Minutes

PRESENT: Miss Attwood, Messrs. Appleton, Atkinson, Black, Briod, Burdick, Cafone, Cherno, Davis, Dutton, Gerulaitis, Harding, Hetenyi, Hoopes, Iodice, Johnson, Kent, Lowy, Lyons, Matthews, McKay, O'Dowd, Pino, Pitts, Righter, Shank, Simmons, Stoutenburg, Swanson, Tomboulian, Torch, Vann, Varner, Yennior.
ABSENT: Messrs. Clarke, Fernald, Galloway, Gibson, Hahn, Hammerle, Hough, Kleckner, Linsalata, Susskind, Williamson, Mrs. White. 
GUESTS: Messrs. Crowder, Seeber, Stern, Sturner.

Chancellor Varner called the meeting to order at 3:40 p.m.

Mr. Appleton was elected parliamentarian and Mr. Gerulaitis assistant parliamentarian for the 1962-69 school year.

Mr. Yennior suggested that the next meeting of the University Senate be scheduled for the Oakland Canter in order that more visitors could attend the Senate meeting.

Mr. Righter moved to accept the minutes of May 2, August 1, and August 15.

Seconded by Mr. O'Dowd. Mr. Burdick asked if the University Senate minutes were open to the public. Mr. O'Dowd said that they have always been open for public review. The three sets of minutes were approved.

New Business

* Mr. O'Dowd moved the recommendation from the Steering Committee that the Senate appoint the following nominees to fill vacancies in the Standing Committees of the Senate and approves certain changes in membership of the committees as suggested by the Steering Committee:

(1) ACADEMIC POLICY: LOWY ( AS CHAIRMAN) FOR BURKE, WHO WILL BE ON LEAVE; ATTWOOD FOR JUTH, WHO HAS GRADUATED; WITT FOR SHANK, WHO HAS RESIGNED FROM THE COMMITTEE; AND ROSEMONT FOR LOWY, WHO IS TO BECOME CHAIRMAN.

(2) ATHLETICS: HILDUM FOR LANGER, WHO HAS LEFT THE UNIVERSITY: REDDAN FOR TIPLER, WHO WILL BE ON LEAVE.

(3) GRADUATE STUDY: O'DOWD ( AS EX OFFICIO MEMBER) FOR HOWES, WHO IS ON LEAVE.

(4) LONG-RANGE PLANNING: BLACK FOR ATTWOOD, WHO HAS MOVED TO THE ACADEMIC POLICY COMMITTEE.

(5) RESEARCH: CAMERON FOR PINO; PINO ( AS EX OFFICIO MEMBER) WHO IS NO LONGER A SENATOR.

Motion approved.

Mr. O'Dowd stated: "In response to the Chancellor's request for nominees for the Student Conduct Committee, the Steering Committee recommended the appointment of Messrs. Torch and Vann to replace Shank and DeMent, both of whom resigned from the committee."

Mr. O'Dowd reported on the activities of the Steering Committee

a. During the spring semester the Steering Committee took several actions related to changes in the curriculum.

(1) The Steering Committee authorized the School of Engineering to modify its language requirement by adding the linguistic option approved earlier for the College of Arts and Sciences.

(2) The Steering Committee referred to the Academic Policy Committee for review an action of the Committee on Instruction of the College of Arts and Sciences approving Philosophy 370 (Systems of Logic) as acceptable in satisfaction of the distribution requirement in mathematics as an equivalent for UC 085 (Mathematics). This change received the support of the Academic Policy Committee and was entered in the 1968-69 Catalog.

(3) The Steering Committee concurred in a judgment that the Academic Policy Committee should be regarded as the successor to the former Academic Affairs Committee.  In this role the APC has approved a change in the Engineering curriculum increasing required Engineering courses to a maximum of 48 credits. This change is within the maximum limits specified by the Senate in legislation adopted on April 22, 1965.

b. An ad hoc Student Nomination Committee, chaired by Miss Cynthia Attwood, has been formed and will bear the responsibility of recommending to the Senate two students to serve on the Student Publications Committee, and two others for membership on the Athletics Committee. Members of the Nomination Committee include Messrs. Black, Larry Laidler, Kenneth Meldrum and David Yennior; and Miss Anna Beth Gray.

c. Procedures for appealing judgments of the Academic Standing and Honors Committee have been adopted by the Steering Committee. The document was originally prepared by the Steering Committee, reviewed and revised by Mr. James Hewlett, the University Attorney, and then accepted by the Committee as its policy in June, 1968. A copy of the adopted Procedures for Appeal is attached.

d. Mr. William F. Sturner, Assistant Provost, has been appointed by the Steering Committee to perform certain administrative and executive duties associated with the activities and concerns of the Committee, including the preparation of the agenda and the minutes of the Steering Committee meetings and the agenda of the Senate, the monitoring of compliance with Senate legislation, and the general coordination of communications between the Steering Committee and the Senate.

e. The Steering Committee has established the following dates for the regular meetings of the Senate for the academic year 1968-69 as per the announcement contained in the Senate

Agenda for the meeting of January 16, 1968. All meetings are scheduled for Thursday, at 3:30 p.m., in Room 310 of the Kresge Library:

Chancellor Varner commented briefly on the two handouts distributed at this meeting.

a. Memo to Professors Marz, Harvey Smith, Sheldon Appleton, Roderick Righter, Gilbert Wedekind; Misses Cynthia Attwood, and Gwen Heard; Messrs. Mike Honey, Kenneth Meldrum and Robert Smith - dated July 25, 1968.

Miss Attwood, in answer to Mr. Hetenyi's question "Who or what is OSCCR?" described the history of the organization.

b. "Student Ultimatum to Oakland University's Administration On The Marz Committee On Public Safety " undated and unsigned - received in the Chancellor's office on September 18, 1968.

Mr. Hoopes moved that the meeting be adjourned. Seconded by Mr. Tomboulian. Approved.

Student Ultimatum to Oakland University's Administration On The Marz Committee On Public Safety

We demand that:

1. The powerless Marz committee be dissolved because it illegitimate and does not represent the University community.

2. It shall be replaced by a Public Safety Review Board, elected at large, which will be empowered with total authority to act as the only decision-making body involving the activities of the Department of Public Safety as long as it complies with Federal and State laws.

3. The Public Safety Review Board will consist of 10 members, elected by  all members of the University community each of whom has one vote: the Director of Public Safety, who will be chairman of the board and anon-voting member, five students and four members from the rest of the University community. The Review Board shall be charged with the following duties:

A. The Review Board shall handle all appeals and grievances submitted to it from the University community concerning actions of the Public Safety Department, and their decision shall be binding.

B. The Review Board shall have the duty to review and reject or recommend changes in laws created for the University community exclusive of those which are state or federal laws and binding as such.

C. The Review Board shall have the duty to interview all candidates who apply for a position as Public Safety Officer at Oakland and to reject any candidate they feel is not qualified.

D. The Review Board shall have the duty to investigate an officer, and suspend or fire him, after adequately having proven that the officer's actions deem any of these actions necessary.

E. The Review Board shall have the duty to immediately investigate, and if necessary, suspend or fire, any Public Safety Officer who used a firearm or chemical solution against a member of the University community unless it can be proven that a state of emergency prevailed at the time in which no other means of apprehension or prevention was possible.  He must be able to prove that he previously tried and exhausted all other methods.

F.  The Review Board shall insure that the Public Safety Officers be trained in Community Relations and especially be made aware of the sensitivity required in exchange between an officer and the University community.
