Minutes
PRESENT: Messrs. Appleton, Beardslee, G. Brown, Cammack, Cherno, Collins, Eklund, Galloway, Haden, Hammerle, Hetenyi, Heubel, Hildum, Hoopes, Hough, Howes, Hucker, Matthews, McKay, O'Dowd, Simmons, Susskind, Tafoya, Tipler, Tomboulian, Varner, Williamson.
ABSENT; Messrs. H. Burdick, Dettmen, Harding, Malm, Mobley, Pitts, Quaintance, Schwab, Sells, Stoutenburg, Stubblefield, Swanson.
GUESTS: Messrs. Crowder, Dettman, Jenkins, Obear.
The meeting was called to order by Chancellor Varner at 4:15 p.m.
Mr. Hucker reported that correction of the minutes of November 20, 1964 concerning the phrasing in a recommendation from the Academic Affairs Committee was unnecessary because the Senate was being asked to repeal a rule adopted October 27, 1960.
Mr. Hucker moved to accept the minutes. Seconded by Mr. O'Dowd. Approved.
Discussion was reopened on the Graduate Study Committee's motion before the Senate by Mr. Hucker asking if both the general question of graduate work and specific proposals for individual programs would be presented to the Board at the same time,
Mr. Heubel asked if the motions were approved as written, would it preclude the possibility of Senate action on specific programs as they moved toward implementation.
Mr. Appleton suggested changes in the wording of the motion to indicate that in the cases of certain departments, executive officers may have submitted proposals without formal approval by members of the departments themselves.
Mr. Collins announced that the Music Department would like to consider the possibility of offering graduate credit for courses taught in the summer of 1965 in connection with the Summer Music Program, and asked if the motion currently before the Senate would make this possible.
Mr. Howes stated that the same situation existed for the History Department's NDEA Institute.
Mr. Hetenyi suggested that a separate motion would be in order to cover these situations. Mr. Appleton and Mr. Heubel began a general, extended discussion on the type and extent of further Senate action in connection with the implementation of specific graduate programs,
Mr. Appleton moved to amend the motion by adding: "Further, it is understood that no specific graduate program shall be inaugurated without the approval of the Senate. " Seconded by Mr. Heubel.
Mr. Varner and Mr. Matthews stated that they felt the content of specific graduate programs should be separated from the framework within which these programs operated.
Mr. Appleton withdrew his motion and Mr. Heubel his second. Mr. Appleton then moved to strike political science and sociology from the list of programs. Seconded by Mr. Heubel.
Mr. Beardslee asked Mr., Appleton to withdraw his motion because of the absence of the Department Chairman, Mr. Pitts. Mr. Hoopes read a memorandum from Mr., Pitts concerning the graduate program. Mr. Appleton withdrew his motion, with Mr. Heubel's approval.
Mr. Susskind called the question. Seconded by Mr. Tomboulian. Vote was made by show of hands. Yes - 11 , No - 12 . Not carried.
After assurance from Chancellor Varner that further Senate action in connection with programs under discussion was not precluded by the motion, the question was called by Mr. McKay. Seconded by Mr. Hucker. Motion adopted.
Mr. Hetenyi moved that the Chancellor request that the Board of Trustees announce that Oakland University will offer graduate programs in certain areas to be specified by the Chancellor, the Dean of the University, and the Chairman of the Graduate Study Committee during the coming summer.
Mr. O'Dowd stated that the motion should be presented to the Steering Committee and that it would be eligible to be presented at the next Senate meeting. Mr. Hetenyi withdrew his motion.
Mr. Hammerle moved to adjourn.. Seconded by Mr. Williamson, Meeting adjourned at 5:45 p.m.
