MOVED THAT THE WORDING OF ARTICLE I OF THE CONSTITUTION OF THE OAKLAND UNIVERSITY SENATE (AS AMENDED 1975) BE DELETED ENTIRELY AND THE FOLLOWING WORDING SUBSTITUTED:

THE OAKLAND UNIVERSITY SENATE IS AN ORGANIZATION EXISTING PURSUANT TO ARTICLE VII OF THE BYLAWS OF THE BOARD OF TRUSTEES OF OAKLAND UNIVERSITY. THE SENATE SHALL BE ORGANIZED AND SHALL FUNCTION AS PROVIDED HEREIN, SUBJECT TO THE APPROVAL OF THIS CONSTITUTION AND ANY AMENDMENT THEREOF BY THE BOARD OF TRUSTEES.

The Constitution (as amended) has the following statement as section I. of Article IX:

1. The University Senate shall have the right to propose amendments. . .If an amendment is ratified. . .it shall be submitted to the Board of Trustees for approval. An amendment shall be effective following approval by the Board of Trustees.

With this wording/in Article IX it is not appropriate to insert statements about amendment approval by the Board of Trustees In Article I, unless something more is intended by the statement to the effect that the Board could enact amendments which had not been ratified by the faculty, nor negotiated by the faculty.

MOVED THAT ARTICLE III OF THE CONSTITUTION OF THE OAKLAND UNIVERSITY SENATE (AS AMENDED 1975) BE AMENDED IN THE FOLLOWING MANNER:

a. THAT THE TITLE OF ARTICLE III BE CHANGED FROM THE UNIVERSITY SENATE: POWERS TO THE UNIVERSITY SENATE: POWERS AND RESPONSIBILITIES.

b. THAT ARTICLE III SECTION II. BE CHANGED TO READ:

RECOMMEND TO THE PRESIDENT CANDIDATES FOR UNDERGRADUATE DEGREES IN COURSE, AND CANDIDATES FOR UNIVERSITY HONORS;

c. THAT ARTICLE III SECTION v. BE CHANGED TO READ:

HAVE THE RIGHT TO BE CONSULTED ON ALL MATTERS OF ACADEMIC IMPORTANCE TO THE UNIVERSITY;

d. THAT ARTICLE III SECTION vi. BE CHANGED TO READ:

A COPY OF THE MINUTES OF ALL SENATE MEETINGS SHALL BE MADE AVAILABLE BY THE SECRETARY TO THE BOARD OF TRUSTEES AT THE OFFICE OF THE SECRETARY TO THE BOARD.

b. THAT ARTICLE IV SECTION Ix. BE AMENDED BY THE INSERTION OF:

a. THAT ARTICLE VI SECTION 1 BE CHANGED TO READ:

A GRADUATE COUNCIL SHALL BE CONSTITUTED WITH POWERS TO MAKE RECOMMENDATIONS TO THE UNIVERSITY SENATE AND TO THE PROVOST REGARDING ALL GRADUATE PROGRAMS OF INSTRUCTION AND WITH REGARD TO THE GENERAL AND SPECIFIC DEGREE REQUIREMENTS AT THE GRADUATE LEVEL. THE GRADUATE COUNCIL MAY MAKE RECOMMENDATIONS TO THE DEAN OF GRADUATE STUDY ON ADMINISTRATIVE POLICIES PERTAINING TO THE OPERATION OF GRADUATE PROGRAMS.

b. THAT ARTICLE VI SECTION iv. BE CHANGED TO READ:

