1. Motion from the Steering Committee (Mr. Obear)

a. THAT THE DATE OF COMMENCEMENT BE Changed FROM "THE SATURDAY AFTER MEMORIAL DAY"  TO "THE WEEKEND AFTER MEMORIAL DAY." First Reading.

2. Motion  from,, the Steering Committee Cir. Obear)

a. THAT MOTION (b) BE MADE ELIGIBLE FOR FINAL VOTE. Procedural Motion.

b. THAT A SYSTEM OF STAGGERED TERMS OF OFFICE FOR ALL STANDING COMMITTEES OF THE SENATE SHALL BE ESTABLISHED. IN THE FALL OF 1971, APPROXIMATELY HALF OF THE MEMBERSHIP OF EACH COMMITTEE SHALL BE APPOINTED FOR TWO YEAR TERMS, AND HALF FOR ONE YEAR TERMS. SUBSEQUENTLY, VACANCIES SHALL BE FILLED EACH SPRING FOR THE NEXT FALL BY TWO-YEAR APPOINTMENTS.

3. Motions from the Steering Committee (Mr. Obear)

a. THAT THE FOLLOWING MOTIONS BE MADE ELIGIBLE FOR FINAL VOTE. Procedural motion.

b. THAT THE FOLLOWING CHARGES AND MEMBERSHIP SPECIFICATIONS BE ADOPTED FOR THE SENATE COMMITTEES LISTED BELOW.

Comment: Votes should be taken separately on each item below, both for eligibility for final vote and on the substance of the notions. Committees not mentioned below may appear on lists distributed at the meeting, or will appear on the December Senate agenda.

1. Academic Policy Committee

Charge: To recommend University academic policies for the baccalaureate programs and to receive and consider regular reports from the various committees on instruction. Such topics as the establishment of decrees and the general requirements within which the organized faculties of the University shall devise degree programs, the grading system, the credit system, and other University academic policies shall fall within the purview of the Committee. Petitions of exception to approved policies will be handled ordinarily by the committees on instruction of the organized faculties, subject to review by the Academic Policy Committee.

Membership: The Provost, one faculty member from each organized faculty, four students, one administrative-professional, and the Registrar and the Dean for Student Services, both of whom areex-officio and nonvoting.

2. Athletics Committee

Charge: To consider and recommend policies governing intercollegiate, intramural and recreational athletics, and to advise the administrative officer responsible for athletic programs.

Membership: Three faculty, three administrative-professionals, three students, and the Director of Athletics and the Vice President for Student Affairs, both of whom are ex officio  and nonvoting.

3. Academic Standing and Honors Committee

 No changes recommended.

Charge: To review, propose, and implement policies concerning academic probation, separation, and readmission; to present to the Senate the Registrar's list of candidates for graduation with any recommendation for deletions or additions to the list, and to review and transmit to the Senate nominees for University and Departmental Honors.

Membership- Four faculty members; the Provost (or an academic officer representing him); one student; and the Vice President for Student Affairs, who is ex officio and non-voting.

4. Teaching and Learning Committee

Charge: To promote the teaching function and the learning process by sponsoring incentives for good teaching and by publicizing within the University significant ideas and approaches to teaching and learning; and to provide for a more structured outlet for reflection on both the teaching and learning process and the aspirations and accomplishments of the teaching profession.

Membership: Four faculty members, four students, two administrative- professionals; one member-at-large, and the Director of Research and Institutional Services, who is ex officio and nonvoting.

 4. Proposed Constitutional amendment from the University Congress. (Mr. Cook)

ARTICLE V, SECTION i, OF THE UNIVERSITY CONSTITUTION SHALL BE AMENDED AS FOLLOWS: THE SENTENCE "THREE SENATORS SHALL BE CHOSEN BY THE STUDENTS OF OAKLAND UNIVERSITY SHALL BE CHANGED TO "THE STUDENTS OF OAKLAND UNIVERSITY SHALL ELECT THREE SENATORS FOR EVERY 1,000 FULL-TIME STUDENTS ENROLLED IN THE WINTER SEMESTER PRIOR TO THE ELECTION OF A NEW SENATE."

Comment: The Steering Committee is presently revising the committee structure to insure greater student and administrative- professional input in most committee deliberations. The Steering Committee strongly believes, however; that the Senate itself should remain primarily a faculty body, with input from student and administrative-professional groups primarily for information purposes. The Steering Committee therefore does not support this motion.

1 B.3.5.  Addendum to the Agenda
Research Committee

Charge: To encourage and promote scholarship, advanced studies, and research among the faculty and staff of the university. The Committee's responsibilities include, in particular, the evaluation of applications for intramural research funds and the allocation of these funds.  More generally they include the protection and development of practices and policies conducive to scholarly activity.

Membership: Seven faculty members, including two faculty members named by the Graduate Council; and the  Director of Research and Instructional Services, the Dean of the Library, and the Dean of Graduate Study, each of whom is ex officio and nonvoting.
