First Meeting
October 3, 1974

MINUTES

Present: Senators Akers, Barnard, Barren, Barthel, Beardman, Bingham, D. Burdick, H. Burdick, Burke, Coffman, Evarts, Feeman, L. Gerulaitis, R. Gerulaitis, Gray, Haskell, Hawn, Hetenyi, Hitchingham, Hovanesian, Knoska, Liboff, Matthews, McKay, McKinley, Moorhouse, Obear, Paslay, Pfeil, Riley, Schillace, Strauss, Torch, and Tower
Absent: Senators Brieger, Coon, Covert, DeMent, Doane, Gardiner, Graber, Gregory, Johnson, Kilburn, Krompart, Light, O'Dowd, O'Leary, Palmer, Schmidt, Schwartz, Seeber, Sturner, Susskind, Tipler, and Wyatt

In the absence of President O'Dowd, Mr. Obear chaired the meeting.

After some Informal discussion concerning public safety and parking problems at the 15th birthday event, Mr. Obear called the meeting to order at 3:47 p.m.

Mr. Obear introduced Mr. Tom Hawn, a new Senator representing the student body.

Upon the motion of Mr. Hetenyi, seconded by Mr. Tower, the minutes of the Senate meetings of April 4, 1974, April 11, 1974, April 17, 1974, April 23, 1974, and May 31, 1974 were approved with but one change, namely, that raised by Mr. Knoska to the effect that the sentence in item A.2. reading "The motion carried without dissent" be changed to read "The motion carried." This suggested change met with no objection.

B. New Business

1. Election of senator to the Steering Committee.

Upon motion of Mr. McKay, seconded by Mr. Gerulaitis, William Moorhouse was elected to the Steering Committee by acclamation to fill the seat previously occupied by Mr. Graber.

2. Naming of persons to the Artistic Expression Board of Review. Mr. Tower, seconded by Mr. Hetenyi, moved:

THAT THE FOLLOWING PERSONS BE NAMED TO THE ARTISTIC EXPRESSION BOARD OF REVIEW:

Alex Gray, Chairman
Joseph DeMent
David Daniels

Mr. Burdick sought a review of the policy implied by the existence of a Board of Review and Mr. Tower asked that such expression be included in the minutes.

Motion carried on a voice vote.

3. Change in membership specifications of the Teaching and Learning Committee.

Mr. Tower, seconded by Mr. Schillace, moved:

THAT THE MEMBERSHIP SPECIFICATIONS OF THE TEACHING AND LEARNING COMMITTEE BE CHANGED TO READ:

MEMBERSHIP: SIX FACULTY; FOUR STUDENTS; TWO ADMINISTRATIVE PROFESSIONALS; TWO-MEMBERS-AT-LARGE; AND THE DIRECTOR OF RESEARCH AND INSTRUCTIONAL SERVICES, WHO IS EX OFFICIO AND NON-VOTING.

Motion carried on a voice vote.

4. Changes in the grading system.

Mr. Feeman, seconded by Mr. Hetenyi, moved:

THAT OAKLAND UNIVERSITY'S GRADING SYSTEM BE CHANGED IN THE FOLLOWING WAYS, ALL CHANGES TO BE EFFECTIVE IN THE WINTER TERM, 1975.

1. THAT A "WS" OR "WN" BE ASSIGNED BY THE INSTRUCTOR IN A COURSE FROM WHICH A STUDENT WITHDRAWS OFFICIALLY FROM THE END OF THE REFUND PERIOD IN THE TERM TO ONE WEEK BEFORE THE FINAL EXAMINATION PERIOD IN THAT TERM. "WS" 1S TO BE ASSIGNED IF THE PERFORMANCE OF THE STUDENT AT THE TIME OF WITHDRAWAL IS SATISFACTORY IN TERMS OF GRADUATION STANDARDS, THAT IS, IF IT MERITS A GRADE OF 2.0 OR BETTER. "WN" IS TO BE ASSIGNED IF THE PERFORMANCE OF THE STUDENT IS UNSATISFACTORY, THAT IS, IF IT MERITS A GRADE OF LESS THAN 2.0.