MOVED THAT THE SENATE RECOMMEND TO THE PRESIDENT:

a. THAT NON-TRANSFER STUDENTS AND STUDENTS TRANSFERRING 32 OR FEWER CREDITS WHO HAVE NOT SATISFACTORILY DEMONSTRATED CERTIFICATION OF THE-OAKLAND UNIVERSITY WRITING PROFICIENCY BY THE COMPLETION OF 48 CREDITS SHALL NOT THENCEFORTH BE PERMITTED TO REGISTER AND RECEIVE CREDIT FOR ADVANCED COURSES (THOSE NUMBERED 300 OR ABOVE). WITH THE APPROVAL OF THE ACADEMIC POLICY COMMITTEE, SCHOOLS, FACULTY COUNCILS, OR DEPARTMENTS MAY MODIFY THIS RULING BY REQUIRING WRITING PROFICIENCY AS A PREREQUISITE FOR SPECIFIC COURSES OR GROUPS OF COURSES.

b. THAT STUDENTS TRANSFERRING MORE THAN 32 CREDITS WHO HAVE NOT SATISFACTORILY DEMONSTRATED CERTIFICATION OF THE OAKLAND UNIVERSITY WRITING PROFICIENCY BY THE COMPLETION OF 16 CREDITS AT OAKLAND UNIVERSITY SHALL NOT THENCEFORTH BE PERMITTED TO REGISTER AND RECEIVE CREDIT FOR ADVANCED COURSES (THOSE NUMBERED 300 OR ABOVE). New Business:

I. Motion from the Graduate Council (Mr. Johnson)

MOVED THAT THE UNIVERSITY SENATE RECOMMEND TO THE PRESIDENT AND THE BOARD THE ESTABLISHMENT OF A PROGRAM OF GRADUATE STUDIES LEADING TO THE DEGREE OF MASTER OF SCIENCE IN MEDICAL PHYSICS.

First Reading: debatable, amendable but not eligible for final vote at this meeting.

Comments: The motion before the Senate is sponsored by the Graduate Council, the University Center for Health Sciences and the Department of Physics. It has the approval of these various agencies as well as the approval of the Academic Budget and Planning Committee. The proposal, was approved by the Graduate Council only on March 31 and this agenda is the earliest it could be accommodated on; as it is the final, extra meeting of April 21, 1977, was called primarily to provide this motion a second reading. To quote from Mr. Johnson's memo to the Steering Committee:

"The Council's action came after much delay caused by resource problems. It has been by no means clear that the university is in a position fully to meet needs of the program in both library materials and staff. Until substantial assurance on these difficulties could be brought forth, sponsors of the programs in the Department of Physics and in the Center for Health Sciences, as well as the Executive Committee of the Graduate Council, felt it best not to press for approval. In recent weeks however, sufficient progress has been made on these problems for us to have gone ahead and sought the Council's approval for the program. That approval was made with the understanding that the program would not be started, even after Senate and Board approval, unless the resources needs had in the meantime been met. While they are not fully accounted for at the moment, the prospects are good that they will be shortly. There is additional incentive to move promptly in that important resources promised by a local hospital  could disappear if there is much further delay. For these reasons and because we believe the program would prove a boon to the university we are anxious that the program be approved this year."

Comments: These nominations are to standing committees only and are faculty nominations only; administrative-professionals and students are appointed by their
respective organizations. Ex officio members of committees are also not listed. In the Fall a complete roster of all standing committees will be provided.

The Steering Committee received returned preference sheets from 83 faculty.  Since each of these (with only a few exceptions) list many more than one committee (some as many as seven!) and we had only 34 slots to fill, the task was not easy, especially when it is realized that certain committees such as Research, Teaching and Learning, or the new APPC are glamorous and attract 25 or more first preferences each, while others, not so jazzy but equally important have a total of  only 9-10 applicants only  2 or 3 of which request that committee as first preference or even second preference. In addition to this, some committees by statute have to limit membership from a given organized faculty, while in others questions of balance among disciplines, while not explicitly stated are none the less insistent. Finally the Steering Committee is all too aware that for some junior faculty, service on a  standing committee is important for curriculum vitae reasons; but it is also aware that certain committees need a high proportion of experienced people to get the job done well. But all this together and the Steering Committee marvels that it has  managed to satisfy so many with at least second preferences.

Don't applaud but give to your favorite charity.
