Minutes
PRESENT: Messrs. APPLETON, BEARDSLEE, BRUNO, BURDICK, CHERNO, CLARKE, COLLINS, GALLOWAY, HADEN, HAMMERLE, HETENYI, HEUBEL, HILDUM, HOLMES, HOOPES, HUCKER, MATTHEWS, MC KAY, MOBLEY, OBEAR, O'DOWD, ROOSE, SCHWAB, SELLS, SIMMONS, SIMONS, STOUTENBURG, STUBBLEFIELD, SUSSKIND, SWANSON, TAFOYA, TOMBOULIAN, VARNER, Mrs. WHITE, WILDER, AND WILLIAMSON.
ABSENT: Messrs. MAKER, POPE, AND SEIKEN.
The meeting was called to order at 4:05 p.m. by Chancellor Vamer.
Approval of the minutes of April 1st meeting was postponed until the next meeting.
OLD BUSINESS
Mr. Matthews restated his motion made April 1st to adopt the recommendations from the Academic Affairs Committee to make changed in the present freshman English Sequence, English 101 and UC Western Literature 014-015: "All students must take Western Literature UC 016-017 instead of English 101-UC 014 or UC 014-015." (Originally seconded by Mrs. White.)
Mr. Burdick expressed concern over the approval of the motion and asked if the motion was due only to the fact that there was not enough staff for assigning and correcting assignments.
Mr. Hoopes stated staffing is a problem, but the department believes UC 016-017 will continue to meet the goals of freshman English sequence of reading critically, thinking consistently, and writing well.
Mr. Burdick said that he felt a student poorly prepared in English should have the opportunity to take English 101.
Mr. Appleton agreed with Mr. Burdick and suggested, (a) require an examination in English at the time of admission and/or (b) have a staff of lay readers to help the English Department.
Mr. Stoutenburg said that the perennial problem for freshman students is English and he believes to eliminate English 101 would be a mistake. However, in compromise he also suggested an entrance examination, but added those who are unsuccessful be required to take a remedial course through Continuing Education.
Mr. Vamer stated colleges should not be responsible for teaching grammar. He believes that an entrance examination in English would be appropriate, and those who are not successful be referred to Continuing Education, or be required to take a two or three week workshop in August prior to school at their own expense.
Mr. Hucker called the question. Seconded by Mr. Schwab. Approved.
Mr. Matthews original motion regarding the freshmen English sequence was then approved. "All Students must take Western Literature UC 016-017 instead of English 101-UC 014 or UC 014-015."
Mr. Hucker moved to give to the Academic Affairs Committee instructions to study the University wide problem of literacy and to report to the Senate. Seconded by Mr. Schwab. Approved.
NEW BUSINESS
Mr. Matthews moved, "The paragraph on page 26 of the current catalog regarding Public Law 229, be changed to read: To fulfill the requirements of State Law (PL 229), all students must take:
1. Political Science (UC 052)
or
2. Any combination of two courses from the UC Social Science sequence and American History ( UC 054, UC 056, UC 058, History 214, History 215)."
Seconded by Mr. Hucker.
Mr. Matthews moved, "The Academic Affairs Committee has approved and moves the adoption by the Senate of a 42-point grading system based on the scale 0.0 - 4.2, with the following conversions:

Seconded by Mr. Burdick.
Mr. Appleton moved to amend the motion to change the top grade to 4.4. No Second.
Mr. Col tins moved to amend the motion to change the top grade to 4.3. Seconded by Mr. Appleton. Approved.
Mr. Obear moved, "The name of the Committee on Scholarships be changed to the Committee on Financial Aids." Seconded by Mr. Stubblefield.
Mr. Obear moved, "The charge be changed to the following: To consider and recommend policies governing all financial aid to students." Seconded by Mr. Stubblefield.
Mr. Obear moved, "Membership will consist of few faculty members, the Director of Scholarships and the Director of Financial Aids." Seconded by Mr. Stubblefield.
