April 16, 1970

MINUTES

PRESENT- Messrs. Akers, Barthel, Briod, Burdick, Burke, Butler, Cherno, Coon Cramer, Davis, DeMent, Dutton, Gibson, Haskell, Hetenyi, Heubel, Hildum, Iodice, Kleckner, Mascitelli, Matthews, McKay, Obear, Rue, Seeber, Simmons, Stern, Stoutenburg, Susskind, Tipler, Torch, Torgoff, Witt.
ABSENT- Messrs. J.R. Appleton, Beardman, Dovaras, Fernald, Gerulaitis, Good, Harding, Phil Johnson, P.J. Johnson, Kent, Letvin, Miss Mattis, Messrs. O'Dowd, Righter, Springfield, Swanson.
GUESTS: Open meeting with many guests.

Mr. Obear reconvened the Senate meeting of April 9, at 3:30 p.m.

Mr. Heubel agreed to serve as parliamentarian.

Old Business

Mr. Cherno withdrew his amendment concerning word changes in Item 2 c of the April 9 Agenda. Because Mr. Gerulaitis who had previously seconded the motion was absent, the approval of the Senate was obtained.

* Mr.  Davis moved to amend the wording of paragraph 2 of Item 2 c of the April 9 Agenda deleting the words "which he or she presents for credit toward graduation and substituting after the word 'work' in the first sentence,

"FOR WHICH CREDIT TOWARD GRADUATION IS OBTAINED."

This action was approved by the Senate without a motion.

* Mr. Hildum moved to amend Item 2 a of the April 9 Agenda by adding the following sentences to the paragraph:

"WHEN ANY COURSE IS REPEATED THE RECORDED GRADE SHALL BE THE HIGHER OF THE TWO GRADES.  IT IS UNDERSTOOD THAT N IS THE LOWEST GRADE."

Seconded by Mr. Hetenyi. Adopted.

Mr. Hetenyi moved to table Items 2 a as amended and 2 c of the April 9 Agenda. Seconded by Mr. Simmons. Not adopted.

Mr. Davis moved to amend the Hildum amendment immediately above that the second sentence be deleted and the new sentence read as follows: "In no case shall a previously earned grade be replaced by an N."

Seconded by Mr. Barthel.

After several minutes of discussion, this amendment was withdrawn with the approval of Mr. Barthel.

* Mr. Heubel moved "TO RECONSIDER THE HILDUM AMENDMENT."

Seconded by Mr. Matthews.

Mr. Stoutenburg was asked to include in the minutes his statement regarding the N grade:

"The confusion regarding the N grade and the grade of 0.5 and above is not whether these two symbols are grades or not but the fact that the numeric grades carry credit while the no-grade indicates at this time a withdrawal from the course during the period which the Senate legislation allows without penalty. The N grade obviously does not carry credit because the student has withdrawn from a course while making satisfactory progress in that course on or before the last day of the ninth week of the semester."

Mr. Heubel's motion to reconsider the Hildum amendment was voted and the Hildum amendment was defeated.

Mr. Hetenyi moved to separate the motion of combining Items 2 a and c in the April 9 Agenda.

Seconded by Mr. Haskell. Not adopted.

* Mr. Davis' original motion on Items 2 a and c of the April 9 Agenda was voted and adopted.

"a. THE GRADE 0.0 SHALL BE ABOLISHED. ANY STUDENT WHO REGISTERS FOR A COURSE, AND REMAINS IN IT PAST THE DATE UPON WHICH THE FINAL CREDIT COUNT IS MADE, BUT WHO FOR ANY REASON DOES NOT RECEIVE CREDIT FOR THE COURSE, SHALL RECEIVE AN N GRADE.

c. THE TERM REPORT SHALL BE A COMPLETE RECORD FOR THE STUDENT, HIS OR HER ADVISER, AND THE ACCOUNTING OFFICES OF ALL WORK FOR WHICH THE STUDENT WAS REGISTERED AFTER THE ADD DEADLINE. IT SHALL BE AN INTERNAL DOCUMENT.

THE TRANSCRIPT SHALL BE A RECORD OF THE STUDENT'S ACADEMIC WORK FOR WHICH CREDIT TOWARD GRADUATION IS OBTAINED. IT SHALL NOT SHOW COURSES FOR WHICH THE STUDENT WAS REGISTERED BUT DID NOT OBTAIN CREDIT. THE TRANSCRIPT SHALL BE AVAILABLE FOR EXTERNAL USE AT THE REQUEST OF THE STUDENT."

* Mr. Tipler moved to amend Item 3 a of the April 9 Agenda to delete the words

"REPLACED BY "N" AND SUBSTITUTE THE WORD "ELIMINATED."

Seconded by Mr. Stern. Adopted.

This session of the April 9, Senate meeting was recessed by the agreement of the Senate until 1:00 p.m. Tuesday, April 21. It was also agreed that if an evening session was needed on Tuesday, one would be scheduled.
