Minutes
PRESENT: Messrs. Beardslee, G. Brown, Chemo, Collins, Eklund, Haden, Harding, Hetenyi, Heubel, Hildum, Hoopes, Hough, Howes, Hucker, Malm, Matthews, McKay, Mobley, Pitts, Qualntance, Schwab, Stoutenburg, Stubblefleld, Susskind, Swanson, Tipler, Tomboulian, Varner, Williamson.
ABSENT: Messrs. Appleton, H. Burdick, Cammack, Dettman, Galloway, Hammerle, O'Dowd, Sells, Simmons, Tafoya.
GUESTS: Messrs. Crowder and Obear.
The meeting was called to order by Chancellor Varner at 4:15 p.m.
Mr. Heubel moved that his named be removed from the minutes of December 10, 1964 as having seconded Mr. Appleton's motion to strike political science from the list of graduate programs,
Mr. Collins moved to approve the minutes as amended. Seconded by Mr. Stubblefield. The minutes of December 8 and 10, 1964 were then approved.
Mr. Varner reported that the Board of Trustees at a meeting December 17, 1964 had approved, in principle, the institution of the M.A., M.S., and M.A.T. degrees at Oakland University, with the details to be worked out by President Hannah and Chancellor Vamer, and to be reported to the Trustees at a later date.
Mr. Varner described the Mott Foundation Grant and the various programs in Adult Education, community activities, fellowship in teaching of English, and a program in Economic Education. Mr. Eklund will be the director of the Mott Foundation grant programs which will begin January 1, 1965,
Mr. Varner reported the study of the Council of State College Presidents regarding the establishment of branches of universities in the state. The Oakland University Summer Music Program and the Meadow Brook Chamber Orchestra, Woodwind Quintet, and String Quartet were described by the Chancellor.
Mr. Varner announced that Oakland University had received 500 shares of General Motors stock from Mr. Benjamin H. Anibal to be set up in a trust fund to support scholarships for engineering students.
Mr. Pitts moved that all old business as described in the agenda for the meeting of December 18, 1964 be voted on as a package because the Senate was well aware of all of the issues. Seconded by Mr. Hoopes. Approved.
Mr. Tomboulian moved to withdraw his motion of November 20, 1964: "At any time up to the end of the ninth week, an instructor may request the Associate Dean of the University to remove a student's name from his class list, provided that the student has not been attending class. The Associate Dean of the University will take action appropriate to the case and inform the instructor accordingly. One of the options available to the Associate Dean of the University will be to ask the Registrar to drop the student's name from the class list and give the student an N grade." Seconded by Mr. McKay. Approved.
The chair asked if there was further discussion on Mr. Hildum's motion of November 20, 1964 re: examination file. Mr. Hetenyi moved to amend the motion by replacing "will "with "may" in the last sentence of the motion.
Seconded by Mr. Tipler. Approved.
The chair asked if there was further discussion on Mr. Hucker's motion of November 20, 1964 re: mid-term grades. There was none and the following motions were approved.
"AN EXAMINATION FILE SHALL BE MAINTAINED BY THE UNIVERSITY LIBRARY TO PROVIDE ALL STUDENTS WITH AN OPPORTUNITY TO READ COPIES OF PAST EXAMINATIONS USED IN CREDIT COURSES. ALL MEMBERS OF THE FACULTY MAY SUPPLY COPIES OF SUITABLE EXAMINATIONS TO THE LIBRARY SHORTLY AFTER EACH EXAMINATION IS GIVEN."
Repeal of the following legislation adopted October 27, 1960:
"THAT ALL FACULTY SHALL REPORT FOR ALL FIRST-TERM FRESHMEN MIDTERM GRADES WHO ARE FAILING OR IN SERIOUS DANGER OF FAILING. "
Mr. Tomboulian moved the recommendation of the Committee on Instruction: "That the Registrar shall record non-credit courses in which a student is enrolled on the transcript and grade-report of the student with zero credits and a grade of S (satisfactory), provided that the instructor certifies that the work of the student is acceptable. If the work of the student is not acceptable, then no record of the non-credit course should appear on the transcript or the grade report. Seconded by Mr. Stubblefleld.
Mr. Hetenyi asked whether this policy applied to Continuing Education courses. Mr. Tomboulian stated that this action would only affect those courses relating to the Oakland University credit program. Mr. Collins stated that he was opposed to the motion and intended to offer a stronger proposal to the Senate in the near future, but he did not wish to make a motion at this time.
Mr. Matthews moved to make this motion eligible for a vote at this meeting. Seconded by Mr. Stubblefleld. Approved (24 yes votes)
Mr., Quaintance moved to amend the motion as follows:
"PROVIDED THAT THE INSTRUCTOR CERTIFIES THAT THE WORK OF A STUDENT IS ACCEPTABLE, NON-CREDIT COURSES IN WHICH A STUDENT IS ENROLLED SHALL BE RECORDED BY THE REGISTRAR ON THE TRANSCRIPT AND GRADE-REPORT OF THE STUDENT WITH ZERO CREDITS AND A GRADE OF S (SATISFACTORY). IF THE WORK OF THE STUDENT IS NOT ACCEPTABLE, THEN NO RECORD OF THE NON-CREDIT COURSE SHOULD APPEAR ON THE TRANSCRIPT OR THE GRADE REPORT."
Seconded by Mr. Stubblefleld. The motion was then approved as amended.
Mr. Hucker moved the recommendation of the Academic Affairs Committee: "Every first-time-in-any-college student must pass two seminar courses prior to admission to major standing. A student who has been unable to pass two seminar courses may not be admitted to major standing and consequently may not be retained in the University. A transfer student is required to take seminar courses only when he has not completed the equivalent of one year of English writing at another university. If a student has completed a writing course at another university, he can satisfy the UC requirements in discussion and lecture sections. " Seconded by Mr., Chemo. Final action to be taken at a subsequent meeting.
Mr. Hucker moved to make the motion eligible for a vote at this meeting, and to be retroactive to Fall 1964. Seconded by Mr. Cherno. Disapproved.
Mr. Hetenyi moved to amend the motion by eliminating the last two sentences. Seconded by Mr. Cherno. Final action to be taken at a subsequent meeting.
Mr., Hoopes moved the recommendation from the Steering Committee:
"THAT MEMBERS OF THE STUDENT GROUP CONSIDERING THE POSSIBILITY OF REORGANIZING STUDENT GOVERNMENT BE INVITED TO A SUBSEQUENT MEETING OF THE SENATE TO PRESENT THEIR VIEWS AND ASK ANY QUESTIONS OF THE SENATORS THAT THEY DEEM APPROPRIATE. THIS VISIT SHOULD BE LIMITED TO THIRTY MINUTES DURATION."
Seconded by Mr. Stoutenburg. (This motion was ruled procedural by the Parliamentarian and voted on at this meeting.) Approved.
Mr. Hetenyi moved to adjourn. Seconded by Mr. Stoutenburg.
The meeting adjourned at 5:30 p.m.
