 1978
3. Summary of the University Planning Document-1978  (1978 through 1993) dated April,1978.
4. Recommendations from the University Planning Document-1978.

AND THAT FULL DISCUSSION OF THESE DOCUMENTS WILL BEGIN WITH THE SEPTEMBER, 1978 MEETING OF THE UNIVERSITY SENATE.

Since the Senate showed evidence it wished further to discuss the University Planning Document-1978 as distributed at this time, a motion to recess and to reconvene May 8, 1978 at 3:00 p.m. in Rooms 128-130 Oakland Center, offered by Ms. O'Leary, seconded by Ms. Schwartz was carried by voice vote.

The first session of the tenth (1977-78) meeting of the University Senate recessed at 4:25 p.m.
