MINUTES
Senators Present: Bertocci, Cameron, Coffman, Eberwein, Hampton, Hetenyi, Johnson, Keegan, Kuczynski, Liboff, Matthews, McKay, Obear, O'Dowd, Pogany, Schuldenberg, Schwartz, Swanson, Torch, Tower and Witt
Senators Absent: Allvin, Atlas, Barnard, Barron, D. Burdick, H. Burdick, Burke, Chapa, Coppola, Doane, Felton, Flynn, Freeman, Gardiner, Genyea, Hammerle, Henry, Heubel, Hitchingham, Hovanesian, feel In, Ketchum, Lilliston, McKinley, Moberg, Riley, Ruscio, Russell, Scherer, Shacklett, Sponseller, Stonner, Swartz, Torongeau, Tucker, Warren and White
Mr. O'Dowd presided.
The meeting was called to order at 3:20 p.m. without preceding comments from the presiding officer.
The minutes of the meeting of April 14 upon motion of Mr. Hetenyi, seconded by Mr. Bertocci, were approved as distributed.
Attention was then directed to the formal agenda.
Old Business
1. Main motion I. (Tower/Torch as amended by Tower/Torch).
Mr. Bertocci inquired into the reasons the Academic Policy Committee finally opted for the present version of this motion rather than that first advanced by the Arts and Sciences Committee on Instruction. Mr. Fullmer invited to speak, replied that the Arts and Sciences Committee on Instruction version seemed difficult to enforce while the five student members of the APC objected to its greater rigidity; the student members of APC approved of the present version. Mr. Keith Kleckner, invited to speak, confirmed that the Arts and Sciences Committee on Instruction version had built in enforcement difficulties, while the present version was capable of being monitored. Mr. Obear queried whether this new policy would be effective with the 1977-78 catalog. Mr. Kleckner said since it was not included in the 1977-78 catalog, the effective implementation date would be the 1978-79 catalog. With this understanding, the main motion as amended was approved by voice vote, with few in opposition as follows:
MOVED THAT THE UNIVERSITY SENATE RECOMMEND TO THE PRESIDENT:
a. THAT NON-TRANSFER STUDENTS AND STUDENTS TRANSFERRING 32 OR FEWER CREDITS WHO HAVE NOT SATISFACTORILY DEMONSTRATED CERTIFICATION OF THE OAKLAND UNIVERSITY WRITING PROFICIENCY BY THE COMPLETION OF 48 CREDITS SHALL NOT THENCEFORTH BE PERMITTED TO REGISTER AND RECEIVE CREDIT FOR ADVANCED COURSES (THOSE NUMBERED 300 OR ABOVE). WITH THE APPROVAL OF THE UNIVERSITY COMMITTEE ON UNDERGRADUATE INSTRUCTION, SCHOOLS, FACULTY COUNCILS, OR DEPARTMENTS MAY MODIFY THIS RULING BY REQUIRING WRITING PROFICIENCY AS A PREREQUISITE FOR SPECIFIC COURSES OR GROUPS OF COURSES.
b. THAT STUDENTS TRANSFERRING MORE THAN 32 CREDITS WHO HAVE NOT SATISFACTORILY DEMONSTRATED CERTIFICATION OF THE OAKLAND UNIVERSITY WRITING PROFICIENCY BY THE COMPLETION OF 16 CREDITS AT OAKLAND UNIVERSITY SHALL NOT THENCEFORTH BE PERMITTED TO REGISTER AND RECEIVE CREDIT FOR ADVANCED COURSES (THOSE NUMBERED 300 OR ABOVE). WITH THE APPROVAL OF THE UNIVERSITY COMMITTEE ON UNDERGRADUATE INSTRUCTION, SCHOOLS, FACULTY COUNCILS, OR DEPARTMENTS MAY MODIFY THIS RULING BY REQUIRING WRITING PROFICIENCY AS A PREREQUISITE FOR SPECIFIC COURSES OR GROUPS OF COURSES.
II. Main motion 2. (Johnson/Torch as amended by McKay/Ketchum, the agenda having been corrected to include this amendment).
The McKay/Ketchum amendment was approved by voice vote without opposition.
The main motion as amended was then approved by voice vote without opposition as follows:
MOVED THAT THE UNIVERSITY SENATE RECOMMEND TO THE PRESIDENT AND THE BOARD THE ESTABLISHMENT OF A PROGRAM OF GRADUATE STUDIES LEADING TO THE DEGREE OF MASTER OF SCIENCE IN MEDICAL PHYSICS. THE DATE OF IMPLEMENTATION OF THIS PROGRAM SHALL FOLLOW ENDORSEMENT BY THE APPROPRIATE FUNDING AGENCIES OF THE STATE.
New Business
1. Mr. McKay did not place his Resolution in motion but requested that the minutes record his request that the Steering Committee give serious consideration to the issues raised in the Resolution; Mr. Matthews said this would be done come Fall, 1977; the Chair then ordered that the minutes so state.
Upon motion of Mr. Tower, seconded by Mr. Hetenyi, and sustained without opposition, this the final meeting of the 1976-1977 Senate session and this the final meeting of the 1975-1977 Senate term was adjourned at 4:05 p.m. with thanks from the presiding officer for work well done and special gratitude to Ms. Jenny Behnke, Secretary to the Steering Committee, for her indispensable services during the two year term.
