February 17, 1972

MINUTES

PRESENT: A quorum
ABSENT: Ms. Hirschfeld, Titus; Messrs. Barthel, Brieger, Gaylor, Harding, Hi P. Johnson, Kent, Mittra, Powell, Riley, Shantz, Susskind, Dahlmann

President O'Dowd called the Senate to order at 3:50 P.M.

A. OLD BUSINESS

* 1. The recommendation from the Steering Committee

"THAT THE UNIVERSITY SENATE, RECOGNIZING THE LEGITIMATE INTEREST AND CONCERNS OF STUDENTS AND ADMINISTRATIVE-PROFESSIONALS AS WELL AS FACULTY IN THE MATTER OF STUDENT CONDUCT, RETURN JURISDICTION OF THE AD HOC STUDENT CONDUCT COMMITTEE TO THE UNIVERSITY ADMINISTRATION, WHERE IT SHALL BE RECOGNIZED AS AN ALL-UNIVERSITY COMMITTEE. IT IS UNDERSTOOD THAT ANY PROPOSED SUBSEQUENT CHANGE IN THE LOCATION OF THIS COMMITTEE IN THE GOVERNMENTAL STRUCTURE OF THE UNIVERSITY WILL BE PRESENTED TO THE SENATE, THE CONGRESS AND THE AP ASSEMBLY FOR REVIEW" was Approved.

* 2. The recommendation from the Steering Committee

THAT THE UNIVERSITY SENATE RECOMMEND TO PRESIDENT O'DOWD THAT THE CONSTITUTION OF THE ADMINISTRATIVE- PROFESSIONAL ASSEMBLY BE ACCEPTED AND TRANSMITTED TO THE BOARD OF TRUSTEES FOR FINAL APPROVAL" was Approved.

B. NEW BUSINESS

1. Mr. Evarts, in the absence of Mr. Harding, seconded by Dean Hetenyi, moved:

* a. THAT MOTIONS b and c BE APPROVED FOR FINAL VOTE AT THIS MEETING.  Adopted.

* b. THAT THE FACULTY OF OAKLAND UNIVERSITY NOMINATE FOR THE BACHELORS DEGREE CONFERRED JANUARY 14, 1972, THE STUDENTS NAMED ON THE LIST DISTRIBUTED AT THIS MEETING. (Mr. Charles Van Paemel was added to the B.S. List.) Adopted.

* c. THAT UNIVERSITY HONORS BE AWARDED TO THE GRADUATES NAMED ON THE LIST DISTRIBUTED. Adopted.

2. Mr. G. P. Johnson moved, seconded by Mr. Hetenyi,

 THAT THE SENATE APPROVE THE MASTER OF ARTS PROGRAM IN GUIDANCE AND COUNSELING PROPOSED BY THE
SCHOOL OF EDUCATION.

Mr. Obear commented that this motion had also been referred to the Planning Office and the Senate Planning Committee for parallel review. In the future the Steering Committee intends to insist that the sponsors of new programs submit their proposals for prior review by these agencies.

Considerable interest was expressed in the program, particularly as to need, cost, and prospective enrollment. Dean Johnson agreed to circulate additional material prior to second reading.

3. Mr. Witt moved, seconded by Mr. Haskell,

THAT THE REQUIREMENTS FOR GRADUATION FROM OAKLAND UNIVERSITY BE STATED AS FOLLOWS:

a. In order to graduate with the degree of Bachelor of Arts or Bachelor of Science, the student must:

i) accumulate a minimum of 124 credit hours

ii) have accumulated at least 32 of these credit hours at Oakland University, of which at (east 16 credit hours must be in the student's major area of study

iii) take the last 8 credit hours needed to complete the requirement for a baccalaureate degree in residence at Oakland University

iv) have a cumulative grade point average in courses taken at Oakland University of at least 2.0

v) have completed at least 8 credit hours in free electives

vi) have completed the general education requirements as specified by the School or College in which the student is enrolled

vii) have fulfilled the requirements for Michigan Public Law 229 as specified by the School or College in which the student is enrolled

viii) have fulfilled all requirements for an independent concentration or major area of study including receiving a cumulative grade point average of 2.0 in courses constituting the independent concentration or major. A student may not count toward graduation credit hours in any one field of study in excess of 60 percent of the total credit hours required for graduation

ix) complete an application for degree card at the Office of the Registrar.

