PRESENT: Messrs. BEARDSLEE, BROWN, M., BURDICK, CHERNO, CLARKE, EKLUND, GALLOWAY, HAMMERLE, HETENYI, HEUBEL, HILDUM, HOOPES, HOWES, HUCKER, LOWY, MAHER, MATTHEWS, MCKAY, MOBLEY, OBEAR, O'DOWD, ROOSE, SELLS, SIMMONS, STOUTENBURG, STUBBLEFIELD, SUSSKIND, SWANSON, TAFOYA, TOMBOULIAN, VARNER, WILDER.
ABSENT: Messrs. APPLETON. COLLINS. HADEN, LEE, SEIKEN, SIMONS, WILLIAMSON.
GUESTS: Messrs. BURKE. POTTER, TIPLER.

The meeting was called to order by Chancellor Varner at 4:10 p.m.

Mr. Burdick moved to adopt the minutes of April 14, 1964, as presented by the secretary. Seconded by Mr. Stubblefield.

Mr. Brown moved to amend the minutes (paragraph 11, page 3) re: the University calendar, to read as follows: "Mr. Brown moved that the University calendar be referred to the Steering Committee for assignment to an appropriate committee of the Senate for study and action." Seconded by Mr. Wilder, Approved.

Mr. Cherno moved to amend the minutes (paragraph 7, page 3) to read as follows: "Mr. Cherno raised some questions regarding the use of the word 'principle' in the motion. He furthermore asked, "who has the authority to decide which departments will teach the discussion, seminar or lecture sessions?" Seconded by Mr. Stubblefield. Approved.

Mr. Hoopes moved to amend the minutes (paragraph 9, page 3) to read as follows: "Mr. Hoopes announced that there will be a Writing Clinic established next fall. Mrs. Rosen and Miss Picker will spend 1/3 of their time working with students having difficulty in writing and a group of qualified upperclass students will be appointed as tutors to work under the supervision of the faculty members." Seconded by Mr. Stubblefield. Approved.

The minutes of April 14, were then approved by the Senate.

The chair asked if there was further discussion on Mr. Matthews' motion re: the SDL Plan. Several Senators asked for clarification of specific parts. The general tone of the discussion indicated an acceptance of the principle of the SDL Plan, but some concern for the implementation of certain details.

Mr. Hucker called the question. Seconded by Mr. Stubblefield. Approved.

Mr. Matthews' original motion was then approved. (Vote: 17 yes, 12 no, and 3 abstentions.)

"THAT THE SENATE APPROVE THE PRINCIPLES OF UNIVERSITY COURSE FRESHMAN YEAR INSTRUCTION EMBODIED IN THE MEMORANDUM DATED APRIL 1, 1964. FROM THE ACADEMIC AFFAIRS COMMITTEE ADDRESSED TO ALL DEPARTMENT AND UC STAFF CHAIRMEN."

The chair asked if there was further discussion on Mr. Clarke's motion re: admission requirements. Mr. Clarke explained again that the motion was designed to strengthen the admissions program by freeing the University from the limitations of the previously published policy.

The motion was then approved.

"THAT THE REQUIREMENT FOR ADMISSION THAT THE CANDIDATE MUST BE IN THE TOP QUARTER OF HIS PREPARATORY SCHOOL GRADUATING CLASS BE DROPPED IN FAVOR OF THE STATEMENT THAT STUDENTS ARE ADMITTED TO OAKLAND UNIVERSITY ON A SELECTIVE BASIS."

Mr. Varner reported on the budget and described the status of specific items --Office-Classroom Building, improvement to water system, expansion of heating capacity. Engineering Building and line Item for Oakland University.

Mr. Varner stated he had asked Mr. Lepley to provide a cost analysis for a low pressure intercollegiate athletic program.
