Minutes
PRESENT: Messrs. S. Appleton, Beardslee, G. Brown, M. Brown, Cammack, Cherno, Clarke, Collins, Dutton, Gibson. Haden, Hammerle, Harding, Hetenyi, Heubel, Hoopes, Lessing, Lowy, Marz, G. Chancellor Varner called the meeting to order at 3:45 p.m.
Mr. Hetenyi moved to accept the minutes of December 17, 1965. Seconded by Mr. Stubblefield. Adopted.
NEW BUSINESS
1. Mr. Marz moved to adopt the following recommendations of the Committee on Academic Standing:
a. That the faculty of Oakland University nominate the Undergraduate students named in the attached list for the bachelor's degree.
b. That University Honors be awarded to the graduating students named in the attached list.
c. That Departmental Honors be awarded to the graduating students named in the attached list.
Seconded by Mr. Heubel.
Mr. Marz requested that the Senate authorize a final vote today on all three parts of the motion. Adopted.
Mr. Tipler asked that the name of Kathleen E. Grulich be removed by reason of failure of a departmental course needed to graduate.
Mr. Marz moved to amend the list of bachelor's degree candidates by removing Kathleen E. Grulich's name from the attached list of graduates. Seconded by
Mr. Heubel. Adopted.
All three parts of the motion with the amendment were adopted.
2. Mr. Susskind moved to adopt the recommendations of the Committee on Cultural Programs and Commencement that the following names be approved by the Senate as possible recipients for honorary Doctor's degree at the April 1966 Commencement.

Seconded by Mr. S. Appleton.
This motion was discussed at some length.
Mr. Heubel moved to amend the list by removing H. Stuart Hughes' name. Seconded by Mr. Stubblefield.
Mr. M. Brown moved to table Mr. Heubel's amendment and return the Susskind motion to committee. Seconded by Mr. Pitts. Not adopted.
Mr. Heubel withdrew his motion with the consent of the seconder.
Mr. Heubel moved to amend the list by adding the name of Robert McNamara, Secretary of Defense. Seconded by Mr. Stubblefield. Adopted.
Mr. Gibson moved that the list be returned to Committee to be enlarged and then submitted to the Chancellor for communication to the Board of Trustees. Seconded by Mr. Lowy. Not adopted.
Mr. Pitts moved that Linus Pauling not be invited as a speaker. Seconded by Mr. Hoopes. Not adopted.
Discussion at this point returned to the original Susskind motion. Approval was asked that the action on this motion be made final. Approval was granted by 24 affirmative votes.
The question was called on the original Susskind motion as amended by Mr. Heubel.

Mr. S. Appleton moved the approval of the Chancellor's nominee, Mr. Roger Kyes. Seconded by Mr. Hoopes. Adopted.
Mr. O'Dowd, on behalf of the Steering Committee, asked to adjust the agenda by deferring Item #3 (Recommendation from the committee on Instruction) to its rightful position following Old Business.
OLD BUSINESS
Mr. O'Dowd moved the recommendation of an ad hoc committee of the Steering Committee, as requested by the Senate in its meeting of December 17, 1965, to adopt the following policy.
Except on occasions when by a vote of the Senate or by a ruling of the presiding officer the meetings of the Senate shall be closed, the Editor of the Oakland Observer will be welcome as a visitor at regular Senate meetings.
Seconded by Mr. Heubel. Not adopted.
Mr. Pitts reintroduced the recommendation of the Athletic Policy Committee seconded previously by Mr. Williamson with the added phrase, "less Articles V and VI" after the words "The Intercollegiate Sports Program."
The Committee recommends the approval by the Senate of the document entitled The Intercollegiate Sports Program, less Articles V and VI, that has been circulated by the Committee. In addition the Committee recommends the authorization of basketball as an intercollegiate sport for a trial period of three years.
Mr. S. Appleton moved to amend the motion by replacing the last sentence in Article IV with the following sentence:
Students with cumulative grade point averages below 2.3 may participate in intercollegiate sports competition only with the consent of their Academic Advisers and the Committee on Academic Standing.
Seconded by Mr. Hetenyi.
Mr. Tipler moved to amend Mr. Appleton's amendment by changing the grade point average from 2.3 to 2.0. Seconded by Mr. Matthews. Adopted.
Mr. S. Appleton withdrew his amendment because Mr. Tipler's amendment substantially changed the meaning of the original amendment.
Mr. Tipler then moved Mr. S. Appleton's original amendment with the grade point average reading 2.0. Seconded by Mr. Stubblefield. Adopted.
A motion for adjournment failed.
Mr. M. Brown moved to amend Article II by adding "or for release" following the word "approval" and to substitute the word "Senate" for the word "Committee." Seconded by Mr. Stubblefield. Adopted.
Mr. Pitts, with the approval of the seconder, Mr. Williamson, moved to reintroduce into the motion Articles V and VI.
Mr. Hammerle moved to add an Article VIII to the original motion. "Oakland University shall not receive directly or indirectly, any financial support from funds obtained by charging the public admission to any amateur athletic contest in which more than twenty percent of the participants are students at Oakland University." Seconded by Mr. Stubblefield. Adopted.
The original motion with the amendments was then adopted unanimously by the Senate.
Mr. Pitts read into the minutes again Mr. Hoopes' original motion (Senate Meeting December 17, 1965) that, "The Athletic Policy Committee recommends to authorize basketball as an intercollegiate sport for a trial period of three years."
Meeting adjourned at 6:25 p.m.
