April 3, 1969

MINUTES
 

PRESENT: Miss Attwood, Messrs. Appleton, Atkinson, Black, Briod, Butler, Cherno, Davis, Gerulaitis, Gibson, Hahn, Hammerle, Harding, Hetenyi, Hildum, Hoopes, lodice, Johnson, Kent, Kleckner, Linsalata, Lowy, Matthews, McKay, O'Dowd, Pino, Pitts, Righter, Stoutenburg, Susskind, Swanson, Tomboulian, Torch, Varner, Williamson, Witt, Yennior, Mrs. White.
ABSENT: Messrs. Cafone, Clarke, Button, Fernald, Galloway, Lyons, Mittra, Simmons, Schwab, Vann.
GUESTS: Approximately 20 guests were present.

Chancellor Varner called the meeting to order at 3:50 p.m.

The Russell Kirk article appearing in the April 8, 1969 National Review was discussed.

In answer to a question, Mr. Kleckner announced that the Senate election results would be made available to the constituency on April 4.

Action on the acceptance of the March 27 University Senate minutes was delayed until the next meeting.

OLD BUSINESS

The Graduate Study Committee's recommendation moved by Mr. Tomboulian on March 27 authorizing the School of Education to offer a program leading to a degree of Master of Arts in Teaching Special Education, seconded by Mr. Butler, was reintroduced for final action.

* THE SCHOOL OF EDUCATION IS AUTHORIZED TO OFFER A PROGRAM LEADING TO THE DEGREE OF MASTER OF ARTS IN TEACHING IN SPECIAL EDUCATION (CONCENTRATION: EMOTIONALLY DISTURBED CHILDREN). THE PROGRAM LEADING TO THIS DEGREE MAY BE IMPLEMENTED AS SOON AS FEASIBLE.

Motion was adopted.

The Graduate Study Committee's recommendation moved by Mr. Tomboulian on March 27 authorizing the History Department to offer a program leading to the degrees in Master of Arts in History and a Master of Arts in Teaching of History, seconded by Mr. Hetenyi, was reintroduced for final action.

* THE DEPARTMENT OF HISTORY IS AUTHORIZED TO OFFER A PROGRAM LEADING TO THE DEGREES OF MASTER OF ARTS IN HISTORY AND MASTER OF ARTS IN THE TEACHING OF HISTORY. THE PROGRAMS LEADING TO THESE DEGREES MAY BE IMPLEMENTED AS SOON AS FEASIBLE.

Motion was adopted.

The Graduate Study Committee's recommendation moved by Mr. Tomboulian on March 27 authorizing a Doctor of Philosophy in Science, seconded by Mr. Kleckner was reintroduced for final action.

* THE COLLEGE OF ARTS AND SCIENCES IS AUTHORIZED TO OFFER A PROGRAM LEADING TO THE DEGREE OF DOCTOR OF PHILOSOPHY (PH.D.) IN SCIENCE UNDER THE SPONSORSHIP OF AN INTER-DEPARTMENTAL COMMITTEE CONSISTING OF REPRESENTATIVES FROM THE DEPARTMENTS OF BIOLOGY, CHEMISTRY, MATHEMATICS, AND PHYSICS. THE PROGRAM LEADING TO THIS DEGREE MAY BE IMPLEMENTED AS SOON AS FEASIBLE.

Motion was adopted.

The Academic Policy Committee's recommendation moved by Mr. Lowy on March 27 setting forth the criteria for the University Honor Students of Distinction, seconded by Mr. Hetenyi, was reintroduced for final action.

* Mr. Appleton moved to amend the motion by placing a period after the word higher in the second sentence and deleting the words, "and with no grade below 2.0." Seconded by Mr. Gerulaitis.

Amendment was adopted.

The original motion as amended was then adopted to read' as follows:

* THE CRITERIA FOR THE ADMISSION OF A STUDENT TO THE HONORS LIST IN THE CATEGORY OF STUDENT OF DISTINCTION BE AMENDED TO READ AS FOLLOWS: GRADE POINT AVERAGE OF 3.0 OR HIGHER, AND NOT A UNIVERSITY SCHOLAR OR STUDENT OF GREAT DISTINCTION. A STUDENT MUST HAVE TAKEN AND COMPLETED TWELVE OR MORE CREDITS, WITH A GRADE POINT AVERAGE OF 3.0 OR HIGHER.

