Minutes

PRESENT: Messrs. BROWN, M., BURDICK, CHERNO, EKLUND, HADEN, HAMMERLE, HETENYI, HEUBEL, HILDUM, HOOPES, HOWES, HUCKER, LEE, LOWY, MCKAY, OBEAR, O'DOWD, ROOSE, SIMMONS, SIMONS, STOUTENBURG, STUBBLEFIELD, SUSSKIND, SWANSON, TOMBOULIAN, VARNER, WILDER. WILLIAMSON.
ABSENT: Messrs. APPLETON, BEARDSLEE, CLARKE, COLLINS, GALLOWAY, MAHER, MATTHEWS, MOBLEY, SEIKEN, SELLS, TAFOYA.
GUESTS: Messrs. BURKE, JENKINS, MILLER, QUAINTANCE, TIPLER

The meeting was called to order at 4:03 by Chancellor Varner.

The minutes of the November 26, 1963, meeting were approved as presented by the Secretary.

Following the procedure suggested by Mr. O'Dowd for the Steering Committee used at the November 26, meeting, the Senate rules were suspended to permit general discussion of the activities of the following administrative committees.

1. Athletic Policy Committee�Mr. Burke, Chairman
2. Appointments and Tenure Committee�Mr. O'Dowd, Chairman
3. Student Conduct Committee�Mr. Sells, Chairman
4. Outstanding Students Committee�Mr. Lowy, Chairman
5. Catalog and Bulletin Committee�Mr. Stoutenburg, Chairman

Mr. Burke commented on the Athletic Policy Committee report.  Mr. Varner commended the committee for a job well done and said he would accept the report as it was submitted.

Mr. O'Dowd stated that the recommendations of the Appointments and Tenure Committee are now before the Steering Committee.

Mr. O'Dowd for Mr. Sells described the activities of the Student Conduct Committee (academic discipline and probationary problems).  In answer to a question about plagiarism, Mr. O'Dowd informed the group that a booklet on this subject and a lecture by Mr. Matthews was given this fall to incoming students.

Mr. Lowy described the procedure used by the Outstanding Student Committee to identify students with exceptional ability. The Senate indicated their desire to have more work done with this group of students but felt the objectives should be better defined.

Mr. Stoutenburg reported for the Catalog and Bulletin Committee. He stated that the 1963-65 catalog was a revision of the previous catalog while the 1964-66 catalog will be completely rewritten.

Mr. Varner stated that the Detroit Symphony has been contacted and has shown interest in developing a summer program at Oakland University.

NEW BUSINESS

Mr. O'Dowd moved the recommendation of the Steering Committee that a standing committee of Continuing Education be established. The charge to be "To consult with and advise the Associate Dean for Continuing Education in formulating objectives, policies, and philosophy of the programs in Continuing Education; to assess these programs, and to recommend changes when appropriate. Membership will consist of four members and the Associate Dean for Continuing Education; the latter will be an ex officio member of the Committee and non-voting."

(The following phrases are subsumed under the general charge, and will serve to clarify the duties and powers of the Committee.

To aid the Division of Continuing Education in developing programs through which the University can strengthen its cultural and educational ties with the community;

To help establish and facilitate liaison between the University faculty and the Division, and to provide a ready channel for faculty reaction and ideas pertaining to all aspects of the program; and

To report to the Senate periodically, and to make recommendations to the University administration on matters of Continuing Education policy and
practice when appropriate.)

Seconded by Mr. Hetenyi. Approved.

Mr. O'Dowd moved the nomination for membership for the Continuing Education Committee for 1963-64, Messrs, Brown, M,, Chairman, Cherno, Maher, Stubblefield and Eklund, ex officio. Seconded by Mr. Stubblefield.  Approved.

Mr. O'Dowd stated the report of the Steering Committee's activities was self-explanatory as written in paragraph B. 2 of the Agenda for the meeting of December 17, 1963, and he would not take the time to read it to the Senate.

The meeting was adjourned at 5:25.