OFFICIAL WITHDRAWAL AFTER THE REFUND PERIOD FROM A COURSE OR COURSES, AS OPPOSED TO COMPLETE WITHDRAWAL FROM THE UNIVERSITY AND THE SUBSEQUENT ASSIGNMENT OF "WS" OR "WN" ARE TO BE ACCOMPLISHED IN THE FOLLOWING WAY:

a.   THE STUDENT OBTA1NS AN APPROPRIATE FORM, TO BE DESIGNED BY THE ACADEMIC POLICY COMMITTEE, IN THE OFFICE OF THE DEPARTMENT WHICH OFFERS THE COURSE FROM WHICH  THE WITHDRAWAL IS TO BE MADE. 

b. THE STUDENT TAKES THE FORM TO THE INSTRUCTOR AND HAS IT COMPLETED.  ONE COPY IS KEPT BY THE STUDENT AND ONE BY THE INSTRUCTOR.

c. THE INSTRUCTOR RECORDS THE GRADE ON THE FINAL GRADE REPORT.

2.  THAT THE  DEFINITION OF THE  "N" GRADE BE CHANGED TO:  THE "N" IS ASSIGNED BY THE  INSTRUCTOR IN ANY COURSE FROM WHICH  A STUDENT DOES NOT OFFICIALLY WITHDRAW PRIOR TO ONE WEEK BEFORE THE FINAL EXAM PERIOD IN THE TERM IN WHICH HE/SHE HAS REGISTERED FOR THE COURSE AND FOR WHICH THE STUDENT DOES NOT RECEIVE CREDIT.  IT IS UNDERSTOOD TO MEAN THAT THE STUDENT HAS COMPLETED THE COURSE UNSUCCESSFULLY.

3. THAT ALL GRADES, NUMERIC AND NON-NUMERIC ALIKE, BE RECORDED ON A STUDENT'S TRANSCRIPT SO THAT THE TOTAL ACADEMIC RECORD OF THE STUDENT IS VISIBLE TO THE READER.

4- THAT NONE OF THE NON-NUMERIC GRADES (S, N, W, WS, WN, I, P) BE USED IN THE COMPUTATION OF THE GRADE POINT AVERAGE.

This was a first reading of the motion.

5. Approval of graduation and university honors lists.

a. Ms. Bingham, seconded by Mr. Hetenyi, moved:

THAT MOTIONS b, c, d, AND e BE APPROVED FOR FINAL VOTE AT THIS MEETING.

Motion carried on a voice vote.

b. Ms. Bingham, seconded by Mr. Gerulaitis, moved:

THAT THE FACULTY OF OAKLAND NOMINATE FOR THE BACHELOR'S  DEGREE THE STUDENTS NAMED ON THE JUNE GRADUATION LIST DISTRIBUTED WITH THIS AGENDA.

Motion carried on a voice vote.

c. Ms. Bingham, seconded by Mr. Tower, moved:

* THAT UNIVERSITY HONORS BE AWARDED TO JUNE GRADUATES NAMED ON A LIST DISTRIBUTED AT THE SENATE MEETING.

Motion carried on a voice vote. A copy of the list of persons awarded university honors is attached to these minutes.

d. Ms. Bingham, seconded by Mr. Gerulaitis, moved:

* THAT THE FACULTY OF OAKLAND NOMINATE FOR THE BACHELOR'S DEGREE THE STUDENTS NAMED ON THE AUGUST GRADUATION LIST DISTRIBUTED WITH THIS AGENDA WITH ONE CHANGE: THAT THE NAME OF JERRY R. BARNES, ECONOMICS AND MANAGEMENT, BE DELETED.

Motion carried on a voice vote.

e. Ms. Bingham, seconded by Mr. Hetenyi, moved:

THAT UNIVERSITY HONORS BE AWARDED TO AUGUST GRADUATES NAMED ON A LIST TO BE DISTRIBUTED AT THE SENATE MEETING.

Motion carried on a voice vote. A list of persons awarded university honors is attached to these minutes.

Mr. Gerulaitis, seconded by Mr. Beardman, moved adjournment. Motion carried.
