March 28, 1972

MINUTES

PRESENT: A quorum
ABSENT
: Ms. Tripp; Messrs. Barthel, Bertocci, Cafone, Coon, Dahlmann, Harding, Hetenyi, Heubel, Hough, Howes, P. J. Johnson, Kent, Light, Mittra, Susskind, Tagore, Torgoff and Woodard.

President O'Dowd called the meeting to order at 3:25 p.m.

Ms. Hirschfeld, seconded by Mr. Pettengill, moved to approve the minutes for January 27, February 17, and March 14, 1972, which had been previously distributed.

Before turning to the agenda. President O'Dowd reported that a proposal had been submitted by the ad hoc Evening College Committee, which recommended the establishment of an evening program. This report has been referred to the Academic Policy Committee, and should reach the Senate floor for full debate prior to adjournment of this session of the Senate. Since the scheduling for the Fall term is in progress at the present time, Mr. O'Dowd consulted the Senate as to the advisability of tentatively scheduling some courses from among our present regular daytime offerings for the Fall term at night in anticipation of possible Senate action. After some discussion, it became apparent that the Senate did not wish to take any action at this time that would either commit or preclude subsequent action on the Evening College report. Mr. O'Dowd therefore decided to advise Mr. Obear to prepare alternate schedules, one for daytime only, and the other for both daytime and evening classes.

A. OLD BUSINESS (Continuation of the March 14th Agenda.)

Item 1 had been adopted, and Item 2 was on the floor. The Heubel amendment to strike section vii had been adopted, and the Russell amendment to substitute "50% for "60%" in the last sentence of item viii had been defeated .

At this point deliberations resumed, and an amendment which had been offered by Mr. Hetenyi to strike the last sentence of item viii entirely was then adopted by a vote of 17 to 11.  Mr. Wllliamson then asked that this sentence be returned to the Academic Policy Committee for reconsideration. This was done without formal action.

Mr. Haskell, seconded by Ms. Gerulaitis, then moved to amend item i to require 128 credits for graduation. After a brief discussion, this was adopted by a vote of 19 to 11.  (Secretary's Note: This action was reconsidered at the April 5th meeting, and by an overwhelming voice vote the requirement was returned to 124 credits. To avoid unnecessary confusion of posterity, I will record the requirement in the summary below in its final form at 124 credits.) The main motion was then adopted by a voice vote:

* THAT THE REQUIREMENTS FOR GRADUATION FROM OAKLAND UNIVERSITY BE STATED AS FOLLOWS:

a. IN ORDER TO GRADUATE WITH THE DEGREE OF BACHELOR OF ARTS OR BACHELOR OF SCIENCE, THE STUDENT MUST:

i) ACCUMULATE A MINIMUM OF 124 CREDIT HOURS

ii) HAVE ACCUMULATED AT LEAST 32 OF THESE CREDIT HOURS AT OAKLAND UNIVERSITY, OF WHICH AT LEAST 16 CREDIT HOURS MUST BE IN THE STUDENT'S MAJOR AREA OF STUDY

iii) TAKE THE LAST 8 CREDIT HOURS NEEDED TO COMPLETE THE REQUIREMENT FOR A BACCALAUREATE DEGREE IN RESIDENCE AT OAKLAND UNIVERSITY

iv) HAVE A CUMULATIVE GRADE POINT AVERAGE IN COURSES TAKEN AT OAKLAND UNIVERSITY OF AT LEAST 2.0

v) HAVE COMPLETED AT LEAST 8 CREDIT HOURS IN FREE ELECTIVES

vi) HAVE COMPLETED THE GENERAL EDUCATION REQUIREMENTS AS SPECIFIED BY THE SCHOOL OR COLLEGE IN WHICH THE STUDENT IS ENROLLED

vii) HAVE FULFILLED ALL REQUIREMENTS FOR AN INDEPENDENT CONCENTRATION OR MAJOR AREA OF STUDY INCLUDING RECEIVING A CUMULATIVE GRADE POINT AVERAGE OF 2.0 IN COURSES CONSTITUTING THE INDEPENDENT CONCENTRATION OR MAJOR.

viii) COMPLETE AN APPLICATION FOR DEGREE CARD AT THE OFFICE OF THE REGISTRAR.

