MEMORANDUM
January 10, 1966

TO: All Members of the Senate

FROM: Donald D. O'Dowd, for the Steering Committee

RE: Agenda for Meeting of January 12, 1966.

The next. meeting of the Senate will be on Wednesday, January 12, 1966, at 3:30 p.m. in rooms 129 and 130 of the Oakland Center.

A. New Business

1. Recommendations from the Committee on Academic Standing and Baccalaureate Honors (Mr. Marz)

a. That the Faculty of Oakland University nominates .the undergraduate students named in the attached list for the bachelor's degree. (It is requested that the Senate authorize

a final vote on the foregoing motion at this meeting.)

b. That University Honors be awarded to the graduating students named in the attached list.

c. That Departmental Honors be awarded to the graduating students named in the attached list. (It is requested that the Senate authorize a final vote on the two foregoing motions at this meeting.)

2. Recommendation from the Committee on Cultural Programs and Commencement (Mr.  Susskind)

a. The following names are advanced for Senate approval as possible recipients of an honorary doctor's degree at the April Commencement ceremony.

Erich Fromm
J. William Fulbright
H. Stuart Hughes
Matthew S. Meselson
Linus Pauling
Frank Stahl

3. Recommendation from the Committee on Instruction (Mr. Lowy)

a. The Committee recommends the adoption of the following revised statement on Course Proficiency:

COURSE PROFICIENCY

Any student giving evidence of proficiency in a course in which he is not registered may be granted permission to demonstrate this proficiency upon petition to the appropriate department chairman or program director. If the results are satisfactory, he may receive exemption from this course but will receive no academic credit or grade for the course. (The failure to grant credit does not apply to courses completed in the Advanced Placement Program of the College Entrance Examination Board.)

In exceptional cases and upon recommendation from the chairman or program director, the Committee on Instruction may award credit, provided that such credit does not exceed 20 percent of the credits earned for a degree at Oakland. The credit will be entered in the "transfer credit" column on the student's record.

Comments:
The first paragraph is a slightly revised version of the Senate ruling of November 17, 1960, with account taken of the changes in administrative structure. The second paragraph is essentially the Senate ruling of February 25, 1963.

B. Old Business

1. Recommendation from the Steering Committee (Mr. O'Dowd)

a. The Committee recommends the adoption of the following policy:

Except on occasions when by a vote of the Senate or by a ruling of the presiding officer the meetings of the Senate shall be closed, the Editor of the Oakland Observer will be welcome as a visitor at regular Senate meetings.

2. Recommendation from the Athletic Policy Committee (Mr. Pitts)

a. The Committee recommends the approval by the Senate of the document entitled The Intercollegiate Sports Program that has been circulated by the Committee. In addition the Committee recommends the authorization of basketball as an intercollegiate sport for a trial period of three years.