The Academic Policy Committee's recommendation moved by Mr. Lowy on March 27 stating the general qualifications applicable to all categories on the honors lists, seconded by Mr. Hetenyi and amended by Mr. Atkinson, and seconded by Mr. Righter was reintroduced for final action.

Mr. Atkinson's amendment to amend the motion by adding, after the letter U in the second sentence, "or I" was adopted.

* Mr. O'Dowd moved to amend the motion by deleting the last sentence, "Any student who has received a grade of U in any course is not considered for the Honors Lists.  Seconded by Mr. Cherno.

Amendment was adopted.

The original motion with Mr. O'Dowd's amendment was then adopted to read as follows:

* THE GENERAL QUALIFICATIONS APPLICABLE TO ALL CATEGORIES ON THE HONORS LIST BE AMENDED TO READ AS FOLLOWS: IN ORDER TO QUALIFY FOR THE HONORS LIST, A STUDENT MUST HAVE RECEIVED NUMERICAL GRADES IN TWELVE OR MORE CREDITS OF ACADEMIC WORK.

The three Tenure and Appointment Policy Committee's recommendations moved by Mr. O'Dowd on March 27, seconded by Mr. Cherno were reintroduced as a single package.

a. "Professional Library staff members be awarded faculty appointments at the standard academic ranks and they be included in the Tenure System."

b. "The Library shall be constituted as an organized faculty within one year of the approval by the Board of Trustees of the extension of faculty status to Professional Library staff members."

c. B) Assistant Professor
Additional item:
6) A member of the Professional Library staff who has completed a standard series of non-tenured appointments as described in paragraph A and sections 1) through 5) of paragraph B above, may be granted tenure as an Assistant Professor and need not be promoted to Associate Professor."

Mr. McKay moved to amend item b. above to substitute for the words "organized faculty" the words "academic unit."

Seconded by Mr. Black.

After considerable discussion, the Parliamentarian ruled the amendment out of order because the original motion was in conflict with the Constitution of the University Senate. At this point, it was decided that the three motions a, b, and c above should be handled as three separate items. Mr. McKay moved that before motion a, above, is voted on by the Senate, it should be placed in referendum before the faculty.  Seconded by Mr. Yennior. After considerable discussion, the motion was not adopted.

Mr. O'Dowd's motion, item a above, as originally stated was then adopted.

* PROFESSIONAL LIBRARY STAFF MEMBERS BE AWARDED FACULTY APPOINTMENTS AT THE STANDARD ACADEMIC RANKS AND THEY BE INCLUDED IN THE TENURE SYSTEM.

Mr. Hetenyi moved to amend the motion, item b above, be deleting the period and adding the following words: "and shall include those powers specified in Article III paragraph 4, items 4, 5, and 6, but not items 1, 2, and 3 of the University Senate's Constitution.

Seconded by Mr. Iodice.

Mr. Hammerle moved to return item b above to the Steering Committee for further study.

Seconded by Mr. Johnson. Not adopted.

* Mr. Hammerle moved that the Senate refer to the Steering Committee this unconstitutional motion in order to have it be made constitutional.

Seconded by Mr. O'Dowd. Adopted.

* Mr. Hetenyi moved to call the question on item c above. Seconded by Mr. Iodice. Adopted.

* B) ASSISTANT PROFESSOR

ADDITIONAL ITEM:

6) A MEMBER OF THE PROFESSIONAL LIBRARY STAFF WHO HAS COMPLETED A STANDARD SERIES OF NON-TENURED APPOINTMENTS AS DESCRIBED IN PARAGRAPH A AND SECTIONS 1) THROUGH 5) OF PARAGRAPH B ABOVE, MAY BE GRANTED TENURE AS AN ASSISTANT PROFESSOR AND NEED NOT BE PROMOTED TO ASSOCIATE PROFESSOR.

