MINUTES
Present: Senators Barron, Barthel, Beardman, Bingham, Coffman, Evarts, Feeman, Gardiner, L. Gerulaitis, Haskell, Hetenyi, Hitchingham, Hough, Krompart, Light, Matthews, McBride, McKay, McKinley, Moorhouse, Obear, O'Dowd, Paslay, Schwartz, Shacklett, Stone, Taylor, Torch and Wyatt
Absent: Senators Akers, Atlas, Barnard, Brieger, D. Burdick, H. Burdick, Burke, Covert, DeMent, R. Gerulaitis, Graber, Gray, Herker, Hovanesian, Johnson, Keegan, Liboff, O'Leary, Palmer, Riley, Schillace, Seeber, Strauss, Sturner, Susskind and Tipler
Mr. Obear chaired the meeting and called it to order at 3:50 p.m. Upon motion of Mr. Wyatt, seconded by Mr. Gardiner, the minutes of the meeting of April 10, 1975 were approved as distributed.
Mr. Feeman inquired whether the secretary would consider including comments capsulating the more important discussions held by the Senate. Mr. Jones noted that this was more difficult than in the past due to the reduction of secretarial assistance within the Office of the Provost. Both concerns were noted and when possible the secretary will include general comments describing the major points of the discussion.
Mr. Feeman noted that some of the information he presented during the Senate meeting of April 10 pertaining to the motion "That to receive a baccalaureate from Oakland University a student must complete a minimum of 32 credit hours of work in courses at the 300 level or above" was incorrectly interpreted by himself and erroneously reported during the discussion of the motion. The information supplied him by Mr. Lowell Ruggles, Registrar, he had thought represented the total number of credits in 300 and 400 level courses for each major but in fact that data represented the total number of credits in 300 and 400 level courses for the student's entire program.
Following a discussion as to whether the minutes for the meeting of April 10 should be amended, Mr. Matthews moved, seconded by Mr. Gerulaitis:
* THAT THE FOREGOING REMARKS OF MR. FEEMAN BE READ INTO THE MINUTES OF THIS MEETING AND THAT THE CORRECTION BE FORMALLY CALLED TO THE ATTENTION OF THE ACADEMIC POLICY COMMITTEE.
Motion was approved by a voice vote.
A. Old Business
1. Mr. Feeman moved, seconded by Mr. Coffman:
* THAT THE UNIVERSITY SENATE RECOMMEND TO THE PRESIDENT AND THE BOARD OF TRUSTEES THAT HOLDERS OF ASSOCIATE DEGREES IN SCIENCE FROM COMMUNITY AND JUNIOR COLLEGES FROM SUCH FIELDS AS WILL BE STIPULATED BY THE UNIVERSITY SENATE MAY BE ADMITTED TO THE UNIVERSITY WITHOUT LOSS OF ANY CREDIT SUCCESSFULLY COMPLETED AT A COMMUNITY OR JUNIOR COLLEGE UP TO A TOTAL OF 62 ON THE CONDITION THAT SUCH APPLICANTS BE ACCEPTED IN CANDIDACY FOR THE B.G.S. DEGREE. ACCEPTANCE TO THE PROGRAM IS NOT AUTOMATIC, BUT IS SUBJECT TO GENERAL TRANSFER ADMISSION POLICIES. SHOULD ANY SUCH STUDENT ONCE ACCEPTED IN CANDIDACY FOR THE B.G.S. DEGREE WISH TO APPLY FOR CANDIDACY IN AN UNDERGRADUATE DEGREE PROGRAM OTHER THAN THE B.G.S. PROGRAM, HE/SHE MUST APPLY TO THE APPROPRIATE COLLEGE OR SCHOOL AND BE WILLING TO SUFFER POSSIBLE LOSS OF TRANSFER CREDIT AT THE DISCRETION OF THE COLLEGE OR SCHOOL IN QUESTION.
