MINUTES
PRESENT: Messrs. Butler, Brace, Booth, G. Brown, Burke, Cameron, Dutton, Beardslee, Hetenyi, Heubel, Hammerle, Hildum, Johnson, Lyons, Lowy, Malm, Marz, Matthews, O'Dowd, Simmons, Stoutenburg, Moeller, Swanson, Tomboulian, Torch, Varner

Chancellor Varner called the meeting to order at 3:35 p.m.
Chancellor Varner discussed the present budget position for the 1967-68 fiscal year. In general, he thought that money for operation will be in short supply but that our building program will move ahead as scheduled.
The Chancellor reminded those present of the faculty meetings scheduled for February 10 and 13, at 3:30 p.m. to discuss the proposed new Senate constitution.
Mr. Marz moved that representatives of the Oakland Observer be permitted to attend the faculty meetings on February 10 and 13. Seconded by Mr. Dutton. Not approved.
Mr. Hetenyi moved to accept the minutes of the January 12, meeting of the Senate. Seconded by Mr. Marz. Approved.
OLD BUSINESS
Mr. Burke restated his motion regarding the amendment to the current University grading system originally moved at the January 12, Senate meeting.
"The numerical grading system adopted on April 15, 1963, will include grades ranging in tenths of a point from 0.0 to 4.0, with the exception of the grades 0.1 to 0.4 inclusive. The grades 4.1, 4.2, and 4.3 will no longer be considered part of the grading system. This amended grading system will take effect in the winter semester of 1967."
Mr. Hetenyi's amendment to Mr. Burke's motion was reintroduced.
"The transcript will have printed on its face 'grades above 4.0 are honors grades. '"
Not approved.
Mr. Hetenyi moved to amend Mr. Burke's motion to eliminate the grades of 3.6, 3.7, 3.8, and 3.9 analogous to the non-use of the grades .1, .2, .3, and .4. Seconded by Mr. Hildum. Not approved.
Mr. Marz moved that this subject be returned to the Academic Affairs Committee with the instruction that the committee study and recommend the use of A, B, C, D, and F at Oakland University. Seconded by Mr. Hetenyi. Approved.
Mr. Matthews moved to return this matter to the Academic Affairs Committee with the instruction that the committee recommend the use of A, B, C, D, and F with pluses and minuses. Seconded by Mr. Simmons. Not approved.
Mr. Hetenyi moved that the grading system be based on 0-1007,. Seconded by Mr. Torch. Not approved.
NEW BUSINESS
Mr. Lowy moved the recommendation of the Committee on Instruction that:
"P-Progress
The grade of "P" is a temporary grade that may be given only in a course that could not be completed in one semester. Such courses are primarily research in nature. It is given only for work that is satisfactory in every respect except that completion necessitates going beyond one semester."
"'P' grades must be removed within two calendar years from �the date of assignment. If not removed within the time limit the 'P' will be changed to an 'N'."
Seconded by Mr. Hetenyi. Final action to be taken at a subsequent meeting.
Mr. Burke moved the recommendation of the Academic Affairs Committee to establish a new speech course:
"A second semester of Speech is authorized, effective September 1967, to be called Speech 301 (4 credits), in the theory and practice of oral communication, designed for students who have had some experience in this area and wish to increase their competence. Prerequisite: Speech 201, or consent of instructor."
Seconded by Mr. O'Dowd. Final action to be taken at a subsequent meeting.
Mr. O'Dowd reported the activities of the Steering Committee:
"The Steering Committee has sought to revitalize the ad hoc Committee on Honors Programs that has been decimated by leaves, sabbaticals and other natural phenomena in recent semesters. This committee was established on instructions from the Senate a year and a half ago. Mr. Hough is now chairman of the committee and Mrs. White and Mr. Rawick are the faculty members who complete this three member & committee."
The meeting was adjourned at 5:22 p.m.
