Minutes

PRESENT: Miss Attwood, Messrs. Appleton, Atkinson, Briod, Burdick, Cafone, Cherno, Davis, Dutton, Gerulaitis, Gibson, Harding, Hetenyi, Hough, lodice, Johnson, Kent, Kleckner, Linsalata, Lowy, Matthews, McKay, O'Dowd, Pino, Pitts, Righter, Simmons, Stoutenburg, Swanson, Tomboulian, Torch, Vann, Varner, Williamson, Yennior, Mrs. White.
ABSENT: Messrs. Black, Butler, Clarke, Fernald, Galloway, Hahn, Hammerle, Hoopes, Lyons, Shank, Susskind, Schwab.
GUESTS: Messrs. Beardslee, Crowder, Gaylor, Gregory, Obear, Ruggles, Seeber, F. Smith, Stern, Sturner, Torgoff.

Chancellor Varner called the meeting to order at 3:45 p.m.

Mr. Gerulaitis moved to accept the minutes of the September 19, 1968 meeting. Seconded by Mr. Simmons. Approved.

New Business

Mr. O'Dowd reported the activities of the Steering Committee:

a. The Executive Committee of the organized faculty of the School of Education has notified the Steering Committee that Messrs. Schwab and Briod have bean appointed to serve the respective un-expired terms of Messrs. Norris and Langer as University Senators from the School of Education.

b. The Executive Committee of the College of Arts and Sciences has designated Mr. Pitts to assume the University Senate seat of Mr. Howes (on leave), and Mr. H. Clarke to assume the seat of Mr. Burke (on leave). Mr. Vann, elected to the Senate a year ago but who was on leave during the past academic year, will assume his place on the Senate. (Mr. Heubel, who is now on leave, served in Vann's stead last year.)

Chancellor Varner presented a background report on the British Honduras- Michigan Partners of the Alliance program and announced that the state office for this organization is temporarily located in Dodge Hall rooms 354 and 366.

This year's guidelines for the 1969-70 budget were described by Mr. Swanson. The proposed increase for higher education in Michigan for next year is $15.8 million. This compares to $27.7 millions for the 1968-69 school year.

Mr. McKay asked if the Chancellor planned to discuss the budget situation with the faculty as he has in the past. It was agreed that it would be a worthwhile meeting end the Chancellor said he would arrange a faculty-staff budget session in the near future.

Chancellor Varner spent the balance of the Senate meeting discussing several issues of significance to the development of the University including:

a. the control and responsibility of the Board of Trustees,

b. the general matter of protest,

c. the role of the Student Life Committee, and the role and responsibilities of students, administration and faculty to one another.

* Mr. Matthews moved that the Steering Committee be empowered to work with the Chancellor on relationships among students, administration and faculty and to report to the Senate periodically on actions taken. Seconded by Mr. Linsalata. Adopted.

Mr. Stoutenburg reported that the University Senate Minutes are distributed as follows:

a. Senators
b. Faculty
c. A-Ps
d. Dean of Students 12 copies for posting on campus bulletin boards
e. Oakland Observer.

Meeting adjourned at 5:45 p.m.