The Tenure and Appointment Policy Committee's recommendation moved by Mr. O'Dowd on March 27, to add another section to the Rules of Tenure for Assistant Professors, seconded by Mr. McKay, was reintroduced for final action

*B) ASSISTANT PROFESSOR

ADDITIONAL ITEM:

7) WHEN THERE IS A TIME GAP BETWEEN THE DATE OF TENURE DECISION AND THE EFFECTIVE DATE OF PROMOTION OF A FACULTY MEMBER WHO HAS COMPLETED A STANDARD SERIES OF NON-TENURED APPOINTMENTS AS DESCRIBED IN PARAGRAPH A AND SECTIONS 1) THROUGH 5) OF PARAGRAPH B ABOVE, HE MAY BE GRANTED TENURE AS AN ASSISTANT PROFESSOR.

Motion was adopted.

The Tenure and Appointment Policy Committee's recommendation moved by Mr. O'Dowd on March 27, regarding the appointment of Visiting Professors, seconded by Mr. Hetenyi, was reintroduced for final action.

* E) VISITING APPOINTMENTS
A PERSON MAY BE APPOINTED THROUGH NORMAL CHANNELS AT THE RANK OF INSTRUCTOR, ASSISTANT PROFESSOR, ASSOCIATE PROFESSOR, OR PROFESSOR AS A VISITING FACULTY MEMBER FOR A MUTUALLY AGREEABLE TERM OF APPOINTMENT. VISITING APPOINTMENTS ARE NOT SUBJECT TO THE TENURE RULES AND ORDINARILY SHOULD BE OFFERED ONLY FOR PERIODS OF ONE YEAR OR LESS.

Motion was adopted.

Mr. Black moved that the Steering Committee review the appointment of Visiting Professor and current status of Dr. Keeve M. Siegal, and report back to the Senate.

Seconded by Mr. Williamson. Not adopted.

The Academic Standing and Honors Committee's recommendation moved by Mr. McKay on March 27, dealing with the document "Procedures in Case of Student Academic Violation," seconded by Mr. Iodice and amended by Mr. Hetenyi and seconded by Mr. Lowy, was reintroduced for final action.

* Mr. Hetenyi's amendment to add the words "for undergraduate students" to the end of the original motion was adopted.

The original motion with Mr. Hetenyi's amendment was then adopted to read as follows:

THE STANDARDS AND PROCEDURES PRESENTED IN THE DOCUMENT ENTITLED "PROCEDURES IN CASES OF STUDENT ACADEMIC VIOLATIONS," SUBMITTED BY THE ACADEMIC STANDING AND HONORS COMMITTEE IN MARCH, 1969, IS ACCEPTED AND WILL HENCEFORTH SERVE AS OFFICIAL UNIVERSITY POLICY FOR UNDERGRADUATE STUDENTS.

NEW BUSINESS

Mr. Appleton moved the recommendation of the Academic Policy Committee that

"UC 064: Introduction to Africa
An Introduction to the Geography, History, Ecology, and Cultures of African People. Attention will be directed also to social organizations; economics, political and religious systems; and problems of social change."

Seconded by Mr. Cherno.

Final action on this motion will be taken at a subsequent meeting.

Mr. Appleton moved the recommendation of the Academic Policy Committee that

"Allport College, an 'inner college' within Oakland University should be activated on July 1, 1969 subject to the same general policies and principles that have guided the formation and development of Charter College and New College."

Seconded by Mr. Cherno.

Final action on this motion will be taken at a subsequent meeting.

Mr. Hammerle moved that the meeting be adjourned. Seconded by Mr. Cherno.

ADDENDUM
UNIVERSITY SENATE MINUTES
April 3, 1969

The following Senate action at the April 3, 1969 meeting should be added to the Minutes mailed to you earlier this week. The Graduate Study Committee's recommendation moved by Mr. Tomboulian on March 27, authorizing a Doctor of Philosophy in Engineering (Concentration: Systems Engineering), seconded by Mr. Hammerle was reintroduced for final action.

* THE SCHOOL OF ENGINEERING IS AUTHORIZED TO OFFER A PROGRAM LEADING TO A DEGREE OF DOCTOR OF PHILOSOPHY (PH.D.) IN ENGINEERING ( CONCENTRATION: SYSTEMS ENGINEERING). THE PROGRAM LEADING TO THIS DEGREE MAY BE IMPLEMENTED AS SOON AS FEASIBLE.

Motion was adopted.