THAT THIS PROGRAM OF COOPERATION BETWEEN OAKLAND UNIVERSITY AND THE COMMUNITY COLLEGES BE KNOWN AS THE CAREER DEVELOPMENT PROGRAM AND THAT A GOVERNANCE-BODY, REPORTING TO THE OFFICE OF THE PROVOST AND PRESIDED OVER BY THE PROVOST OR HIS DESIGNATED DEPUTY, CALLED THE FACULTY COUNCIL FOR CAREER DEVELOPMENT BE ESTABLISHED NO LATER THAN FALL 1975. THE FACULTY COUNCIL SHALL CONSIST OF AT LEAST ONE REPRESENTATIVE DESIGNATED BY EACH COMMITTEE ON INSTRUCTION, TWO REPRESENTATIVES DESIGNATED BY THE STEERING COMMITTEE AND ONE REPRESENTATIVE DESIGNATED BY THE EVENING COUNCIL. THE COUNCIL SHALL HAVE THE RIGHT TO ADOPT BY-LAWS FOR THE CONDUCT OF ITS BUSINESS, AND TO CREATE AND CHARGE SUCH STANDING AND AD HOC COMMITTEES AS MAY BE NECESSARY. THE FACULTY COUNCIL SHALL:
a. DEVELOP SUCH ACADEMIC-ADMINISTRATIVE ARRANGEMENTS, INCLUDING REGULATIONS GOVERNING ADMISSION TO B.G.S. DEGREE CANDIDACY FOR ASSOCIATE DEGREE IN SCIENCE HOLDERS IN THE STIPULATED FIELDS, AND ADVISING AND COUNSELING PROCEDURES AS MAY BE NECESSARY.
b. RECOMMEND TO THE ACADEMIC POLICY COMMITTEE THE LIST OF PROGRAMS WITHIN THE STIPULATED FIELDS, FOR REVIEW AND APPROVAL. FROM WHICH STUDENTS WILL BE ACCEPTED.
Second reading.
Motion was approved by unanimous voice vote.
2. Mr. Feeman moved, seconded by Mr. Krompart:
* THAT APPLICANTS TO THE CAREER DEVELOPMENT PROGRAM MAY BE ADMITTED STARTING IN FALL 1975 FROM THE GENERAL FIELDS OF TECHNOLOGY STUDIES, BUSINESS STUDIES, AND LABOR STUDIES.
Second reading.
Motion was approved by unanimous voice vote.
3. Mr. Moorhouse moved, seconded by Mr. Krompart:
* THAT ADMISSION OF TRANSFER STUDENTS FROM OTHER ACCREDITED COLLEGES OR UNIVERSITIES SHALL BE BASED ON THE FOLLOWING CRITERIA:
a. APPLICANTS WHO ARE IN GOOD ACADEMIC STANDING (COMMONLY DEFINED AS A CUMULATIVE COLLEGE G.P.A. OF 2.00 OR HIGHER) AT THEIR PREVIOUS COLLEGE OR UNIVERSITY AND WHO HAVE COMPLETED 26 OR MORE SEMESTER HOURS CREDIT WILL NORMALLY BE ADMITTED.
b. APPLICANTS WHO ARE IN GOOD ACADEMIC STANDING AT THEIR PREVIOUS COLLEGE OR UNIVERSITY AND WHO HAVE NOT COMPLETED 26 OR MORE SEMESTER HOURS CREDIT MAY BE ADMITTED IF ONE OR MORE OF THE FOLLOWING INDICATE LIKELY SUCCESS AT OAKLAND UNIVERSITY: PREVIOUS HIGH SCHOOL WORK, LETTERS OF RECOMMENDATION, TEST SCORES, OR AN INTERVIEW WITH A UNIVERSITY ADMISSIONS OFFICER.
Second reading.
Considerable discussion pertaining to part "b" of motion 3 was held. Concern was expressed about the number of semester hours stipulated in the motion and the specific criteria that should be stipulated. For example, should it be one or two or more of the following: previous high school work, letters of recommendation, test scores, interview with University admissions officer? If it was to be two or more, what should the combination of stipulated criteria be?
Following a lengthy discussion along the lines noted, the motion was passed as originally proposed and without amendment on a voice vote.