Motion 3. A motion from APC to specify requirements for programs leading to the Bachelor's degree was then introduced. The Heubel amendment to delete section ii was then adopted. The Russell substitute for item iii was adopted.

"An independent concentration or major area of study. The maximum number of credit hours that may be required in a degree program is 60 in the major area of study and 92 in the major area and cognate areas."

The main motion was then adopted:

* THAT PROGRAMS LEADING TO THE BACHELOR OF ARTS OR THE BACHELOR OF SCIENCE DEGREE MUST CONTAIN:

A GENERAL EDUCATION COMPONENT, INCLUDING TWO FRESHMEN EXPLORATORIES (OR EQUIVALENT BY COMPETENCY EXAMINATION OR TRANSFER CREDIT) SET BY THE SCHOOL OR COLLEGE CONCERNED AND REVIEWED AND APPROVED BY THE UNIVERSITY SENATE,

AN INDEPENDENT CONCENTRATION OR MAJOR AREA OF STUDY. THE SCHOOL OR COLLEGE CONCERNED SHALL SET THE MAXIMUM NUMBER OF CREDIT HOURS THAT MAY BE REQUIRED IN THE MAJOR AREA OF STUDY.

Motion 4. The motion from APC to establish requirements for a second Baccalaureate degree was then introduced. An amendment from Mr. Burke, seconded by Dean Seeber, to strike the first paragraph of section c was defeated. The main motion was then adopted:

* THAT, TO RECEIVE A SECOND BACCALAUREATE DEGREE, A STUDENT AT OAKLAND UNIVERSITY MUST:

a. RECEIVE PRIOR WRITTEN APPROVAL OF THE DEPARTMENT HEAD AND DEAN CONCERNED TO OFFICIALLY ENTER THE PROGRAM LEADING TO THE SECOND DEGREE. TO PURSUE TWO BACCALAUREATE DEGREES SIMULTANEOUSLY A STUDENT MUST OBTAIN SUCH APPROVAL FOR BOTH PROGRAMS.

b. MEET ALL SPECIFIED REQUIREMENTS FOR BOTH DEGREE PROGRAMS.

c. COMPLETE A MINIMUM OF 32 CREDIT HOURS OF WORK IN RESIDENCE AT OAKLAND UNIVERSITY BEYOND THAT REQUIRED FOR THE FIRST DEGREE. OF THESE 16 CREDIT HOURS MUST BE AT AN ADVANCED LEVEL (COURSES AT 300 LEVEL OR ABOVE).

A STUDENT HOLDING A BACCALAUREATE DEGREE FROM OAKLAND UNIVERSITY CANNOT HAVE HIS OR HER UNDERGRADUATE GPA MODIFIED BY ADDITIONAL UNDERGRADUATE WORK, NOR CAN THE STUDENT BE A CANDIDATE FOR ACADEMIC HONORS.

A STUDENT MEETING THE SEPARATE REQUIREMENTS FOR EACH OF TWO DEGREE PROGRAMS (b ABOVE), BUT NOT THE ADDITIONAL REQUIREMENTS FOR AWARDING OF TWO DEGREES (a and c ABOVE) MAY HAVE THE CERTIFICATION WITHIN THE TWO PROGRAMS ENTERED UPON HIS OR HER TRANSCRIPT.

B. NEW BUSINESS

1. Mr. Witt introduced the motion from the Academic Policy Committee to establish an accelerated degree program. Seconded by Ms. Gerulaitis. Mr. Marz, seconded by Ms. White, moved to delete the phrase "THE CREDIT REQUIREMENTS FOR A DEGREE WILL BE REDUCED BY 12" in the first sentence of the third paragraph, and to insert instead as a second sentence

"TWELVE CREDITS SHALL BE EARNED UPON SATISFACTORY COMPLETION OF A THESIS".

At this point the Senate concluded discussion of the agenda, and agreed to meet weekly throughout the month of April, and to adjourn meetings promptly at 5:30 p.m. The meeting then adjourned promptly at 5:30.
