MINUTES
PRESENT: A quorum
ABSENT: Ms. Titus; Messrs. J. Appleton, Barthel, Beardman, Becker, Brieger, Cafone, Dahlmann, Dovaras Evarts, Glass, Graber, Harding, Haskell, Hill, Hough, Howes, P. J. Johnson, Kent, Light, Mittra, Pettengill, Riley, and Woodard.
President O'Dowd called the meeting to order at 3:30 p.m.
A. Old Business
1. Mr. Obear introduced a motion from the Steering Committee to recommend to the President and the Board of Trustees approval of the action taken by the University Tenure and Appointment Policy Committee to make a change in the application of tenure rules. Motion seconded by Dean Seeber.
2. Mr. Obear, seconded by Mr. McKay, moved approval of the constitutional amendment proposed by the University Tenure and Appointment Policy Committee to subject certain non-personnel decisions of that committee to a referendum procedure. Mr. Williamson commented that the Tenure Committee's proposed amendment is a considerable improvement over the original amendment which he and Mr. McKay had suggested earlier.
3. The motion to establish an accelerated degree program was then brought up for a second reading. The Marz amendment to delete the phrase in the first sentence of the third paragraph "their credit requirements for a degree shall be reduced by 12" and to add as a second sentence:
"Twelve credits shall be earned by satisfactory completion of a thesis" failed on a 13-13 tie vote.
Mr. Witt, seconded by Mr. Tomboulian, moved to amend the third paragraph to read as follows: "Candidates for an accelerated degree will have 32 credits of advanced placement entered upon their transcripts and all general education requirements will be waived. Such students will be required to meet all other degree requirements and must maintain the same academic record as regular students." Mr. Witt commented that since drafting the original motion, he had learned that CLEP recommends the awarding of the equivalent of two courses credit for each examination passed. Since students admitted to this accelerated degree program must pass five CLEP examinations, it seems reasonable to award them the equivalent of a full year's work for these examinations. This amendment was adopted by a voice vote. Mr. Hetenyi, seconded by Ms. Tripp, moved to amend the same paragraph by the addition of the sentence ''12 credits shall be earned by satisfactory completion of a thesis." This motion was ruled out of order by Mr. Heubel, the parliamentarian, as being indistinguishable from the Marz amendment which had already failed.
Mr. Seeber, seconded by Mr. Hetenyi, moved then to amend the paragraph by the addition of this sentence: "with the approval of the appropriate academic unit, a student may earn 12 credits by satisfactory completion of a thesis." This amendment was also defeated by a voice vote. The main motion was then adopted.
* THAT ENTERING STUDENTS WHO HAVE HAD NO PREVIOUS COLLEGE EXPERIENCE AND WHO HAVE DEMONSTRATED SUPERIOR PREPARATION AND ACCOMPLISHMENT BE CONSIDERED FOR ADMISSION INTO THE ACCELERATED DEGREE PROGRAM AT OAKLAND UNIVERSITY. STUDENTS WHO ARE SUCCESSFUL IN ENTERING THE PROGRAM WILL BE AWARDED ADVANCED PLACEMENT CREDIT TO THE EXTENT THAT THEY MAY EARN A BACCALAUREATE IN THREE ACADEMIC YEARS.
ADMISSION REQUIREMENTS FOR THE ACCELERATED DEGREE PROGRAM ARE:
a) A RECOMMENDATION TO THE ACCELERATED DEGREE PROGRAM BY A PERSON QUALIFIED TO JUDGE THE STUDENT'S ACADEMIC ABILITY.
b) SCORES AT OR ABOVE THE NATIONAL MEAN FOR BEGINNING COLLEGE SOPHOMORES IN EACH OF THE FIVE COLLEGE-LEVEL GENERAL EXAMINATIONS OR EQUIVALENT ADVANCED PLACEMENT EXAMINATIONS.
c) A RECOMMENDATION BY AN OAKLAND UNIVERSITY FACULTY MEMBER IN THE STUDENT'S MAJOR FIELD OF INTEREST BASED UPON A PERSONAL INTERVIEW.
CANDIDATES FOR AN ACCELERATED DEGREE WILL HAVE 32 CREDITS OF ADVANCED PLACEMENT ENTERED UPON THEIR TRANSCRIPTS AND ALL GENERAL EDUCATION REQUIREMENTS WILL BE WAIVED. SUCH STUDENTS WILL BE REQUIRED TO MEET ALL OTHER DEGREE REQUIREMENTS AND MUST MAINTAIN THE SAME ACADEMIC RECORD AS REGULAR STUDENTS.
BY SCORING SUCCESSFULLY ON COMPETENCY EXAMINATIONS, COLLEGE-LEVEL SUBJECT EXAMINATIONS OR ADVANCED PLACEMENT EXAMINATIONS, A STUDENT MAY EARN AN ADDITIONAL 28 CREDITS BY EXAMINATION, HOWEVER, CREDIT WILL NOT BE AWARDED FOR EXAMINATIONS COVERING THE SAME SUBJECT MATTER AS THE EXAMINATIONS IN PART 2 ABOVE.
DURING THE FIRST YEAR IN THE PROGRAM PARTICIPATING STUDENTS WILL BE ASSIGNED INDIVIDUAL FACULTY ADVISERS.
4. Mr. Obear brought up the notion to create a Department of Speech Communication in the College of Arts and Sciences. He commented that a search of Senate Minutes revealed that previous legislation for the creation of departments had included no specification of the location of such departments in the various academic or administrative units of the University. He therefore moved, seconded by Mr. Matthews, to strike the phrase "within the College of Arts and Sciences" from the motion. The amendment was passed on a voice vote, and then the main motion was also adopted by a voice vote:
* THAT A DEPARTMENT OF SPEECH COMMUNICATION BE ESTABLISHED EFFECTIVE JULY 1, 1972.
