Minutes
PRESENT: Messrs. APPLETON, BEARDSLEE, BURDICK, CHERNO, COLLINS, GALLOWAY, HAMMERLE, HEUBEL, HILDUM, HOLMES, HOOPES, HUCKER, MATTHEWS, McKAY, MOBLEY, OBEAR, O'DOWD, ROOSE, SCHWAB, SIMMONS, STOUTENBURG, SUSSKIND, TAFOYA, TOMBOULIAN, VARNER, Mrs. WHITE, WILDER, WILLIAMSON.
ABSENT: Messrs. BRUNO, CLARKE, HADEN, HETENYI, MAHER, POPE, SEIKEN, SELLS, SIMONS, STUBBLEFIELD, SWANSON

The meeting was called to order at 4:15 p.m. by Chancellor Vamer.
MINUTES OF THE SENATE MEETING OF APRIL 1st
Mr. Wilder moved to adopt the minutes as presented. Seconded by Mr. Hammerle. Approved.
MINUTES OF THE SENATE MEETING OF APRIL 8th
Mr. Stoutenburg read the minutes of April 8th since they were not ready for distribution.
Mr. Heubel moved to adopt the minutes as read. Seconded by Mr. Burdick. Approved.
MINUTES OF THE SENATE MEETING OF APRIL 11th.
Mr. Hucker moved to adopt the minutes as presented. Seconded by Mr. Chemo.
Mr. Tomboulian expressed his desire to know who the 146 graduates are, and asked that a list of the students be attached to the minutes. The Secretary said it would be done.
The minutes were then approved with Mr. Tomboulian's request recognized.
OLD BUSINESS
Mr. Matthews restated his motion made April 8th to adopt the recommendation from the Academic Affairs Committee that, "The paragraph on page 26 of the current Catalog regarding Public Law 229, be changed to read: To fulfill the requirements of State Law, (PL 229). all students must take:
1. Political Science (UC 052)
or
2. Any combination of two courses from the UC Social Science sequence and American History (UC 054, UC 056, UC 058, History 214. History 215)."
(Originally seconded by Mr. Hucker).
Mr. Vamer questioned whether the content of the motion would meet the requirement of the law. Mr. 0'Dowd assured the Chancellor it would, so the question was withdrawn.
Mr. Susskind moved to amend the motion to read, "Any combination of two courses from the UC Social Science and American History sequences (UC 054, UC 056, UC 058, History 214, History 215)." Seconded by Mr. Cherno. Approved.
Mr. Hucker called the question. Seconded by Mrs. White. Not approved.
After considerable discussion Mr. Susskind called the question. Seconded by Mr. Hucker. Approved.
Mr. Matthews original notion with amendment was then approved. The paragraph on page 26 of the current Catalog regarding Public Law 229, be changed to read: To fulfill the requirements of State Law (PL 229), all students must take:

(Originally seconded by Mr. Burdick).
Mr. Chemo called the question. Seconded by Mrs. White. Not approved. Mr. Tomboulian moved to amend the motion to read, "that 0.5 is the lowest passing grade." Seconded by Mr. Hammerle. Approved.
Mr. Hucker moved to amend the first paragraph to read, "The Academic Affairs Committee has approved and moves the adoption by the Senate of a 43-point grading system based on the scale 0.0 - 4.3 by tenths, with the following conversions:" Seconded by Mr. Tomboulian. Approved.
Mr. Susskind called the question. Seconded by Mrs. White. Approved.

Mr. Obear restated his motion made April 8th to adopt the recommendations from the Committee on Scholarships that, "The name of the Committee on Scholarships be changed to the Committee on Financial Aids." (Originally seconded by Mr. Stubblefield.) Approved,
Mr. Obear restated his motion made April 8th to adopt the recommendations from the Committee on Scholarships that, "The charge be changed to the following: To consider and recommend policies governing all financial aid to students." (Originally seconded by Mr. Stubblefield.) Approved.
Mr. Obear restated his motion made April 8th to adopt the recommendations from the Committee on Scholarships that, "Membership will consist of four faculty members, the Director of Scholarships and the Director of Financial Aids." (Originally seconded by Mr. Stubblefield.) Approved.
Mr. McKay apologized to the Senate for a previous statement implying he felt that students in the teacher education internship program had an unfair advantage over other students in the grades each student received in their final semester. He said that after checking he found that very few or slight changes in G.P.A. would have been brought about by the internship grades.
Mr. Hanmerle said he felt that the Senate had been a reasonably functioning body in the past 4 or 5 months, and that he was speaking as an observer as well as a member.
Mr. Varner said he agreed with Mr. Hammerle's comments, and that he thought the members had worked well on difficult questions with a spirit of democracy, tolerance, and business like procedures. Mr. Varner encouraged non-members to attend the Senate Meetings as observers. It was agreed that all non-members eligible for membership be sent copies of the agenda as well as copies of the Senate Minutes.
