Minutes

PRESENT: Messrs. Appleton, Beardslee, G. Brown, H. Burdick, Cammack, Cherno, Eklund, Galloway, Haden, Hammerle, Hetenyi, Heubel, Hildum, Hoopes, Howes, Hucker, Malm, Matthews, McKay, O'Dowd, Pitts, Qualntance, Sells, Simmons.. Stoutenburg, Stubblefield, Susskind, Swanson, Tafoya, Tipler, Tomboulian, Varner, Williams on.
ABSENT: Messrs, Collins, Dettman, Harding, Hough, Mobley, Schwab.
GUESTS: Messrs. Jenkins and Obear.

The meeting was called to order by Chancellor Varner at 4:18 p.m.

Mr. Varner asked Mr. Burdick to report on the progress of the Commencement Committee. Mr. Burdick stated that progress was excellent, and urged good attendance by the faculty at commencement.

Mr. Varner reported on his visit to Harpur College which he described as more like Oakland University than any other college in the United States.

Mr. Varner gave an outline of the proposed change in the administrative pattern of the University. A new position of Provost will be established, as well as a College of Liberal Arts or a College of Arts and Sciences, a School of Education, a School of Engineering, and possibly a School of Performing Arts. A School of Business may be established at a later date. There will be no departmental chairman as we know the position, but each discipline will have local option to identify a representative as a liaison with the Dean's office.

Mr. Appleton moved to accept the minutes of January 14, 1965. Seconded by Mr. Hucker. Approved.

Mr. O'Dowd moved the recommendation from the Steering Committee to nominate the following faculty members to fill vacancies in standing committees of the Senate: Mrs., White and Mr. Moeller, Committee on Athletics; Mr. Hetenyi, Committee on Graduate Study. Seconded by Mr. Stubblefield. The chair asked for other nominations from the floor. There were none. Motion adopted.

Mr. Tomboulian moved the recommendation from the Committee on Instruction. Seconded by Mr. Stubblefield. There were no amendments to the motion.
Mr. Tomboulian moved that the motion be made eligible for immediate vote. Seconded by Mr. Stubblefield. Motion adopted.

Mr. Tomboulian's original motion was adopted as follows:

"THAT A PERIOD OF FOUR DAYS BE SCHEDULED AT THE END OF EACH SEMESTER IN WHICH EXAMINATIONS MAY BE GIVEN, OR CLASSES HELD, AT THE OPTION OF THE INSTRUCTOR, THE SCHEDULING SHOULD PERMIT NO MORE THAN THREE MEETING PERIODS IN EACH OF THE FOUR DAYS. THE EXCEPTION TO THIS SCHEDULE WOULD BE EVENING CLASSES WHICH WOULD HAVE EVENING MEETING PERIODS."

Mr. Sells moved the following recommendation from the Committee on Academic Standing and Honors in lieu of the policy approved on June 14, 1961, and currently in effect. Seconded by Mr. Heubel.

Academic Probation Policy
"A student's academic status may fall into one of three categories: (A) good standing, (B) probation, (C) liable for dismissal. These are defined as follows:
(A) Good standing - cumulative g.p.a. 2,0 or above.
(B) Probation - cumulative g.p.a. less than 2.0 but above number listed below.
(C) Liable for dismissal - cumulative g.p,a. less than the number listed below.

1. The Academic Standing Committee will review the status of all students in categories B and C.
2. The Committee may dismiss students in category C.
3. The Committee may dismiss students in category B who are not making satisfactory progress towards a 2.0 cumulative average. Satisfactory progress is defined as an average semester increase in cumulative g.p.a, of 0.0125 for each credit hour taken (0.050 for a four-credit course, or 0.20 for four four-credit courses)."

Mr. Pitts moved to make the motion eligible for immediate vote. Seconded by Mr. Appleton. Motion adopted.

After a brief discussion, Mr. Hammerle moved to amend the motion by changing the numbers in the table as follows: Replace 1.00 with 1.20, then add .04 to each subsequent number (i.e., 8 credits, 1.05 becomes 1.24; 12 credits, 1.10 becomes 1.28, etc.). Seconded by Mr. McKay.

Mr. Pitts moved to make the amendment eligible for immediate vote. Seconded by Mr. Hucker. Motion adopted.

Mr. Appleton moved to table the original motion and the amendment until a later meeting. Seconded by Mr. Hetenyi. Motion not adopted,

The question was called by Mr. Tomboulian and seconded by Mr. Stubblefield to vote on the amendment. Mr. Hammerle's amendment was then adopted.

Mr. Stubblefield moved to amend the motion by changing the wording in Item 3a (B) from above to not less than. Seconded by Mr., Tomboulian. Motion adopted.

Mr. Tomboulian moved to amend the motion by adding the words and above after the number 84 in the third column of the chart. Seconded by Mr. Hammerle. Motion adopted.

Mr. Sells' original motion with amendments was then adopted. FINAL ACTION:

a. The following policy is presented for adoption by the Senate in lieu of the policy approved on June 14, 1961, and currently in effect,

"A STUDENT'S ACADEMIC STATUS MAY FALL INTO ONE OF THREE CATEGORIES:  (A) GOOD STANDING, (B) PROBATION, (C) LIABLE FOR DISMISSAL. THESE ARE DEFINED AS FOLLOWS:

(A) GOOD STANDING - CUMULATIVE G.P.A. 2.0 OR ABOVE .

(B) PROBATION - CUMULATIVE G.P.A. LESS THAN 2.0 BUT NOT LESS THAN NUMBER LISTED BELOW.

(C) LIABLE FOR DISMISSAL - CUMULATIVE G.P.A. LESS THAN THE NUMBER LISTED BELOW.

1. THE ACADEMIC STANDING COMMITTEE WILL REVIEW THE STATUS OF ALL STUDENTS IN CATEGORIES B AND C.
2. THE COMMITTEE MAY DISMISS STUDENTS IN CATEGORY C.
3. THE COMMITTEE MAY DISMISS STUDENTS IN CATEGORY B WHO ARE NOT MAKING SATISFACTORY PROGRESS TOWARDS A 2.0 CUMULATIVE AVERAGE. SATISFACTORY PROGRESS IS DEFINED AS AN AVERAGE SEMESTER INCREASE IN CUMULATIVE G.P.A. OF 0.01 FOR EACH CREDIT HOUR TAKEN (0.040 FOR A FOUR-CREDIT COURSE, OR 0.16 FOR FOUR FOUR-CREDIT COURSES)."

Mr. Sells moved the following recommendation from the Committee on Academic Standing and Honors. Seconded by Mr. Stubblefield.

"Any student on academic probation or on disciplinary academic probation will not be permitted to hold office in any recognized campus organization, and, further will be denied the privilege of representing the University in any official capacity, either on campus or away. "

It is the experience of the Committee on Academic Standing and Honors that the term "probation" is meaningless. Other than the fact that such action is entered on the student's record, there is no punitive action connected with the term.

Final action to be taken at a subsequent meeting,

Mr. Appleton moved the recommendation from the Ad Hoc Committee on Constitutional Revision, Bylaws, and Procedures. Seconded by Mr. Stubblefield. PLEASE SEE THREE-PAGE ATTACHMENT. Final action to be taken at a subsequent meeting.

Mr. Hucker moved to adjourn. Seconded by Mr. Stubblefield.

Meeting adjourned at 6 p.m.