4. Moved by Mr. Moorhouse, seconded by Mr. Krompart:
THAT ADMISSION OF INDIVIDUALS WHOSE FORMAL EDUCATION HAS BEEN INTERRUPTED FOR THREE YEARS OR MORE AND WHO WOULD NOT NORMALLY MEET OTHER ADMISSIONS CRITERIA, MAY BE BASED ON ONE OR MORE OF THE FOLLOWING CRITERIA: SUSTAINED EMPLOYMENT RECORD; RECOMMENDATIONS FROM EMPLOYERS, EDUCATORS, AND OTHER PROFESSIONAL PERSONS; SUCCESS IN FORMAL TRAINING PROGRAMS; AND STANDARDIZED TEST RESULTS. AN INTERVIEW WITH A UNIVERSITY ADMISSIONS OFFICER AT OAKLAND UNIVERSITY IS REQUIRED FOR SUCH APPLICANTS TO BE CONSIDERED FOR ADMISSION.

Mr. Shacklett moved, seconded by Mr. Wyatt:
THAT THE WORDS "AT ANY TIME" BE INSERTED AFTER "FORMAL EDUCATION" IN THE FIRST SENTENCE OF THE MOTION.
Motion was defeated on a voice vote.
Mr. McKay moved, seconded by Mr. Matthews:
* THAT THE MOTION BE AMENDED TO READ:
That admission of individuals whose formal education has been interpreted for three years or more[ immediately prior to application for admission] and who (remainder of motion the same as proposed.)
Motion approved as amended.
B. New Business
1. Moved by Mr. Haskell, seconded by Mr. Krompart;
* THAT THE PERSONS NAMED ON A LIST TO BE DISTRIBUTED AT THE SENATE MEETING BE APPOINTED TO THE STANDING COMMITTEES INDICATED, WITH TERMS AS SPECIFIED.
Procedural motion, eligible for final vote.
Considerable discussion regarding representation on the Research Committee was held. Mr. Feeman moved, seconded by Mr. McKay:
THAT MR. DONALD MALM REPLACE MR. CARLO COPPOLA ON THE LIST OF NOMINEES ON THE RESEARCH COMMITTEE.
Motion defeated by a voice vote.
Mr. Coffman assumed the chair replacing Mr. Obear who left for another engagement.
Mr. McKay moved:
* THAT MR. SHELDON APPLETON REPLACE MR. ELEUTHERIOS BOTSAS ON THE LIST OF NOMINEES ON THE RESEARCH COMMITTEE.
Motion was approved.
The main motion as amended was approved.
(A list of new committee members and chairpersons for the 1975-76 academic year is attached to these minutes.)
2. Mr. Wyatt requested that the Senators endorse a resolution passed by the University Congress in support of the desegregation plan being implemented in Boston.
It was noted that this would of necessity be a substantive motion requiring first and second readings, and that because the Senate would not meet again until late May there was no time for this official endorsement.
Mr. Matthews moved, seconded by Mr. Wyatt::
* THAT THE PROPOSED MOTION BE INSERTED INTO THE MINUTES OF THIS MEETING AND THAT IT BE NOTED THAT NO ACTION WAS TAKEN.
Motion was approved by a voice vote.
The motion which was proposed for consideration by Mr. Wyatt reads:
WHEREAS THE UNIVERSITY CONGRESS OF OAKLAND UNIVERSITY, THE ELECTED REPRESENTATIVE OF THIS INSTITUTION'S 12,000 STUDENTS, DEPLORES THE RACIAL VIOLENCE AGAINST BLACK STUDENTS IN BOSTON, ACTIONS WHICH CONTRAVENE NOT ONLY OUR EVERY MORAL STANDARD, BUT ALSO THE VERY LETTER OF THE LAW, THE CONGRESS HAS DECREED ITS SUPPORT OF THE NATIONAL STUDENT COALITION AGAINST RACISM AND THE MAY 18TH DEMONSTRATION IN BOSTON CALLED BY THE NAACP.
The motion was not acted upon.
