MINUTES
PRESENT: A quorum

President O'Dowd called the meeting to order at 3:38 P.M.
A. OLD BUSINESS
1. The motion to establish a hearing officer was withdrawn by the Steering Committee.
B. NEW BUSINESS
1. Mr. Obear discussed the Steering Committee report on Student Conduct Committee which had been printed in the January 27th Agenda.
2. Mr. Obear moved item B2, and modified the printed motion to state
THAT THE UNIVERSITY SENATE, RECOGNIZING THE LEGITIMATE INTEREST AND CONCERNS OF STUDENTS AND ADMINISTRATIVE-PROFESSIONALS AS WELL AS FACULTY IN THE MATTER OF STUDENT CONDUCT, RETURN JURISDICTION OF THE AD HOC STUDENT CONDUCT COMMITTEE TO THE UNIVERSITY ADMINISTRATION, WHERE IT SHALL BE RECOGNIZED AS AN ALL-UNIVERSITY COMMITTEE. IT IS UNDERSTOOD THAT ANY PROPOSED SUBSEQUENT CHANGE IN THE LOCATION OF THIS COMMITTEE IN THE GOVERNMENTAL STRUCTURE OF THE UNIVERSITY WILL BE PRESENTED TO THE SENATE, THE CONGRESS AND THE AP ASSEMBLY FOR REVIEW.
Seconded by Mr. Appleton.
Mr. Shantz inquired what segment of the University will oversee the operation of the committee. Mr. O'Dowd stated that the committee would be lodged in the office of the Vice President for Student Affairs. Mr. Shantz asked if the Advisory Council was also transferred to the University Administration. After some initial uncertainty, it was agreed that the Council also was transferred. Mr. Appleton stated that he intends to maintain the present membership specifications on the Advisory Council in the future.
* 3. Mr. Obear, seconded by Mr. Cherno, moved the approval of the membership lists for the Senate Committees.
Mr. Cherno commented that the Arts and Sciences faculty seemed underrepresented on APC with only one seat out of 13. Mr. Obear noted that the membership specifications for this committee, approved by the Senate on November 23, 1971, called for "one member from each organized faculty". Mr. Cherno then commented that "we have no one to blame but ourselves, then." Motion adopted.
4. Mr. Obear, seconded by Mr. Hetenyi, moved to recommend acceptance of the AP constitution. Mr. Cherno expressed an interest in faculty representation in the AP Assembly, which is not provided. Mr. Marshall said that the omission was "probably purposeful", since the AP Assembly is not a representative body.
5. Mr. Obear announced that examinations scheduled for Saturday, April 29, 1972 will be held on Wednesday, May 3. The schedule for the other four days will remain unchanged.
