MEMORANDUM
December 13, 1963

TO: All Members of the Senate

RE: Agenda for Meeting of December 17, 1963

The next meeting of the Senate will be on Tuesday, December 17, 1963, at 4:00 p.m. in room 126 of the Oakland Center.

A. Old Business

1. Administrative Committee Reports

a. Continuation of the general discussion of the activities of the following committees that were unable to report at the last meeting of the Senate:

1. Athletic Policy Committee --------- Mr. Burke, Chairman
2. Appointments and Tenure Committee - Mr. O'Dowd, Chairman
3. Student Conduct Committee --------- Mr. Sells, Chairman
4. Outstanding Students Committee ---- Mr. Lowy, Chairman
5. Catalog and Bulletin Committee ---- Mr. Stoutenburg, Chairman

B. New Business

1. Recommendations from the Steering Committee (Mr. O'Dowd)

a. The Steering Committee recommends that a standing Committee on Continuing Education be established. This recommendation is based on a report from the ad hoc Committee on Continuing Education that was charged to study the need for a standing committee and to consider the possible responsibilities. The ad hoc committee consisted of Mr. M. Brown, chairman, Mr. Eklund, Mr. Haden, and Mr. Hammerle.

Continuing Education Committee

To consult with and advise the Associate Dean for Continuing Education in formulating objectives, policies, and philosophy of the programs in Continuing Education; to assess these programs, and to recommend changes when appropriate.

Membership will consist of four members and the Associate Dean for Continuing Education; the latter will be an ex officio member of the Committee and non-voting.

The following phrases are subsumed under the general charge, and will serve to clarify the duties and powers of the Committee.

  • To aid the Division of Continuing Education in developing programs through which the University can strengthen its cultural and educational ties with the community;
  • To help establish and facilitate liaison between the University faculty and the Division, and to provide a ready channel for faculty reaction and ideas pertaining to all aspects of the program; and
  • To report to the Senate periodically, and to make recommendations to the University administration on matters of Continuing Education policy and practice when appropriate.

b. Nominations for membership in the Continuing Education Committee for 1963-64:

2. Report of Steering Committee Activities (Mr. O'Dowd)

a. The Steering Committee has received from the Committee on Instruction a description of procedures to be followed in evaluating for credit foreign academic study experience. In addition, the Committee on Instruction has designated Mr. Robert Simmons as Foreign Study Program Adviser for the academic year 1963-64.

The following paragraphs describe the credit evaluation policies and will be included in future University publications:

1. The evaluation of transfer credit for a foreign student should be handled by the procedures regularly employed by the Registrar.

2. If an Oakland student has taken work unofficially in either directed or undirected programs, the Registrar will consult with the departments concerned and the Foreign Study Program Adviser, and grant credit accordingly. (Unofficially means that the arrangement is not agreed upon beforehand.)

3. If an Oakland student has taken work officially in either directed or undirected programs, the Registrar will consult with the student's adviser and the Foreign Study Program Adviser, and grant credit accordingly. (Officially means that the arrangement is agreed upon beforehand by the student's adviser, the Foreign Study Program Adviser, and those departments which teach courses for which comparable Oakland course credit will be asked.)

4. The Foreign Study Program Adviser is a member of the Committee on Instruction who serves in an advisory capacity to the student, the Registrar, and the department(s) concerned. In cases of dispute, the Committee on Instruction will resolve the problems.