Mr. Heubel, seconded by Mr. Cherno, moved to strike item vii.

Mr. Russell, seconded by Mr. Tomboulian, moved to substitute "50%" for "60%" in the last sentence of item viii.

4. Mr. Witt, seconded by Mr. Haskell, moved

THAT PROGRAMS LEADING TO THE BACHELOR OF ARTS OR THE BACHELOR OF SCIENCE DEGREE MUST CONTAIN:

i) A GENERAL EDUCATION COMPONENT, INCLUDING TWO FRESHMAN EXPLORATORIES (OR EQUIVALENT BY COMPETENCY EXAMINATION OR TRANSFER CREDIT) SET BY THE SCHOOL OR COLLEGE CONCERNED AND REVIEWED AND APPROVED BY THE UNIVERSITY SENATE

ii) PROVISION FOR COMPLYING WITH MICHIGAN PUBLIC LAW 229

iii) AN INDEPENDENT CONCENTRATION OR MAJOR AREA OF STUDY. THE SCHOOL OR COLLEGE CONCERNED SHALL SET THE MAXIMUM NUMBER OF CREDIT HOURS THAT MAY BE REQUIRED IN THE MAJOR AREA OF STUDY.

Mr. Heubel, seconded by Mr. Marz, moved to strike item ii.

Mr. Russell, seconded by Mr. Tomboulian, moved to substitute the following for item iii:

An independent concentration or major area of study. The maximum number of credit hours that may be required in a degree program is 60 in the major area of study and 92 in the major area and cognate areas.

5. Mr. Witt, seconded by Mr. Haskell, moved

THAT, TO RECEIVE A SECOND BACCALAUREATE DEGREE, A STUDENT AT OAKLAND UNIVERSITY MUST:

a. RECEIVE PRIOR WRITTEN APPROVAL OF THE DEPARTMENT HEAD AND DEAN CONCERNED TO OFFICIALLY ENTER THE PROGRAM LEADING TO THE SECOND DEGREE. TO PURSUE TWO BACCALAUREATE DEGREES SIMULTANEOUSLY A STUDENT, MUST OBTAIN SUCH APPROVAL FOR BOTH PROGRAMS.

b. MEET ALL SPECIFIED REQUIREMENTS FOR BOTH DEGREE PROGRAMS.

c. COMPLETE A MINIMUM OF 32 CREDIT HOURS OF WORK IN RESIDENCE AT OAKLAND UNIVERSITY BEYOND THAT REQUIRED FOR THE FIRST DEGREE OF THESE 16 CREDIT HOURS MUST BE AT AN ADVANCED LEVEL (COURSES AT 300 LEVEL OR ABOVE).

A STUDENT HOLDING A BACCALAUREATE DEGREE FROM OAKLAND UNIVERSITY CANNOT HAVE HIS OR HER UNDERGRADUATE GPA MODIFIED BY ADDITIONAL UNDERGRADUATE WORK, NOR CAN THE STUDENT BE A CANDIDATE FOR ACADEMIC HONORS.

A STUDENT MEETING THE SEPARATE REQUIREMENTS FOR EACH OF TWO DEGREE PROGRAMS (b above), BUT NOT THE ADDITIONAL REQUIREMENTS FOR AWARDING OF TWO DEGREES (a and c above) MAY HAVE THE CERTIFICATION WITHIN THE TWO PROGRAMS ENTERED UPON HIS OR HER TRANSCRIPT.
