Minutes
PRESENT: Messrs. APPLETON, BEARDSLEE, BRUNO, BURDICK, CHERNO, CLARKE, COLLINS, HAMMERLE, HETENYI, HEUBEL, HILDUM, HOLMES, HUCKER, MAKER, MATTHEWS, McKAY, OBEAR, O'DOWD, POPE, ROOSE, SCHWAB, SELLS, SIMMONS, SIMONS, STOUTENBURG, STUBBLEFIELD, SUSSKIND, SWANSON, TOMBOULIAN, VARNER, WHITE, WILDER, WILLIAMSON.
ABSENT: Messrs. GALLOWAY, HADEN, HOOPES, MOBLEY, SEIKEN, TAFOYA.
The meeting was called to order by Chancellor Varner at 4:05 p.m.
MINUTES OF THE PREVIOUS MEETINGS
1. The following amendment to the minutes of the December 17th, meeting was proposed:
(a) Moved by Mr. McKay, seconded by Mr. Stubblefield that the word "during" be substituted for "before" in item 3 (1) under new business. Adopted.
The minutes of the December 17th meeting then were approved as amended.
2. The following amendment to the minutes of the January 7th meeting was proposed:
(a) Moved by Mr. Clarke seconded by Mr. Williamson that the spelling of "Sequir" be changed to "Seguir" in paragraph 2, page 2. Adopted.
The minutes of January 7th meeting were then approved as amended.
OLD BUSINESS
Mr. Matthews moved, "Instructors shall not give any type of written examination during the two calendar week immediately prior to the period designated for final examinations at the end of the semester." Seconded by Mr. Stubblefield.
Mr. Cherno moved to amend the motion as follows: change the period at the end of the motion to a comma and add "except for examinations that are considered final examinations in the course." Seconded by Mr. Appleton. Not adopted.
Mr. Hetenyi moved to table the motion. Seconded by Mr. Haden. Adopted.
Mr. Hammerle moved that any motion dealing with this topic should be discussed and adopted at this meeting. Seconded by Mr. Obear. Adopted.
Mr. Hetenyi moved that "In the last two weeks of any semester no course may require written examinations, the total of which exceeds one hour. Seconded by Mr. Stubblefield. Not adopted.
Mr. Schwab moved that the original motion be returned to the Committee on Academic Affairs for further study. Seconded by Mr. Stubblefield. Not adopted.
Mr. Chemo moved that "no single course shall offer more than one written examination in the last two weeks of a semester, including the time designated for final examinations". Seconded by Mr. Appleton. Not adopted.
Mr. Maher re-moved Mr. Matthews original motion. Seconded by Mr. Matthews. Adopted.
NEW BUSINESS
Mr. Matthews moved that "In exceptional cases and upon recommendation of the department concerned, the Committee on Instruction may award credit provided, however, that such credit does not exceed 20 per cent of the credits earned for a degree at MSUO." Seconded by Mr. Maher.
Mr. Matthews moved that "The graduation requirements are those currently in effect. In instances where these impose a hardship, the student may petition the Committee on Instruction for an exception," Seconded by Mr. Hucker.
Mr. Stoutenburg moved that "The three levels of academic honors, cum laude, magna cum laude, and summa cum laude, may be awarded to students in the upper 10% of the graduating class or to students who have earned a cumulative grade point average above 3.49." Seconded by Mr. Hucker.
Mr. Stoutenburg moved that, "The graduates awarded the degree summa cum laude must be in the upper one percent of the graduating class and have a cumulative grade point average above 3.74. The percentages of students to receive the degree magna cum laude and cum laude will be determined by the appropriate committee within the limitations of recommendation "a". Seconded by Mr. Heubel.
Mr. Stoutenburg moved that, "The awarding of the degree with honors will be based only on MSU Oakland credits, and the student must have completed his last 16 courses at MSU Oakland". Seconded by Mr. Obear.
Mr. Stoutenburg moved that "Departmental Honors should be awarded to outstanding graduating seniors. The establishment of criteria and the selection of outstanding graduating seniors for departmental honors will be the responsibility of the department," Seconded by Mr. Heubel.
Mr. Stoutenburg moved that "All graduates will be granted a Bachelor of Arts degree except Engineering Science graduates who will be granted a Bachelor of Science degree." Seconded by Mr. Obear.
A general discussion of the University seal was led by Messrs. Varner and Pope. Mr. Pope was asked to discuss with the Emblem Committee the re-lettering of Michigan State University Oakland around the margin of the present drawing.
Mr. O'Dowd said he would delay the Steering Committee Activities Report until the next Senate meeting.
