MINUTES
PRESENT: Messrs. Akers, Barthel, Beardman, Briod, Burdick, Butler, Cherno, Cramer, Davis, Dutton, Haskell, Hetenyi, Heubel, Hildum, Iodice, P. Johnson, P.J. Johnson, Kent, Mascitelli, Matthews, O'Dowd, Righter, Rue, Seeber, Simmons, Stoutenburg, Swanson, Tipler, Torch, Torgoff.
ABSENT: Messrs. J. Appleton, Burke, Coon, DeMent, Dovaras, Fernald, L. Gerulaitis, Gibson, Good, Harding, Kleckner, Letvin, Mattis, McKay, Obear, Springfield, Stern, Susskind, Witt.
Chancellor O'Dowd reconvened the May 12, 1970 recessed meeting at 2:15 p.m.
Chancellor O'Dowd announced that the Senate would meet at 3 p.m. May 15 to handle the graduation lists.
* Mr. Heubel moved a substitute amendment for his May 12 amendment to Item 4 b of the April 16 agenda which was concurred in by Mr. Susskind who seconded the motion.
( 4 b 5 ) "THE CHANCELLOR AND THE APPROPRIATE ADMINISTRATIVE OFFICERS SHALL WORK WITH COMMUNITY COLLEGES IN THE DEVELOPMENT OF COOPERATIVE PROGRAMS AND ARRANGEMENTS FOR THE PURPOSE OF INCREASING THE OPPORTUNITIES IN HIGHER EDUCATION FOR CULTURALLY DISADVANTAGED STUDENTS: THE PRIORITIES SET UNDER THIS LEGISLATION SHALL BE PERIODICALLY REEXAMINED IN THE LIGHT OF THE SUCCESS OF SUCH PROGRAMS AND ARRANGEMENTS."
Approved.
* Mr. Cherno moved to amend item 4 b 3 of the April 16 agenda by deleting the numbers "5-10 % " and substituting the phrase "At least 5% and not more than 10%."
Seconded by Mr. Davis. Approved.
( 4 b 3 ) "TO INSURE MORE OPPORTUNITY FOR ACADEMICALLY DISADVANTAGED STUDENTS WHILE RETAINING FISCAL RESPONSIBILITY ALL EFFORT SHOULD BE MADE TO ADMIT AT LEAST 5% AND NOT MORE THAN 10% OF THE FRESHMAN CLASS IN THE LESS THAN 2.50 GPA CATEGORY. PREFERENCE WILL BE GIVEN TO THOSE WHO ARE BOTH ACADEMICALLY AND ECONOMICALLY DISADVANTAGED."
* Mr. Seeber moved to amend Item 4 b 4 of the April 16 agenda by deleting the words "(Freshmen and Transfers)" and adding after the word "new" the word "freshmen" and changing the word "are" to "be".
Seconded by Mr. Davis. Approved.
( 4 b 4 ) ALL EFFORTS SHALL BE MADE TO INSURE THAT AT LEAST 15% OF ALL NEW FRESHMEN STUDENTS BE BLACK."
* Mr. Matthews moved to amend Item 4 a 4 of the April 16 agenda by deleting the following words in the first sentence " to a college preparatory program (non-matriculation status)." and substituting the words "to degree programs conditionally." Then to delete the words in the second sentence "and admission to regular matriculating status shall be automatic" and substitute the words "and the condition removed."
Seconded by Mr. Barthel. Approved.
( 4 a 4 ) "APPLICANTS WITH A GPA LESS THAN 2.00 WHOSE RECOMMENDATIONS AND INTERVIEW INDICATE A HIGH PROBABILITY FOR SUCCESS IN OAKLAND'S ACADEMIC PROGRAMS MAY BE ADMITTED TO DEGREE PROGRAMS CONDITIONALLY. CREDIT SHALL BE GIVEN AND THE CONDITION REMOVED UPON SUCCESSFUL COMPLETION OF A SPECIALLY DESIGNED EXPLORATORY (COMMUNICATIONS SKILLS) FOR TWO SEMESTER (8 CREDITS EACH) AND ONE ADDITIONAL ELECTIVE COURSE EACH SEMESTER. SUCCESS WILL BE CONSIDERED TO BE A CUMULATIVE GPA OF 2.00 OR HIGHER AFTER TWO SEMESTERS."
