1. Motion from the Academic Policy Committee (Mr. Fullmer, Chairperson, will introduce the motion.

THAT THE UNIVERSITY SENATE RECOMMEND TO THE PRESIDENT AND THE PROVOST THE ESTABLISHMENT OF A UNIVERSITY CONCENTRATION IN APPLIED STATISTICS, AVAILABLE TO ALL UNDERGRADUATES WITH THE FOLLOWING REQUIREMENTS:

IN ORDER TO BE CERTIFIED AS HAVING FULFILLED THE REQUIREMENTS OF THE UNIVERSITY CONCENTRATION IN APPLIED STATISTICS, THE STUDENT MUST:

1) HAVE COMPLETED AT LEAST FOUR COURSES (16 CREDITS) IN STATISTICS AS APPROVED BY THE UNIVERSITY COMMITTEE FOR APPLIED STATISTICS, INCLUDING ONE COURSE AT THE INTRODUCTORY LEVEL, STA 325 AND 326, AND ONE COURSE AT THE ADVANCED (400) LEVEL.

2) HAVE COMPLETED SUCH OTHER REQUIREMENTS AS MAY BE ADDED AT THE DISCRETION OF DEPARTMENTS WHICH HAVE ACCEPTED THE CONCENTRATION AS PART OF A MODIFIED MAJOR.

2. Motion from the Academic Policy Committee (Mr. Fullmer, Chairperson, will introduce the motion.)

THAT THE UNIVERSITY SENATE RECOMMEND TO THE PRESIDENT AND THE PROVOST THE ESTABLISHMENT OF A UNIVERSITY COMMITTEE FOR APPLIED STATISTICS WITH THE FOLLOWING CHARGE AND MEMBERSHIP:

1) CHARGE: 

a.  TO CERTIFY TO THE REGISTRAR:

1. STANDARD CONCENTRATIONS RECOMMENDED BY THE DEPARTMENTS AS PART OF MODIFIED MAJORS OR

2. CONCENTRATIONS INITIATED BY A STUDENT AND APPROVED BY THE INSTANT COMMITTEE

b. TO CERTIFY TO THE REGISTRAR WHICH DEPARTMENTAL COURSES MAY CONSTITUTE PART OF THE STATISTICS CONCENTRATION

c. TO COORDINATE COURSE OFFERINGS INFORMALLY TO AVOID INEFFICIENT USE OF FACULTY AND STUDENT RESOURCES

d. TO RECOMMEND POLICY FOR ENSURING ADEQUATE STATISTICAL COMPUTER PROGRAMMING ASSISTANCE AND FOR MAINTAINING A SATISFACTORY LIBRARY OF STATISTICAL PROGRAMS

e. TO REVIEW THE REQUIREMENTS FOR THE CONCENTRATION PERIODICALLY (AT LEAST ONCE A YEAR)

f. TO RECOMMEND POLICY FOR MAINTAINING ADEQUATE SUPPORT FOR THE UNIVERSITY STATISTICAL CONSULTING SERVICE AND FOR ENLARGING THIS SERVICE AS DEMAND WARRANTS TO ENSURE ADEQUATE ACCESS FOR MEMBERS OF THE UNIVERSITY COMMUNITY AND EQUITABLE SUPPORT FOR RESOURCE PERSONS

2. MEMBERSHIP: AT LEAST FIVE MEMBERS, ONE OF WHOM SHOULD BE CHAIRPERSON, APPOINTED BY THE PROVOST AND REPRESENTING EACH ACADEMIC UNIT OFFERING FORMAL INSTRUCTION IN STATISTICS. THE PROVOST MAY ADD MEMBERS TO ASSURE REPRESENTATION OF DISCIPLINARY INTERESTS IN THE AREA OF STATISTICS.

3. Motion from the Academic Policy Committee (Mr. Fullmer, Chairperson, will introduce the motion.)

THAT THE UNIVERSITY SENATE REQUESTS THE UNIVERSITY COMMITTEE ON APPLIED STATISTICS TO RECOMMEND TO THE ACADEMIC POLICY COMMITTEE A COURSE OF ACTION IN THE AREA OF OPERATIONS RESEARCH.

First Reading.

Comments pertaining to motions 1, 2 and 3: In Fall, 1974, the APC appointed an ad  hoc Statistics Sub-Committee to write a recommendation concerning the establishment of interdepartmental and inter-school work in statistics. The committee membership was:

David Doane
William Bezdek
David Evans
Thomas Casstevens
Richard Pettengill
Amos Spector

In Winter, 1975, this committee recommended the establishment of a University concentration (Motion I) and a University committee (Motion II). The APC reviewed the work of the sub-committee, approved it and sent the matter to the Steering Committee. In turn the Steering Committee requested the APC to secure the view of each Committee on Instruction on the matter. This was done and letters Of approval from four of the five Committees on Instruction are on file In the Provost's Office as follows:

1. The Library Committee - Both Titus, Chairperson
2. School of Economics and Management - Alice Gorlin, Chairperson
3. College of Arts and Sciences - Robert Simmons, Associate Dean for Instruction
4. School of Engineering - Howard Witt, Assistant Dean

The Committee on Instruction of the School of Education endorses the proposal, but has not seen the need to make formal its approval since no education majors would be affected by the proposed concentration. The APC has sensed frustration on the part of certain colleagues interested in Operations Research with the University's inability to bring the questions connected with this matter to closure. Perhaps the Committee on Applied Statistics will be able to make progress if so charged by the Senate.

The establishment of this concentration represents cooperative work across many departmental and^school lines. The statistics sub-committee whose work lies in back of these motions deserves congratulations.

4. Motion from the Steering Committee (Mr. Tower)

THAT THE SPRING AND SUMMER SESSIONS COMMITTEE BE DISSOLVED AND ITS MEMBERSHIP DISCHARGED WITH THE THANKS OF THE UNIVERSITY SENATE.

First Reading.

Comments: Since the establishment of this committee various administrative changes have rendered it redundant: Responsibility for the Spring and Summer Sessions has been returned to the college and school deans and there is no longer a Dean of the Spring and Summer Sessions.  This being the case, the Steering Committee, at the suggestion of  Professor Richard Barron, Chairperson of the committee, and of Professor Ralph Schillace, sometime Dean of the Spring and Summer Sessions, recommends the discontinuance of the committee.

5. Motion from the Steering Committee (Mr. Tower)

THAT THE WORDS "...AND DEPARTMENTAL HONORS." BE ELIMINATED FROM THE CHARGE OF THE ACADEMIC STANDING AND HONORS COMMITTEE.

First Reading.

Comments: When the Steering Committee was redesigning the charges to the Standing Committees last year, this fragment of the past was over looked. Departmental honors are now the concern of the various college and school assemblies. Being filled with tidy types the Steering Committee now recommends this action.

FOR THE INFORMATION OF THE SENATE

1. The Steering Committee discussed the question of placing Senate meetings on a rolling schedule, but decided the advantages of a fixed meeting day as well as a fixed time and place outweighed the disadvantages. Therefore, unless overruled by the full membership, the Senate will meet:

January 15, 1975 
February 19, 1975
March 18, 1975
April 15, 1975

at 3:15 p.m. in 128-130 Oakland Center unless otherwise announced.

2. In place of the Summary Agenda which we used for the last few years to notify the University community of meetings and business, we will now use the Oakland  University  News. Notice of meetings and agenda will appear in that Journal. As in the past the full agenda will. be distributed to all Senators in advance of meetings and will be widely distributed to all University offices for reference and consultation of the entire University community.
