MINUTES
PRESENT: A quorum
ABSENT: Ms. White, Messrs. Cafone, Cherno, Coon, Dovaras, Hill, Light, Mittra, Riley, Russell, Shantz, and Tagore
President O'Dowd called the meeting to order at 3:36 P.M. Mr. Hetenyi, seconded by Ms. Gerulaitis, moved to approve the minutes of the October 14 meeting. Mr. Davis noted that Mr. Heubel had been appointed Parliamentarian which should be noted in the minutes. The minutes were then approved.

B. NEW BUSINESS
1. Mr. Obear moved, seconded by Mr. Hetenyi, THAT THE DATE OF COMMENCEMENT BE CHANGED FROM "THE SATURDAY AFTER MEMORIAL DAY TO "THE WEEKEND AFTER MEMORIAL DAY." First Reading.
*2. Mr. Obear moved, seconded by Mr. Seeber, THAT THE FOLLOWING MOTION BE MADE ELIGIBLE FOR FINAL VOTE. ADOPTED.
* Mr. Obear moved, seconded by Mr. Hetenyi, THAT A SYSTEM OF STAGGERED TERMS OF OFFICE FOR ALL STANDING COMMITTEES OF THE SENATE SHALL BE ESTABLISHED. IN THE FALL OF 1971, APPROXIMATELY HALF OF THE MEMBERSHIP OF EACH COMMITTEE SHALL BE APPOINTED FOR TWO YEAR TERMS, AND HALF FOR ONE YEAR TERMS. SUBSEQUENTLY, VACANCIES SHALL BE FILLED EACH SPRING FOR THE NEXT FALL BY TWO-YEAR APPOINTMENTS. ADOPTED.
*3. Mr. Obear moved, seconded by Mr. Burke, THAT THE FOLLOWING MOTIONS BE MADE ELIGIBLE FOR FINAL VOTE. ADOPTED.
* 1. Mr. Obear then moved, seconded by Mr. Hetenyi, to approve the charge and membership specifications of the Academic Policy Committee. Mr. McKay, seconded by Ms. Gerulaitis, moved to add 'THE ACADEMIC CALENDAR'' to the charge of the committee. Amendment failed.
Mr. Hetenyi, seconded by Mr. G. P. Johnson, moved to add the word "undergraduate" in the following locations:
line 4 - ... establishment of undergraduate degrees and the general undergraduate requirements ...
line 6 - ... devise undergraduate degree programs ...
Amendment adopted.
Mr. Schultz, seconded by Mr. Powell, moved to amend the membership to "six students." Amendment failed.
Main motion, as amended, ADOPTED.
*2. Mr. Obear moved, seconded by Mr. Seeber, to approve the charge and membership specifications of the Athletic Committee. ADOPTED.
*3. Mr. Obear, seconded by Ms. Tripp, moved to approve the charge and membership specifications of the Academic Standing and Honors Committee. Mr. Schultz, seconded by Mr. Torgoff, moved to increase the student representation to "three students.'' Amendment failed.
Mr. Heubel, seconded by Mr. Susskind, moved to eliminate the specification of "one student." Amendment Adopted.
Mr. McKay, seconded by Hr. Marz, moved to add "three students in a non-voting capacity." Amendment Adopted.
Main motion, as amended, ADOPTED.
*4. Mr. Obear, seconded by Mr. Haskell, moved to approve the charge and membership specifications of the Teaching and Learning Committee.
Mr. Schillace, seconded by Mr. Heubel, moved to change the membership specification to; "Five faculty, five students, one member-at-large, and the Director of Research and Instructional Services. Amendment failed.
Main notion ADOPTED.
*5. Mr. Obear, seconded by Mr. Seeber, moved to approve the charge and membership specifications of the Research Committee1. ADOPTED.
4. Mr. Schultz, seconded by Mr. Obear, moved the following constitution amendment.
ARTICLE V, SECTION i, OF THE UNIVERSITY CONSTITUTION SHALL BE AMENDED AS FOLLOWS; THE SENTENCE "THREE SENATORS SHALL BE CHOSEN BY THE STUDENTS OF OAKLAND UNIVERSITY" SHALL BE CHANGED TO: "THE STUDENTS OF OAKLAND UNIVERSITY SHALL ELECT THREE SENATORS FOR EVERY 1,000 FULL-TIME STUDENTS ENROLLED IN THE WINTER SEMESTER PRIOR TO THE ELECTION OF A NEW SENATE." First Reading.

1 B.3.5. Addendum to the Agenda
Research Committee
Charge: To encourage and promote scholarship, advanced studies, and research among the faculty and staff of the university. The Committee's responsibilities include, in particular, the evaluation of applications for intramural research funds and the allocation of these funds. More generally they include the protection and development of practices and policies conducive to scholarly activity.
Membership: Seven faculty members, including two faculty members named by the Graduate Council; and the Director of Research and Instructional Services, the Dean of the Library, and the Dean of Graduate Study, each of whom is ex officio and nonvoting.