With approval of the Senate members present Item 4 of the April 16 agenda was divided into the following parts for action: 4 a, 4 b and c, and 4 d, and 4 e.
Mr. Simmons moved to add a new Item 4 f to the April 16 agenda that "The University will put this proposal into effect to an extent reasonably consistent with the financial support available in our operating budget and in a way that does not jeopardize the programs currently in operation."
Seconded by Mr. Righter.
Chancellor O'Dowd stated that the cost for this legislation will be great but he believes the University should implement the legislation even if the cost delays the implementation of doctoral programs and reduces salaries.
* Mr. Barthel moved " TO VOTE ON ITEM 4 F RATHER THAN AFTER VOTING ON ITEMS 4 A, B AND C, D, AND E."
Seconded by Mr. Iodice. Approved.
Item 4 f was voted on and not approved.
* Mr. Matthews moved to amend Item 4 a 4 of the April 16 agenda by deleting the word "a" and the words "exploratory (communication skills) for two semesters (8 credits each) and one additional elective course each semester." in the second sentence. The words "freshmen programs as determined by the Academic Policy Committee and the Special Project Department of the Dean of Students office." be added after the word "designed" in the second sentence. The words "of 24 credits" be added after the word completion in the second sentence.
Seconded by Mr. Torch. Approved.
* Mr. Davis moved to amend item 4 a 4 of the April 16 agenda by deleting the last sentence.
Seconded by Me. Tipler. Approved.

* The Senate voted on items 4 a 1, 2, 3, and 4. Approved.
4 a "ADMISSION TO THE FRESHMAN CLASS SHALL BE BASED ON THE FOLLOWING CRITERIA:
(1) APPLICANTS WITH A 3.20 OR HIGHER GPA WILL NORMALLY BE ADMITTED.
(2) APPLICANTS WITH A 2.50-3.19 GPA MAY BE ADMITTED IF RECOMMENDATION SOLICITED BY THE UNIVERSITY FROM TWO HIGH SCHOOL TEACHERS AND/OR COUNSELORS INDICATE STRONG MOTIVATION AND LIKELY SUCCESS IN OAKLAND'S ACADEMIC PROGRAMS.
(3) APPLICANTS WITH A 2.00-2.49 GPA MAY BE ADMITTED IF RECOMMENDATIONS FROM TWO HIGH SCHOOL TEACHERS AND/OR COUNSELORS AND AN INTERVIEW WITH A TRAINED UNIVERSITY ADMISSIONS ADVISER INDICATES STRONG MOTIVATION AND LIKELY SUCCESS IN OAKLAND'S ACADEMIC PROGRAMS.
(4) APPLICANTS WITH A GPA LESS THAN 2.00 WHOSE RECOMMENDATIONS AND INTERVIEW INDICATE A HIGH PROBABILITY FOR SUCCESS IN OAKLAND'S ACADEMIC PROGRAMS MAY BE ADMITTED TO DEGREE PROGRAMS CONDITIONALLY. CREDIT SHALL BE GIVEN AND THE CONDITION REMOVED UPON SUCCESSFUL COMPLETION OF 24 CREDITS OF SPECIALLY DESIGNED FRESHMAN PROGRAMS AS DETERMINED BY THE ACADEMIC POLICY COMMITTEE AND THE SPECIAL PROJECTS DEPARTMENT OF THE DEAN OF STUDENTS OFFICE."
* Mr. Dutton moved to amend Item 4 b 1 of April 16 agenda by deleting the words " of two weeks duration".
Seconded by Mr. Haskell. Approved.
