a. The Steering Committee has asked standing committees for reports of current activities and intentions. As these reports are received, they will be shared with the Senate.
Academic Policy Committee (Mr. Feeman)
In response to the request made in your memorandum of January 23, 1974, I present the following list of items presently under consideration by the Academic Policy Committee.
(11 Study of the non-numeric grades S, N, I, and P, along with S/N courses. This is a very complex issue, but one which needs very serious attention. We will start with an attempt to clarify the meaning and use of the N grade and proceed from there. Ambiguities and abuses abound. The problem is a serious one for the C.A.S. and H. as well. One aspect of it is this: What redress do students have when their professors violate existing legislation?
(2) Participation in the Servicemen's Opportunity College.
A subcommittee chaired by Louise Bugg is at work on this problem. We hope to have a recommendation by the end of the semester.
(3) Grade Point Average Computation Problem.
We await a jurisdictional decision by the Steering Committee on this issue. Legislation can be prepared in time for the February or March meeting of the Senate.
(4) General Education Problems.
These are problems which the General Education Task Force headed by Bill Jones has asked us to consider. They include the 62-credit transfer limitation, concurrent enrollment, and the transferability of the D-grade. A subcommittee headed by Ms. Bledsoe is considering these problems. It is doubtful that we will complete our study by April.
(5) Use of New-Charter courses for the Independent Concentration. Possible legislation by March or April.
(6) Matthews' Proposals.
Members of the A.P.C. are on various subcommittees. We will sit as a whole on the Commission to be formed later. I have no idea what the timetable will be here.
Academic Standing and Honors Committee (Ms. Bingham)
The Academic Standing and Honors Committee will be proposing the following legislation to be put before the Senate this year.
(1) Revision of the "N'' Grade Stipulation Policy
(2) Revision of University Honors Policy
The committee is tentatively planning to send the proposals to the Steering Committee by April, 1974.
Research Committee (Mr. Riley)
Our budget this year was $33,000, to which has been added $4,000 by the Biomedical Sciences Support Grant. A further $19,000 was earmarked for Research Leaves to Drs. Roy and Rue, established in the academic year 1972-73 but budgeted in 73-74.
In addition to the awarding of monies for research in the Small Grants (25 awards from 31 applications, approximately $15,000) and Summer Fellowships (7 awards from 12, approximately $16,500) the Committee has continued to support requests for reprints and author's copies of books. This year a further policy has been initiated, that of providing matching funds for page charges in journals. We also contributed $500 to the purchase of a calculator for the free statistical consulting service offered by Drs. Arnold and Casady and evaluated Undergraduate Research Proposals for support by the Alumni fund.
In late February, the second round of Small Grant applications will be received and considered. Further time will then be devoted to consideration of improved and alternate ways of forwarding the research interests and capabilities of Oakland. At this time we see no need to introduce any legislation in the Senate.
b. Enclosed with this agenda are updated standing committee membership lists, membership specifications, and charges. They reflect Senate actions through the January 31, 1974 meeting.
