MINUTES
PRESENT: Messrs. APPLETON, BEARDSLEE, BRUNO, BURDICK, CHERNO, CLARKE, GALLOWAY, HADEN, HETENYI, HEUBEL, HILDUM, HOLMES, HOOPES, HUCKER, MATTHEWS, McKAY, MOBLEY, OBEAR, O'DOWD, POPE, ROOSE, SEIKEN. SELLS, SIMMONS, STOUTENBURG, STUBBLEFIELD, SUSSKIND, SWANSON, TAFOYA, TOMBOULIAN, VARNER, WILDER, WILLIAMSON.
ABSENT: Messrs. COLLINS, HAMMERLE, MAHER, SCHWAB, WHITE, SIMMONS.
The meeting was called to order by Chancellor Vamer at 4:10 p.m.
Chancellor Vamer reviewed with the Senate, the Governor's 1963-64 budget recommendations for higher education.
On February 23rd MSUO Chorus will perform with the Detroit Symphony at the Feed Auditorium. There are 2000 tickets to be sold. Chancellor Vamer asked for the co-operation of all to help dispose of the tickets, otherwise the University stands to lose considerable money.
MINUTES OF THE PREVIOUS MEETING
The following amendments to the minutes of January 21st meeting were proposed: (a) Mr. Haden asked that his name be added to the members of the Senate present at the meeting; and (b) Mr. Obear moved that the word "two" in paragraph 1 under old business be omitted. Adopted.
The minutes of the January 21st meeting were then approved as amended.
OLD BUSINESS
Mr. Stoutenburg moved that, "The three levels of academic honors, cum laude, magna cum laude, and summa cum laude, may be awarded to student in the upper 10% of the graduating class or to students who have earned a cumulative grade point average above 3.49."
Mr. Burdick moved to amend the motion by adding this sentence, "A degree with honors is voted by the Senate, on the recommendation of the appropriate committee, to whom the department recommend honors at three levels," Seconded by Mr. Stubblefield.
Mr. Appleton moved a procedural motion to allow the discussion of A 1. a, b, c, d, and e, of the agenda for the meeting of February 4, 1963, as presented to the Senate by Mr. O'Dowd for the Steering Committee. Mr. Appleton pointed out that the paragraphs were interrelated, and if worked on together would make it easier to reach a conclusion on part A 1. a. Seconded by Mr. Williamson. Adopted.
Mr. Burdick's amendment to Mr. Stoutenburg's motion was then voted on and was not passed.
Mr. Appleton moved to amend paragraph A l.b to read, "The graduates awarded the degree summa cum laude must be in the upper one percent of the graduating class and have a cumulative grade point average above 3.74. The students to receive academic honors will be determined by the appropriate committee within the limitations of recommendation "a" after consultation with the student's major department." Seconded by Mr. Stubblefield. Adopted.
Mr. Matthews moved to amend paragraphs A 1. a, b, and c to change the words " academic honors" to "University Honors". Seconded by Mr. Hetenyi. Adopted.
Mr. Roose raised a question why there was any need for honors. He said that honors put the wrong emphasis on education and he would vote against paragraph A l.a.
Mr. Hucker moved to amend paragraph A l.a to change the word "may" to"shall". Seconded by Mr. Stubblefleld. Not approved.
Mr. Chemo moved to amend paragraph A l.a to read "University Honors may be awarded to students in the upper 10% of the graduating class or to students who have earned a cumulative grade point average above 3.49." Seconded by Mr. Roose. Not Adopted.
Mr. Hetenyi moved to adopt paragraph A l.a as amended, "The three levels of University Honors, cum laude, magna cum laude, and summa cum laude, may be awarded to students in the upper 10% of the graduating class or to students who have earned a cumulative grade point average above 3.49." Seconded by Mr. Stubblefield. Adopted.
Mr. Heubel moved to adopt paragraph A l.b as amended, "The graduates awarded the degree summa cum laude must be in the upper one percent of the graduating class and have a cumulative grade point average above 3.74. The students to receive University Honors will be determined by the appropriate committee within the limitations of recommendation "a" after consultation with the student's major department." Seconded by Mr. Appleton. Adopted.
Mr. Appleton moved to omit the words, "his last" from paragraph A l.c and insert the words "at least". Seconded by Mr. Heubel. Adopted
Mr. Heubel moved to adopt paragraph A l.c as amended, "The awarding of the degree with University Honors will be based only on Oakland University credits, and the student must have completed at least 16 courses at Oakland University." Seconded by Mr. Stubblefield. Adopted.
Mr. Tomboulian moved to amend paragraph A l.d by changing the period at the end of the second sentence to a comma, and adding the words, "except that no department shall give honors to more than one third of its graduates without permission of the appropriate committee." Seconded by Mr.* Obear. Adopted.
Mr. Wilder moved to amend the first sentence of paragraph A l.d to read, "All Departmental Honors shall be approved by the Senate." Seconded by Mr. Hetenyi. Amendment withdrawn.
Mr. Obear moved to adopt paragraph A l.d as amended, "Departmental Honors should be awarded to outstanding graduating seniors. The establishment of criteria and the selection of outstanding graduating seniors for departmental honors will be the responsibility of the department, except that no department shall give honors to more than one third of its graduates without permission of the appropriate committee." Seconded by Mr. Appleton. Adopted.
Mr. Hucker moved paragraph A 1. e be adopted, "All graduates will be granted a Bachelor of Arts degree except Engineering Science graduates who will be granted a Bachelor of Science degree." Seconded by Mr. Stubblefield. Adopted.
Mr. Hucker moved to add paragraph A 1 f to read, "All degrees and honors (both university and Departmental Honors) must be approved by the Senate." Seconded by Mr. Stubblefield. Adopted.
Mr. Hucker moved to add paragraph A l.g to read, "Honors, (both University and Departmental Honors) will be recorded on the diploma and transcript." Seconded by Mr. Galloway. Not adopted.
