Minutes

PRESENT: Messrs. APPLETON, BEARDSLEE, BROWN. M.. BURDICK, CHERNO,  CLARKE, COLLINS, EKLUND, HADEN, HAMMERLE, HETENYI, HEUBEL, HILDUM, HOOPES, HOWES. HUCKER, LEE, LOWY, MAHER, MCKAY, MOBLEY, OBEAR, O'DOWD, ROOSE, SELLS, SIMONS, STOUTENBURG, SUSSKIND, SWANSON, TAFOYA, TOMBOULIAN, VARNER, WILDER, WILLIAMSON.
ABSENT: Messrs. GALLOWAY, MATTHEWS, SEIKEN, SIMMONS, STUBBLEFIELD.
GUESTS: Messrs. MILLER, TIPLER, BURNER, QUAINTANCE.

The meeting was called to order at 4:09 p.m. by Chancellor Varner.

MINUTES OF THE MEETING OF SEPTEMBER 9, 1963

The secretary's attention was brought to the fact that Messrs. M. Brown and R. Howes were listed as guests, but should be indicated as members of the Senate.

This correction was made by the secretary.

The minutes of September 9 were then approved by the assembled group.

NEW BUSINESS

Mr. O'Dowd moved the following charge recommended by the Steering Committee to replace the existing charge of the Academic Affairs Committee "to recommend academic policy on the baccalaureate curriculum, and to propose curriculum changes." Seconded by Mr. Obear. Approved.

Mr. O'Dowd moved, the following charge and membership specification as recommended by the Steering Committee to replace the existing charge and membership specification of the Committee on Instruction, "to review and propose changes in ongoing
academic regulations, to rule on petitions of exception and requests for grade changes. Membership will consist of four faculty members and the Dean of Students." Seconded by Mr. Obear. Mr. Susskind. Approved. The original motion was then approved.

Dean O'Dowd moved the recommendation of the Steering Committee that the membership of the Retention Committee be changed, that the following charge be adopted and that the committee be officially renamed.

"COMMITTEE ON ACADEMIC STANDING AND BACCALAUREATE HONORS
To review, propose, and implement policies concerning academic probation, separation, and readmission, to present to the Senate the Registrar's list of candidates for graduation with any recommendations for deletions or additions to the list, and to review and transmit to the Senate nominees for University and Departmental Honors. Membership will consist of three faculty members, the Dean of Students, and the Dean of the University." Seconded by Mr. Obear.

Mr. Tomboulian moved, to amend paragraph one to read "to review, propose, and implement policies concerning academic probation, separation, and readmission." Seconded by Mr. Sells.

Mr. Tomboulian stated that he felt the Committee on Instruction and the Committee on Academic Standing and Baccalaureate Honors should meet together to determine those students on the Registrar's lists of candidates who would be recommended to the Senate for graduation.

Mr. Maher moved to amend the motion to insert the words "and to the Committee on Instruction" before the word "Senate." Seconded by Mr. Burdick.

After considerable discussion, Mr. Tomboulian and Mr. Maher withdrew their motions with the approval of their seconds in favor of an amendment offered, by Mr. Haden.

Mr. Haden moved to amend the motion by inserting the words, "to review with the Committee on Instruction and" after the semicolon and before the first word "to" Seconded by Mr. Tomboulian. Approved.

(The intent of this amendment is that the Committee on Academic Standing and Baccalaureate Honors will have the final responsibility for the list presented to the Senate.)

This motion with the amendment in its final form reads as follows:

"To review, propose, and implement policies concerning academic probation, separation, and readmission; to review with the Committee on Instruction and to present to the Senate the Registrar's list of candidates for graduation with any recommendations for deletions or additions to the list, and to review and transmit to the Senate nominees for University and Departmental Honors. Membership will consist of three faculty members, the Dean of Students, and the Dean of the University."

Mr. O'Dowd moved the following charge as recommended by the Steering Committee to replace the existing charge of the Developmental Programs Committee.

"To subject all phases of the University operation to continuous consideration and to reflect imaginatively upon all ways in which Oakland may improve itself." Seconded by Mr. Obear. Approved.

Mr. O'Dowd moved the following membership specification recommended by the Steering Committee to replace current membership description of the Publications Committee "membership will consist of four members". Seconded by Mr. Obear. Approved.

Mr. O'Dowd moved the recommendation of the Steering Committee that a new Standing Committee of the Senate be established.

"Committee on Advanced Study To serve as liaison body (or to designate within its membership liaison officer) with national graduate scholarship and fellowship granting agencies, to constitute from within its membership�drawing upon the faculty at large when requisite�screening and interviewing subcommittees to assess student applicants for first-year graduate study awards, to maintain a current file, available to students and faculty alike, of- announcements, application forms, and general information concerning annual graduate study scholarship and fellowship competitions, and to publicize widely throughout the University the terms and dates of these competitions. Membership will consist of our faculty members." Seconded by Mr. Obear. Approved.

Mr. O'Dowd moved the recommendation of the Steering Committee that a new standing committee of the Senate be established. "Committee on Commencement To advise on commencement activities and ceremonies, to consult with the Chancellor with regard to speakers and candidates for honorary degrees. Membership will consist of five faculty members." Seconded by Mr. Obear. Approved.

Mr. O'Dowd moved the recommendation of the Ad Hoc Committee on Comprehensive Examinations, "the committee recommends that comprehensives not be made part of the graduation requirements (in any major) at Oakland University." Seconded by Mr. Hetenyi. Approved.

Mr. O'Dowd moved the acceptance of the Nominations for Membership of Standing Committees of the Academic Senate for 1963-6U as listed. (See attachment.) Seconded by Mr. Simons.

Mr. Susskind moved to amend, the title of the Students Affairs Committee to Student Affairs Committee. Seconded by Mr. Simons. Approved.

With this amendment, Mr. O'Dowd's motion to accept the Standing Committees of the Academic Senate was approved.

Mr. Hoopes moved the recommendation from the Ad Hoc Committee on Revision of Senate Constitution and Bylaws and Election Procedures. "Amendments to and revisions of this document, shall require an affirmative vote of at least twenty-four senators for ratification." Seconded by Mr. Hucker. Approved.

Mr. O'Dowd reported that the Steering Committee has appointed an Ad Hoc Committee on Continuing Education, charged with responsibility to explore the desirability of establishing a standing committee of the Senate on Continuing Education and report its findings to the Steering Committee at an early date. Membership consists of Mr. Haden, Mr. Hanmerle, Mr. Eklund, and Mr. M. Brown, chairman.

Mr. Appleton moved to suspend the rules of the Senate in order for Mr. Varner to present background information which lead to the development of the University Christian Federation Program on campus and the employing of Reverend McAlpin.

Mr. Hammerle moved that the meeting be adjourned. Seconded by Mr. Susskind. Approved.

Meeting adjourned at 5:30 p.m.
