MINUTES
PRESENT: Messrs. Akers, J. Appleton, Arnold, Barthel, Beardman, Burke, Butler, Cherno, Dahlmann, Davis, Gerulaitis, Hetenyi, Hildum, Phil Johnson, P.J. Johnson, Kleckner, Mascitelli, Matthews, O'Dowd, Seeber, Simmons, Stern, Stoutenburg, Susskind, Torch, Torgoff, Witt.
ABSENT: Messrs. Briod, Burdick, Coon, Cramer, DeMent, Dovaras, Gibson, Haskell, Heubel, Iodice, Kent, Light, McKay, Obear, Righter, Rue, Swanson, Tipler.
President O'Dowd opened the general discussion period at 3:25 p.m.
The President discussed the tuition and fee requirements for the 1971-72 school year. He stated that the university must submit to the Legislature, by April 15, a statement of charges to be made to Oakland University students for the coming school year. At the present time, without more information about the university's 1971-72 appropriation, the letter cannot be specific. The tuition could range from $15 per credit to the tuition charged this year.
Mr. Appleton discussed the current rumors, myths, and tensions in the dormitories.
President O'Dowd called the meeting to order at 3:40 p.m.
Mr. Hetenyi moved the approval of the April 1 minutes of the University Senate. Seconded by Mr. Stern. Approved.
OLD BUSINESS
Mr. Davis reintroduced the resolution of the Steering Committee moved by Mr. Obear on April 1, regarding the university calendar, previously seconded by Mr. Stern. Mr. Davis stated that the Steering Committee had incorporated Mr. Cherno's amendment of April 1, into the new wording of this motion. Mr. Cherno accepted this procedure of handling his amendment.
*"THAT, IN THE PREPARATION OF THE UNIVERSITY CALENDAR, EVERY REASONABLE EFFORT SHALL BE MADE TO AVOID CONFLICTS BETWEEN THE REGISTRATION AND FINAL EXAMINATION PERIODS AND RELIGIOUS HOLIDAYS LIKELY TO BE OBSERVED BY SUBSTANTIAL NUMBERS OF STUDENTS. WHEN SUCH CONFLICTS ARE UNAVOIDABLE BECAUSE OF OTHER SCHEDULE REQUIREMENTS ALTERNATIVE ARRANGEMENTS MAY BE MADE INFORMALLY OR STUDENTS MAY PETITION THE PROVOST IN WRITING FOR PERMISSION TO REGISTER OR TAKE THEIR EXAMINATIONS AT OTHER TIMES."
Motion carried.
* Mr. Hildum reintroduced the resolution of the Academic Policy Committee and the ad hoc Committee on the Applied Social Sciences that he made on April 1 regarding planning for a School of Community Services and Development previously seconded by Mr. Obear.
"THE UNIVERSITY SENATE HEREBY ENCOURAGES CONTINUED PLANNING FOR A SCHOOL OF COMMUNITY SERVICES AND DEVELOPMENT AND APPROVES THE INTENT, APPROACH, AND BROAD OUTLINES OF THE CURRICULUM SUMMARIZED IN THE FEBRUARY 25, 1971, PROPOSAL SUBMITTED BY THE AD HOC COMMITTEE ON THE APPLIED SOCIAL SCIENCES."

* Mr. Hildum reintroduced the resolution from the Academic Policy Committee made by him on April 1, rescinding the limit on speech courses, previously seconded by Mr. Matthews.
"ALL PREVIOUS SENATE ACTIONS LIMITING THE NUMBER OF SPEECH COURSES GIVEN AT THIS UNIVERSITY ARE HEREBY
RESCINDED."
Motion carried.
* Mr. Hildum reintroduced the resolution of the Academic Policy Committee moved by him on April 1, to establish UC 063: Introduction to Japan previously seconded by Mr. Gerulaitis. "
"THE SENATE APPROVES THE ADDITION OF A NEW COURSE, UC 063: INTRODUCTION T0 JAPAN, TO THE CURRICULUM AND CATALOG, AND AS AN OPTION UNDER THE UC AREA STUDIES DISTRIBUTION REQUIREMENT."
Motion carried.
* Mr. Hildum reintroduced the resolution from the Academic Policy Committee that he made on April 1, regarding the abolishing the UC 03 series, previously seconded by Mr. Gerulaitis.
"THE UC 03 SERIES OF EXPLORATORIES IS ABOLISHED."
Motion carried.
* Mr. Hildum reintroduced the resolution from the Academic Policy Committee that he made on April 1, regarding competency credit, previously seconded by Mr. Susskind.
President O'Dowd indicated his acceptance of the concept. However, he was concerned for the reference to fees because of the uncertainty of the fee structure for the next academic year.