* Mr. Hetenyi moved to amend Item 4 b 1 of April 16 agenda by putting a period after the word "period" and deleting the balance of the sentence.
Seconded by Mr. Seeber. Approved.
* Mr. Dutton moved to delete item 4 c of the April 16 agenda.
Seconded by Mr. Barthel. Approved.
The Secretary was requested to include in the minutes the statement that "the action to delete Item 4 c of the April 16 agenda was not meant to be an elimination of the program."
Item 4 b 1, 2, 3, and 4 as amended was approved.
"OPPORTUNITIES FOR DISADVANTAGED STUDENTS WILL BE INSURED BY ESTABLISHMENT OF THE FOLLOWING GUIDELINES AND PROGRAMS:
(1) STUDENTS ADMITTED WITH A GPA LESS THAN 2.50 MAY BE REQUIRED TO ATTEND A SUMMER ORIENTATION PERIOD.
(2) STUDENTS ADMITTED WITH A GPA LESS THAN 2.50 WILL NORMALLY BE ASSIGNED TO THE SPECIAL PROJECTS DEPARTMENT, OFFICE OF STUDENT AFFAIRS, FOR A PARTICULARIZED ACADEMIC SUPPORT PROGRAM.
(3) TO INSURE MORE OPPORTUNITY FOR ACADEMICALLY DISADVANTAGED STUDENTS WHILE RETAINING ITS FISCAL RESPONSIBILITY, THE UNIVERSITY SHOULD MAKE ALL EFFORT TO ADMIT AT LEAST FIVE PER CENT AND NOT MORE THAN TEN PER CENT OF THE FRESHMEN CLASS IN THE LESS THAN 2.50 GPA CATEGORY. PREFERENCE WILL BE GIVEN TO THOSE STUDENTS WHO ARE BOTH ACADEMICALLY AND ECONOMICALLY DISADVANTAGED, AND INSURE AN INCREASED ADMISSIONS TO THE UNIVERSITY OF MEMBERS OF OTHER MINORITY GROUPS TRADITIONALLY DISADVANTAGED.
(4) ALL EFFORTS SHALL BE MADE TO INSURE THAT AT LEAST 15 PER CENT OF ALL NEW FRESHMEN STUDENTS BE BLACK.
(5) THE CHANCELLOR AND THE APPROPRIATE ADMINISTRATIVE OFFICERS SHALL WORK WITH COMMUNITY COLLEGES IN THE DEVELOPMENT OF COOPERATIVE PROGRAMS AND ARRANGEMENTS FOR THE PURPOSE OF INCREASING THE OPPORTUNITIES IN HIGHER EDUCATION FOR CULTURALLY DISADVANTAGED STUDENTS; THE PRIORITIES SET UNDER THIS LEGISLATION SHALL BE PERIODICALLY REEXAMINED IN THE LIGHT OF THE SUCCESS OF SUCH PROGRAMS AND ARRANGEMENTS."
* After much discussion on Item 4 d 1, 2, 3, 4 and 5 of the April 16 agenda the Senate deleted all items and approved the following statement.
4 d "A NON-MATRICULATION CATEGORY SHALL BE ESTABLISHED."
Mr. Seeber moved to eliminate Item 4 e of the April 16 agenda.
Seconded by Mr. Dutton.
Mr. Simmons moved a substitute motion to place a period after the word "criteria" and delete the balance of the statement.
Seconded by Mr. Kent. Approved.
4 e "THE ADMISSIONS OFFICE WILL INFORM ALL MICHIGAN HIGH SCHOOLS OF THE UNIVERSITY'S ADMISSION CRITERIA."
Mr. Heubel moved that the Senate give a special thanks to Mr. Haskell and the Admissions and Financial Aids Committee for their important piece of committee work.
Seconded by Mr. Hetenyi. Approved.
Mr. Hetenyi moved that the meeting be adjourned. Seconded by Mr. Kent.
