MINUTES
PRESENT: Messrs. Akers, Briod, Burdick, Burke, Butler, Cherno, Dahlmann, Davis, Dovaras, Gerulaitis, Haskell, Hetenyi, Hildum, Phil Johnson, P.J. Johnson, Kent, Kleckner, Light, Matthews, McKay, Obear, O'Dowd, Stern, Stoutenburg, Susskind, Torch, Witt.
ABSENT: Messrs. J.R. Appleton, H. Arnold, Barthel, Beardman, Coon, Cramer, DeMent, Gibson, Heubel, Iodice, Mascitelli, Righter, Rue, Seeber, Simmons, Swanson, Tipler, Torgoff.
President O'Dowd opened the general discussion period at 3:25 p.m.
The President indicated that the earliest possible date for the university's budget hearing would be after April 28. The word on the 1971-72 appropriation is: no action before late summer with the possibility of a delay until fall. In the event that the appropriation decisions are postponed, the legislature will continue the 1970-71 budget by extending it for one month at a time until final action is taken on the 1971-72 budget.
No word is expected on the Capital Outlay appropriation until the Operation appropriation question is resolved. The university still hopes to receive money for the Classroom-Office Building #2, for the Public Safety and Services Building, and the conversion of the Pig Barn (art studios and anthropology- archeology lab).
President O'Dowd discussed, briefly, the status of the collective bargaining negotiations, the acceptance in principle, of the Village Concept, and announced that May 2, is the date set for the Ph.D. accreditation visit.
President O'Dowd called the meeting to order at 4:00 p.m.
Mr. Burdick reported the vote on the Constitutional amendment regarding Article V, Section 1, as it applied to the administrative-professional staff membership on the University Senate. The referendum vote was No - 141; Yes - 64.
Mr. Stern moved the approval of the March 18 minutes of the University Senate. Seconded by Mr. Gerulaitis. Approved.
NEW BUSINESS
Mr. Obear moved the resolution of the Steering Committee that "In the preparation of the university calendar, every reasonable effort shall be made to avoid conflicts between religious holidays and registration and final examination periods. When such conflicts are unavoidable because of other scheduled requirements, alternate arrangements shall be made to permit any affected students to register or take their final examinations at other times." Seconded by Mr. Stern.
Mr. Cherno moved to amend the motion by adding in the second sentence after comma the following words: "An affected student may petition the Provost arrange for permission to defer registration or an examination." Seconded by Mr. Stern
Final action on this motion and the amendment will be taken at a subsequent meeting.
Mr. Hildum moved for the Academic Policy Committee and the ad hoc Committee on the Applied Social Sciences that "The University Senate hereby encourages continued planning for a School of Community Services and Development and approves the intent, approach, and the broad outlines of the curriculum summarized in the February 25, 1971, proposal submitted by the ad hoc Committee on the Applied Social Sciences." Seconded by Mr. Obear.
Final action on this motion, will be taken at a subsequent meeting.
Mr. Hildum moved the resolution from the Academic Policy Committee that "All previous Senate actions limiting the number of speech courses given at this University are hereby rescinded." Seconded by Mr. Matthews.

Mr. Hildum moved the resolution from the Academic Policy Committee that "The Senate approves the addition of a new course, UC 063: Introduction to Japan, to the curriculum and the catalog, and as an option under the UC Area Studies distribution requirement." Seconded by Mr. Gerulaitis. (Description and comment from the Area Studies Faculty: UC 063: Introduction Japan A study of the traditional civilization and modern development of Japan. Topics include history, philosophy and religion, literature and the arts, government, and social organization.)

Mr. Hildum moved the resolution from the Academic Policy Committee that "UC 03 series of Exploratories is abolished." Seconded by Mr. Gerulaitis.

Mr. Hildum moved the resolution from the Academic Policy Committee that "Students may receive credit designated as competency credit on their
transcripts for Oakland University courses, graded on an S/N basis, provided that they register for the course at registration (with the permission of the department chairman, dean, or program director), pay a flat fee equal to half of the increment from 16 to 20 credit hours, and pass an appropriate competency examination no more than six weeks after registration. The administration of these examinations shall be conducted under procedures to be determined by the Academic Policy Committee and the Office of the Provost." Seconded by Mr. Susskind.

Mr. Hildum moved the resolution from the Academic Policy Committee that "The present requirement for the bachelor's degree which reads 'A student must be registered at Oakland University for at least eight credits during the semester in which the degree is to be conferred.' Shall be changed to 'The last eight credits needed to complete the requirements for a bachelor's degree must be taken in residence at Oakland University.'" Seconded by Mr. Stern.

Mr. Obear reported that the President and the Steering Committee had received the following resolutions from the University Tenure and Appointment Policy Committee:
a. The Committee endorses the principle that an attempt be made to obtain reliable information on student perception of teaching effectiveness of faculty members and likewise proposes that this information be considered at all levels where action is taken on a faculty member's retention, termination, promotion and awarding of tenure.
b. The University Tenure and Appointment Policy Committee instructs each department or other academic unit with responsibility for initiating personnel recommendations to establish procedures, to be approved by the appropriate college/school committee on appointments and promotions, by which student perception of teaching effectiveness can be ascertained for its faculty members, and furthermore asks the Teaching and Learning Committee to provide guidance as requested to these units in the process of developing procedures, criteria, instruments, etc. for evaluation.
President O'Dowd read a resolution from the University Congress which, in order to be implemented, would require an amendment to the University Senate's Constitution. The President informed the University Congress representatives present that their request would have to be sent to the Steering Committee so that the requested amendment could be placed on the Senate Agenda for consideration at a future meeting.
Mr. Gerulaitis moved that the Senate move to a Committee of the Whole to discuss the University Congress resolution. Seconded by Mr. Stern. Not adopted.
Mr. Gerulaitis moved adjournment. Seconded by Mr. Hetenyi.
