Minutes
PRESENT: Messrs. APPLETON, BEARDSLEE, BROWN, M., BURDICK, CHERNO, CLARKE, EKLUND, GALLOWAY, HADEN, HAMMERLE, HETENYI, HEUBEL, HILDUM, HOOPES, HOWES, LOWY, MATTHEWS, MCKAY, MOBLEY, OBEAR, O'DOWD, ROOSE, SELLS, SIMMONS, STOUTENBURG, STUBBLEF1ELD, SUSSKIND, SWANSON, TAFOYA, TOMBOULIAN, VARNER, WILDER, WILLIAMSON.
ABSENT: Messrs. COLLINS, HUCKER, LEE, MAHER, SEIKEN, SIMONS.

The meeting was called to order by Dean O'Dowd at 4:10 p.m.
Mr. Obear moved to adopt the minutes of April 7, 1964, as presented by the secretary. Seconded by Mr. Stubblefield.
Mr. Heubel moved to amend the minutes to record the affirmative vote by 24 members of the Senate to permit immediate action on Dean O'Dowd's motion authorizing Senate action in August on the graduating group. Seconded by Mr. Stubblefield. Approved.
Mr. O'Dowd moved to amend the minutes by asking that the wording following the conversion table, starting with "This schedule incorporates" and ending with "2.0 in another course," be placed in parenthesis because the statements were explanatory not part of the motion. Seconded by Mr. Tomboulian. Approved.
The minutes of April 7, were then approved by the Senate.
Mr. O'Dowd moved that the senate vote to permit immediate action on the Academic Standing and Honors Committee's recommendations for University Honors, Departmental Honors and list of graduates for April, 1964. Seconded by Mr. Stubblefield. Approved by 24 votes.
Mr. Sells moved the recommendation of the Academic Standing and Honors Committee to accept the attached list of April graduates and their majors as presented by the Office of the Registrar. Seconded by Mr. Stubblefield.
Mr. Hetenyi moved to amend the list by placing the departmental title before the division or program title (i.e.. History - Secondary Education). Seconded by Mr. Chemo. Approved.
Mr. Hammerle asked whether this list of students had been checked, for a minimum 2.0 cumulative grade point average for approval by the departments, and for completion of required University courses. Mr. Sells stated this had been done. Motion as amended was then approved.
Mr. Sells moved the recommendation of the Academic Standing and Honors Committee to accept the attached list of students for University honors. Seconded by Mr. Stubblefield.
Mr. Sells drew the Senate's attention to the statement on the attached list regarding Miss Bonnie Jean Buschur.
Mr. Tomboulian asked for a further explanation of this case. Mr. Hoopes explained that Miss Buschur was an outstanding student in the English Department and, undoubtedly, would reflect credit on the University in the future.
Mr. Hetenyi pointed out that our regulations regarding the internship semester for Teacher Education students precluded Miss Buschur enrolling in the 16th course and he supported her inclusion on this list.
Mr. Roose questioned the 10% limitation on awarding University Honors and indicated he felt that this percentage should be increased.
Mr. Hammerle asked if all requirements for University Honors were met and Mr. Sells indicated that they had been satisfied. The motion was then approved.
Mr. Sells moved the recommendation of the Academic Standing and Honors Committee to accept the attached Departmental Honors list. Seconded by Mr. Galloway.
Mr. Hammerle asked if all requirements were met and if any department gave honors to more than 1/3 of their graduates. The following departments indicated they had exceeded the 1/3 limit - Art, Classics, Economics, English and Modern Foreign Languages. Each department explained their reason for this action.
Mr. Tafoya stated that he felt there should be some guidelines for selecting Departmental Honors and indicated his hope that something more specific will be available by next year.
Mr. McKay moved to amend the Departmental Honors list by adding the name of "Dianne Catherine Greene'' to the Mathematics Departmental Honors. Seconded by Mr. Stubblefield. Approved.
Mr. Hetenyi stated that the interdivisional majors for Department Honors should be recommended by the divisional dean or that a separate committee should be appointed to handle these students.
Mr. Roose asked that the interdivisional majors be included for Departmental Honors by the department in which the student did his concentration. The motion was then approved as amended.
Mr. O'Dowd asked if there was further discussion on Mr. Tomboulian's motion regarding the repeating of courses.
Mr. Lowy asked if a student could replace an original course with another course in case the student changed his major. The discussion indicated that this was a matter for the Committee on Instruction to handle as cases became known.
Mr. Hammerle moved to amend the motion by changing the statement in Item 3 to read "any courses may be repeated but no more than twice." Seconded by Mr. Stubblefield. Approved.
Mr. Hoopes moved to amend Item 3 by changing the word "twice" to "once". Seconded by Mr. Stubblefield. Not approved.
Mr. Swanson moved to amend the motion by deleting Item 5. Seconded by Mr. Sells.
After a brief discussion, Mr. Swanson withdrew his amendment and Mr. Sells' second in favor of a second amendment by Mr. Swanson to read "a repeat course fee as established by the Board of Trustees applies." Seconded by Mr. Williamson. Adopted.
Mr. Stoutenburg asked Mr. Tomboulian when this motion, if passed, would be effective and who it would effect. Mr. Tomboulian answered that it would be effective immediately and would permit any student currently enrolled or subsequently enrolled to repeat a course previously taken.
The motion as amended was then approved.
"(1) Only the last grade received will be used in computing the cumulative g.p.a. and the credits carried.
(2) A single line shall be drawn through the previous course record on the transcript. The word "repeat" should appear on the transcript following the designation of the course repeated.
(3) Any course may be repeated but no more than twice,
(4) Grades received in courses repeated shall not be used in determining honors. In computing honors, the first grade received shall be used.
(5) A repeat course fee as established by the Board of Trustees applies."
Mr. Matthews moved the recommendation of the Academic Affairs Committee that "That the Senate approve the principles of University Course Freshman Year Instruction embodied in the memorandum dated April 1, 1964, from the Academic Affairs Committee addressed to All Department and UC Staff Chairmen." Seconded by Mr. Hildum. Final action to be taken at a subsequent meeting.
Mr. Chemo questioned the principle of the motion. He asked, "who has the authority to decide which departments will teach the discussion, seminar or lecture sections?"
Mr. Hetenyi stated that the motion before the Senate was the principle of using the SDL method of teaching freshman courses not to legislate the logistics involved.
Mr. Hoopes announced that there will be a Writing Clinic established next fall. Mrs. Rosen and Miss Ficker will spend 1/3 of their time working with students having difficulty in writing and a group of senior English majors will be appointed to assist the faculty members.
Mr. Clarke moved the recommendation of the Admissions Committee that "that the requirement for admission, that the candidate must be in the top quarter of his preparatory school graduating class be dropped in favor of the statement that students are admitted to Oakland University on a selective basis." Seconded by Mr. Stoutenburg. Final action to be taken at a subsequent meeting.
Mr. Brown moved that the University calendar be studied at the earliest possible date. Seconded by Mr. Wilder. Final action to be taken at a subsequent
meeting.