* Mr. Seeber moved to amend the motion by deleting the words, "a flat fee equal to half of the increment from 16 to 20 credit hours" from the first sentence and adding the words "an appropriate fee" after the word pay in the first sentence. Seconded by Mr. Gerulaitis. Amendment carried.
"STUDENTS MAY RECEIVE CREDIT DESIGNATED AS COMPETENCY CREDIT ON THEIR TRANSCRIPTS FOR OAKLAND UNIVERSITY COURSES, GRADED ON AN S/N BASIS, PROVIDED THAT THEY REGISTER FOR THE COURSE AT REGISTRATION (WITH THE PERMISSION OF THE DEPARTMENT CHAIRMAN, DEAN, OR PROGRAM DIRECTOR), PAY AN APPROPRIATE FEE, AND PASS AN APPROPRIATE COMPETENCY EXAMINATION NO MORE THAN SIX WEEKS AFTER REGISTRATION. THE ADMINISTRATION OF THESE EXAMINATIONS SHALL BE CONDUCTED UNDER PROCEDURES TO BE DETERMINED BY THE ACADEMIC POLICY COMMITTEE AND THE OFFICE OF THE PROVOST."
The motion as amended carried.
* Mr. Hildum reintroduced the resolution from the Academic Policy Committee that he made April 1, regarding a requirement for the bachelor's degree
previously seconded by Mr. Stern.
"THE PRESENT REQUIREMENT FOR THE BACHELOR'S DEGREE WHICH READS 'A STUDENT MUST BE REGISTERED AT OAKLAND UNIVERSITY FOR AT LEAST EIGHT CREDITS DURING THE SEMESTER IN WHICH THE DEGREE IS TO BE CONFERRED SHALL BE CHANGED TO 'THE LAST EIGHT CREDITS NEEDED TO COMPLETE THE REQUIREMENTS FOR A BACHELOR'S DEGREE MUST BE TAKEN IN RESIDENCE AT OAKLAND UNIVERSITY.'"

NEW BUSINESS
* Mr. Davis moved the resolution from the Steering Committee,
"THAT THE WORDS 'INCLUDING THE LIBRARIANS' BE DELETED THE UNIVERSITY CONSTITUTION."
Seconded by Mr. Hildum. Motion carried
Mr. Hildum moved the resolution from the Academic Policy Committee that "The Senate authorizes the addition of a new course UC 070: Introduction to the Slavic World, to the curriculum and catalog, and as an option under the UC Area Studies distribution requirement." Seconded by Mr. Davis.
* Mr. Gerulaitis moved that this motion be voted on today. Seconded by Mr. Stern. Motion carried.
Mr. Hildum's motion was voted on and the motion carried.
"THE SENATE AUTHORIZES THE ADDITION OF A NEW COURSE UC 070: INTRODUCTION TO THE SLAVIC WORLD, TO THE CURRICULUM AND CATALOG, AND AS AN OPTION UNDER THE UC AREA STUDIES DISTRIBUTION REQUIREMENT."
Mr. Davis moved the proposed constitutional amendment submitted by the University Congress that "Article V, Section i, of the University Constitution shall be amended as follows: The sentence "Three Senators shall be chosen by the students of Oakland University" shall be changed to: "The students of Oakland University shall elect three Senators for every 1,000 full-time students enrolled in the winter semester prior to the election of a new Senate." Seconded by Mr. Gerulaitis.
Mr. Stern moved a substitute motion to change the word "three" in the sentence, "The students of Oakland University shall elect three Senators..." to read, "The students of Oakland University shall elect seven Senators..." Seconded by Mr. Gerulaitis.
Mr. Hetenyi moved that "The Senate postpone action on the motion dealing with student representation in the Senate until the Steering Committee, in consultation with the University Congress, is prepared to present a motion on this subject to the Senate in the academic year 1971-72." Seconded by Mr. Hildum.
The discussion that followed indicated that the Senate wanted it made clear to the University Congress that if Mr. Hetenyi's motion was passed the University Congress should not take this action as a rejection of their proposal but a means for allowing the University Senate and the University Congress to study this proposal jointly with the hope of resubmitting a joint resolution early in the fall.
* The Hetenyi motion was then voted on and the motion carried.
"THE SENATE POSTPONE ACTION ON THE MOTION DEALING THE STUDENT REPRESENTATION IN THE SENATE UNTIL THE STEERING COMMITTEE, IN CONSULTATION WITH THE UNIVERSITY CONGRESS, IS PREPARED TO PRESENT A MOTION ON THIS SUBJECT TO THE SENATE IN THE ACADEMIC YEAR 1971-72,"
Mr. Gerulaitis moved the meeting be adjourned. Seconded by Mr. Stern. Meeting adjourned at 4:40 p.m.
