Minutes
PRESENT: Messrs. Appleton, Beardslee, Cammack, Cherno, Collins, Dettman, Galloway, Hammerle, Harding, Hetenyi, Heubel, Hildum, Hoopes, Howes, Hucker, Malm, G. Matthews, McKay, Mobley, O'Dowd, Quaintance, Schwab, Sells, Stubblefleld, Susskind, Tafoya, Tipler, Tomboulian, Varner.

The meeting was called to order by Chancellor Vamer at 3:40 p.m.
Mr. McKay corrected his suggestion in the minutes of November 20, 1964 concerning Mr. Howes' request for the Senate to permit the newly elected Constitutional Board to attend the next Senate meeting as follows: "After some discussion, Mr. McKay suggested that the Steering Committee consider putting the request on the agenda for the next meeting of the Senate."
A matter of correcting the minutes raised by Mr. Schwab and Mr. Susskind was referred to the Academic Affairs Committee for further study.
The motion to approve the minutes together with the problem of correcting them was delayed until the December 10 meeting.
Mr. Hoopes read the motion recommended by the Steering Committee:
"That all members of the faculty and staff present at this meeting who are not Senators be invited to enter the discussion of the motion that will be presented for preliminary consideration by the Graduate Study Committee. " Seconded by Mr. Heubel. Approved.
Mr. Hoopes read the following recommendations from the Committee on Graduate Study. (See attachment)
Mr. Susskind initiated the discussion urging that the motion be defeated because of its method of origin.
Replies to this statement were offered by Chancellor Varner, Mr. Hoopes, and Mr. McKay outlining the background of the board's action in this matter and re-affirming the committee's freedom to judge on the appropriateness of Graduate Study at Oakland at this time,
In reply to a question from Mr. Schwab on possible financial support in 1965, Chancellor Varner replied that support was possible but unlikely,
Mr. Stubblefleld spoke in favor of the motion stating that his belief that the quality of undergraduate education currently provided at Oakland could be extended to support a high quality graduate program. Supporting statements were offered by Mr. Beardslee, Mr. Hoopes and Chancellor Vamer.
Mr. Hucker suggested that the recommendation be changed to read "enrollment for Fall Semester 1966" instead of "enrollment for Fall Semester 1965."
Mr. Hammerle requested clarification of the operational schedule for presentation of the proposal and possible subsequent Senate action.
Mr. Heubel requested clarification on the relationship between proposed graduate programs at Oakland and current MSU programs now offered on the Oakland campus.
Mr. Hetenyi replied that no conflict was expected.
Mr. Appleton requested assurance that the implementation of graduate programs would not increase class sizes or teaching loads.
Additional discussion on this topic included mention of possible external support through Foundation grants, advisability of graduate assistants' teaching duties, number of available students for the program, other sources of scholarship aid, and the implications of credit hours delivered as opposed to full-time students' equivalence.
Chancellor Varner stated that additional discussion would be possible at the next Senate meeting, December 10, when this motion would be up for vote.
Mr. Hetenyi moved to adjourn. Seconded by Mr. Susskind.
Meeting adjourned at 5:30 p.m.

A. New Business
2. Recommendations from the Committee on Graduate Study (Mr. Hoopes)
a. The Committee on Graduate Study moves that the Faculty and Administration of Oakland University request from the President and Board of Trustees of Michigan State University authorization to offer graduate programs carrying credit and leading variously to the degrees of Master of Arts (M.A.), Master of Science (M.S.), and Master of Arts in Teaching (M.A.T.)
The Departments, Divisions, and Programs listed below have indicated their willingness and presented preliminary plans to the Committee on Graduate Study:
Chemistry
Elementary Education
English
History
Mathematics
Political Science
Social Science
Sociology
It is therefore further moved (a) that the Chancellor, in consultation with the Chairman of the Committee on Graduate Study and the Dean of the University, designate and recommend to the President and Board of Trustees that no less than two of these areas, representing at least two of the University divisions, proceed with program announcement and seek course enrollment for Fall semester, 1965; (b) that selection and recommendation from the above list of Departments, Divisions, and Programs be made according to careful judgment of both academic appropriateness and economic viability; (c) that such selection and recommendation include programs leading to at least two of the Master's degrees specified in Paragraph 1 of this motion.
It is to be understood as part of this motion that the Academic Senate intends from time to time to propose to the President and Board of Trustees additional graduate programs, both from the above list and elsewhere from the University's curricular and faculty resources; and that it intends to request permission to commence such as it may specify among these programs in the Fall of 1966 and thereafter.
